1 Notice of Employment Opportunity: Intern Firefighter Intern Firefighter Information The French Camp McKinley Fire District is seeking candidates for Intern Firefighter who are experienced, motivated, possess strong leadership skills, and will be a productive team player with all the staff of the Fire Department. The Intern Firefighter will answer directly to the Fire Company Officer and the Battalion Chiefs and ultimately to the Fire Chief. This Intern Firefighter personnel recruitment is for Mountain House Community Services District and French Camp McKinley Fire District. Qualified and motivated Intern Firefighter personnel members will be French Camp McKinley Fire District employees; however, they will have the opportunity to respond to incidents and will be able to work shifts at both the French Camp and Mountain House Fire Stations. The Intern Firefighter Program consists of members who will give their time to the Fire District to assist the other part-members and all the full-time members in protecting life, property, and the environment through professional, and efficient emergent & non-emergent services.
2 French Camp McKinley Fire District - Reserve Firefighter Personnel French Camp Fire District and Mountain House CSD Information: The French Camp McKinley Fire District is located in the Central Valley just south of the city of Stockton and north of the city of Lathrop. The District encompasses approximately 16 square miles of area to include an additional 75 square miles in Roberts and Union Islands where fire district provides services to several property owners for fire protection services under contract. The District runs an average of 800 to 900 calls for service each year and we service the 114 Acre county complex that houses the San Joaquin General Hospital, County Juvenile Justice, County Jail, Honor Farm and the San Joaquin County Sheriff s Office. Starting in September 2015, the French Camp McKinley Fire District will be providing services under contract to the Mountain House CSD. This new cooperative partnership will allow us to expand the Reserve Program and engage the communities that we serve. The Mountain House CSD is an expanding community located at the county lines of San Joaquin, Alameda, and Contra Costa. The community of Mountain House CSD covers 4,784 acres. The Community Services District of Mountain House serves as Mountain House s local government. The CSD Board of Mountain House has five members who are elected by their residents. As of July 1 st, 2015 the Mountain House Census Designated Place has a population of 12,861. We operate out of one station located in French Camp. Our organization also has Automatic Aid and Mutual Aid agreements with neighboring agencies to receive and provide firefighting support locally and throughout the State of California. We have working relationships with Montezuma Fire District, Lathrop-Manteca Fire District, AMR Ambulance, and the Stockton Fire Department. At the Mountain House Fire Station, the staffing will be four personnel per day; using a modified staffing model that incorporates the augmentation with Reserve Firefighter personnel.
3 Definition: As a member of a fire company, under the supervision of the Fire Officer, Firefighter, Engineer, Engineer/Lieutenant, Fire Captain, Acting Battalion Chief, Shift Leader or designee, as an at-will employee, performs a full range of firefighting duties in the suppression of structural, wildland and other types of fires; may be required to drive fire apparatus; performs scheduled maintenance of stations, fire apparatus and related equipment; may be assigned temporary command of a fire station or as a Fire Engineer; performs other duties as required. The intern firefighter assists with fire prevention inspections, performs building and apparatus maintenance, conducts fire prevention education programs and participates in departmental training activities and individual improvement programs. Job Duties: Intern Firefighters perform a full range of firefighting duties and may serve in assignments performing medical services, fire inspection/prevention, training, fire investigation, and others. The position incumbent is not authorized to make Budget Expenditures. This position is an AT-WILL, contractual position and is subject for review and renewal on an annual basis. This contract position can be eliminated at any time with or without cause. Essential Functions: 1. Responds to alarms as a member of a fire apparatus crew; connects and lays fire hose lines; enters burning areas and structures with charged hose lines; operates and climbs fire ladders; participates in the rescue of persons trapped in burning buildings and autos; renders first aid; opens up structural impediments which interfere with firefighting operations utilizing various manual and power equipment; ventilates buildings to relieve smoke, heat and gases. 2. Participates in a wide range of emergency and rescue activities, including emergency medical services, extrication, heavy rescue, hazardous materials, and others; operates two-way radios as necessary. 3. Participates in regular training activities and exercises; assists in making fire inspections and fire prevention activities as needed. 4. Participates in building, grounds, and equipment maintenance; will inspect, clean and maintain fire hoses and equipment; performs general housekeeping and ground maintenance duties in the fire station; assists in the preparation and/or presentation of fire prevention programs to the public; assists in making fire prevention inspections. 5. Compiles clear and concise reports for call responses and maintains records such as daily logs, maintenance records and similar documentation. 6. Assists in the investigation of fire causes and the preservation of evidence when a fire is of a suspicious origin; prepares reports and may testify in court as to the findings.
4 Requirements: All Intern Firefighter candidates are subject to the following examinations: Physical agility test (or CPAT) and Oral Board Panels. Successful candidates who pass the first phase of testing will have to complete Drug/Alcohol and physical examination and a qualifying background investigation. Age: Must be at least eighteen (18) years of age with valid CA Driver s License. Education: Possess a high school diploma or equivalent GED certificate. Satisfactory enrollment in or successful completion of a California State Fire Marshal Firefighter I Accredited Academy. Proof of current attendance or passing verification of a California State Fire Marshal (CSFM) FF1 Academy by letter from Academy Director/Coordinator or college transcripts or certification of completion. Firefighter I Academy or 2-3 years of firefighting experience either volunteer firefighter, reserve firefighter, or paid firefighter. Certification: 1. Meet the requirements of California State Fire Marshal Firefighter I certificate through an Accredited California State Fire Marshal Firefighter I Academy as listed on the State Fire Marshal website. 2. Current and valid Emergency Medical Technician or Emergency Medical Technician Paramedic certification in California or National Registry with ability to meet current San Joaquin County EMS requirements and must be maintained as a condition of employment. 3. Current/Valid CPR certification 4. Current/Valid California Driver s License. 5. No Felony convictions. Experience: Prior volunteer or Reserve firefighting experience and current EMT certification or SJCO EMSA Emergency Medical Responder certification, Fire Academy Completion and a Class B Firefighter Endorsed Driver s License is highly desirable. Language Skills: Ability to read, write and communicate in English at a level required for successful job performance. Mathethical Skills: Ability to use and understand basic mathematical concepts such as: adding, subtracting, multiplying, dividing, simple fractions and percentages. Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, orally or in diagram form; analyze and resolve problems involving circumstances and or events using standardized methods or procedures. Physical Demands: Person must pass a medical examination to verify the ability to physically perform all required duties. Physical Requirements: Maintain physical ability and stamina to meet position tasks and responsibilities. Must pass District s Physical Abilities Tests (PAT) or possession of a CPAT card issued within the last year. Physical abilities must be commensurate with the essential functions of the position. No person shall pose a threat to themselves or to the health and safety of other individuals in the work place, or to the public they serve. License: Possession of and the ability to maintain a valid California Driver's License, Class C, with a Class B Firefighting equipment endorsement permit at time of appointment. Those that successfully pass initial field training must complete the Fire District approved driver/operator courses and must obtain a Class B Drivers license endorsement for firefighting equipment.
