CENTRAL BOARD MEETING MINUTES May 14, 2013 The meeting of the CART Central Board was called to order at 09:15 hrs by Chairperson Bruce Boyle at the Orland Park FPD s Administration Building, with the following teams represented: BLACK BLUE GOLD Bourbonnais Alsip C. A motion was made by the GREEN team and seconded by the ORANGE team to approve the minutes. This motion was approved by a voice vote. Treasurer s Report: (MJoines@bourbonnaisfire.org) Mileen Joines presented the May treasurers report. A motion was made to accept the Treasurer s reports as presented by the BLUE Team and seconded by the BLACK Team. This motion was approved by a voice vote.

They are to be paid directly to the Instructors. A motion to pay the bills as presented was made by the BLUE Team and seconded by the GREEN Team. The motion was approved by a voice vote of those present Chairman s Report: Bruce Boyle (BATLN12@AOL.COM) Chairperson Boyle discussed the current Statewide TRT team staffing issues. MABAS has placed six CART teams on probation for one year due to inadequate staffing. MABAS is requesting a minimum of 15 response ready members in each team. The goal is to have twenty response ready members and ten in training. They are looking for an increased amount of activity in the development of members. Member agencies, Blue, Black, Red, Gray, Red, and Silver to submit get well plans to help define the resolution to the staffing issues. MABAS is also looking to allocate certificates for each of the response ready members as they work to develop training files for all Response Ready members. Each member that is statused as probationary will be designated unavailable in the MABAS statewide CAD. CEO Reardon asked us to consider the merging teams to achieve the staffing minimums. MABAS offered some flexibility in their team control initiatives to help us achieve success. Vic Stachelski asked CEO Reardon if it would be better to bolster our numbers and save the teams vs. merge and lose the teams, Reardon stated it would be better to save the teams. Additional discussions about those MABAS teams that were placed in the same locations as existing CART teams. MABAS had no comment. Central Board designees from Green and Orange stated that they will fulfill the staffing minimums by end 2013. Black and Blue will be working with the agency chiefs to decide direction. Red and silver were not in attendance. Vic stated Ken will support times when he is unavailable. All Team leaders will be added to the IST response list in IAMResponding. Training: Jon Stratton (jkstrattondfm@hotmail.com) (dkowalski36@yahoo.com) Fall scheduled Local 150 Trench Tech drill is a go, more information to come. 56 members attended the April 2013 structural collapse class at Plainfield. Training division will be evaluating new CMC MPD controlled descent device. An example will be allocated for evaluation prior to purchase request.

Validation schedule for 2013. Chad Frietag provided samples of clothing for evaluation and future action. Motion was made by the Green and second by Orange to purchase each member one new long sleeved t-shirt with the anniversary logo screen on the chest. Members voted all ayes. Chad will work with the vendor to develop additional gifts for anniversary distribution. CART anniversary outside decals are under development for future allocation. New Business: Jon Stratton proposed we purchase used Paratech equipment from Elwood fire. This equipment would go into the training cache if purchased. Jon will negotiate price with Elwood and bring to next central board.
