Weld County Director of Finance and Administration (December 2009 February 2014) Responsible for the management of ten administrative departments to achieve maximum output and overall efficiency and customer service. Duties included: Functioned as Clerk to the Board and was Chief Community Liaison for other agencies, nonprofits and the business community. Implemented business development strategies resulting in cost saving measures by outsourcing of critical governmental services. Oversaw Human Resources for 1400 employees and developed human capital projects such as the Employee Medical Clinic to reduce costs and increase productivity. Administered Economic Development programs such as Personal Property tax incentives to incentives business development. Oversaw annual budget of more than 300 million dollars ensuring prudency of fiscal management to meet citizen expectations, resulting in the superior governmental services. Weld County Director of Administrative Services (May 2006 - December 2009) Served as subject matter expertise in Administrative Services providing operational leadership for seven departments. Outcomes included: Facilitated business strategy to align services to increase professionalism and create superior service outcomes. Revised Human Resources to create a collaborative work environment including the development of succession and human capital plans designed to recognize employee outcomes for innovation. Upgraded Information and Communication Technologies to create sound organizational plans encouraging the use of technology to increase customer satisfaction and reduced costs. Assisted in pre and post construction of numerous County buildings and jail facilities, activities included planning, research, building inspection and procurement of products and services. Successfully conducted governmental grant writing. Community Development Block Grants (CDBG), numerous capital projects including, streets, sidewalks and building facilities. Energy Efficient Community Block Grants (EECB), including funds for courthouse remodel, building and energy upgrades. Energy Impact Grants, successfully wrote four grants per year for the construction of major capital facilities including public buildings and road projects. Great Outdoor Colorado Grants, (GOCO) secured funds for open space and trail acquisitions. Neighborhood Stabilization Grants, (NSP) worked with target communities to seek funds for needed infrastructure improvements. Director of Weld County Department of Planning Services (November 1995 - May 2006) Managed numerous boards and personnel to manage and develop strategic land use direction for county. Worked with consultants to develop the Weld County Transportation Impact Fee program, and successfully administered the program through collaboration with developers and landowners. Created and updated ordinances and regulations, many of these programs are currently in place. Coordinated land use planning with 32 municipalities, state, and local agencies. Developed and maintained Intergovernmental agreements with over twenty local governments resulting in the first regionally coordinated land use. Supervised building inspection for a 4,000 square mile jurisdiction resulting in 25,000 inspections per year. Managed Community Development and Planning for the Poudre and Saint Vrain Trails systems Current and Long Range Planner, August 1992-November 1995 Demonstrated sound land use principles and expertise. Outcomes included: Created and implemented strategic land use direction for Weld County through the development of the Weld County Comprehensive Plan. Designed economic, demographic, and environmental planning strategies used to entice and encourage robust economic development. Developed growth management strategies for Weld County to ensure responsible growth in Weld many are being used today. Interpreted land use codes and proposed recommendations for development consistently and without biases, never leaving the county at risk of being arbitrary or capricious. Reviewed and developed land use recommendations with the intent of ensuring sound and prudent dissemination of decision-making to maintain a harmonious land use and economic development environment.
