Submissions received after the closing date will not be considered. Questions will be accepted until Friday, February 6 th, 2015 at 4:00 pm. Part 1 - Introduction Invitation to Proponents This Request for Quote ( RFQ ) is an invitation by the West Nipissing Chamber of Commerce (the Chamber ) to prospective proponents to submit proposals to execute a business community branding and marketing campaign further described in Part 2 The Deliverables (the Deliverables ). Proposal Costs Proponent shall bare all costs associated with or incurred in the preparation and presentation of its proposal, including, if applicable, all costs incurred for presentations. Proposal Evaluation Proposals will be evaluated by the Marketing Committee, a sub-committee comprised of staff and directors of the West Nipissing Chamber of Commerce. It is understood and accepted by any Proponent submitting a Proposal that all decisions; as to the degree to which a proposal meets the requirements of this RFQ, are the sole judgment of the Marketing Committee. Part 2 - The Deliverables Project Background
The West Nipissing Chamber of Commerce was chartered in 1952 and has acted as the Voice of the Business Community for over 60 years. Since 2013, the Chamber has been implementing the West Nipissing Business Growth Initiative. The West Nipissing Business Growth Initiative project is a multi-level multi-year project designed to enhance local markets by ensuring sustainability and encouraging growth opportunities while at the same time addressing issues such as food security, youth entrepreneurship, and export marketing opportunities for small and medium size enterprise (SMEs) - from small craft manufacturers to larger operations. Components of the project touch on a variety of areas; first by cataloguing and registering every business in the area, then creating a comprehensive regional recognition stamp (branding the West Nipissing business community) providing not only "pride of place", but local and exterior marketing for those enterprises that need assistance in getting their goods/services to market by utilizing technology and other means. The project will implement a good number of West Nipissing s human resources requirements and priorities that were identified through the Labour Market Initiative (LMI) study completed in 2010. As part of the West Nipissing Business Growth Initiative, this RFQ focuses on the project deliverable of branding the West Nipissing business community. There are three parts to this RFQ, 1) refers to the creation of a West Nipissing Regional Stamp, 2) refers to the Development of the Regional Wide Marketing Strategy to implement the brand and 3) refers to the Development of a Web Based Small and Medium-sized Enterprises (SME) Commercial. Part 2.1 Creation of the West Nipissing Regional Stamp The regional stamp that is created must deliver a clear and concise message, confirm credibility of the West Nipissing business community, motivate buyers to purchase from the West Nipissing business community and promote consumer loyalty for West Nipissing products and services. The end result of Part 2.1 includes the creation of a word mark logo that will be representative of the brand. Creative Requirements The successful proponent will be provided with a creative brief by the organization which will guide development of the specific deliverables outlined below: 2.1.1 Disseminate all data collected from existing Chamber survey questionnaires and community consultations to develop the West Nipissing regional stamp/ logo and slogan. 2.1.2 Create a collective identity, including a horizontal and vertical word mark logo, for the West Nipissing Business Community (to include 3 substantially different logos to be presented to the Chamber and up to three rounds of changes to selected design). The logo must be complimentary to other businesses and not over power their existing branding. The logo should consist of no more than 2 colours and needs to transfer to gray scale, black and white and reproduce well in reverse colours. The logo s slogan does not necessarily need to be bilingual, however if it is not, the message will need to be well known and understood in both language.
2.1.3 Final approved logo to be provided to the Chamber in multiple file formats including vector.eps and.pdf formats, as well as high-resolution jpeg and png. 2.1.4 The final logo must be transferable to all media such as print, digital, billboards, newspaper print, t-shirts etc. Visual examples of how the logo will look in different formats is required (i.e. visual of the logo printed on promotional products). 2.1.5 Attend meetings with Chamber staff and Marketing Committee during the course of Part 2.1 on an as needed basis (2-3 Meetings). 2.1.6 Templates and Assets: design, layout and typesetting only of the following items. Printing and production will be coordinated and managed by the Chamber. 1. Dual banner stands (2 banners in total), one in English and one in French that integrate well together when placed side by side, however will also function on their own. *All working templates and original files to be provided to the West Nipissing Chamber of Commerce all files become property of the Chamber. *All materials are to be fully bilingual (French/English). The Chamber of Commerce will provide approved content in both languages for incorporation into materials. Part 2.2 - Development of a Region-Wide Marketing Strategy/Plan The region-wide marketing strategy/ plan must provide the Chamber with clear direction on how to enhance awareness of the West Nipissing brand, identify our target market, understand our customers, and determine what sets the West Nipissing business community apart from other communities. The end result of Part 2.2 will provide the Chamber with the necessary tools and information to implement a successful region-wide marketing strategy. Creative Requirements 2.2.1 Design a marketing plan that makes use of the brand. 2.2.2 Create a brand integration strategy and identify ways the Chamber and its membership can adopt the brand into their respective marketing efforts. 2.2.3 Create an action plan for implementing the marketing strategy and project timeline. 2.2.4 Attend meetings with Chamber staff and Marketing Committee during the course of Part 2.2 on an as needed basis (2-3 Meetings). 2.2.5 Templates and Assets: design, layout and typesetting only of the following items. Printing and production will be coordinated and managed by the Chamber. 1. An advertisement for print (newspaper, magazines, brochures etc.) that utilizes the new logo and provides information on the branding initiative, the benefit it has for the business community and how it can be utilized by local merchants

Part 2.3 Development of a Web Based Small and Medium-sized Enterprises (SME) Commercial The web based SME commercial must showcase the local business community and the variety of shops and services available throughout West Nipissing. The video must utilize the West Nipissing Regional Stamp created in Part 2.1 of the project. The intention of the video is to increase awareness for local businesses and encourage residents and non-residents to shop in West Nipissing. The end result of Part 2.3 will provide the Chamber with a web based commercial that can be easily uploaded to websites, social media and other digital platforms. Creative Requirements 2.3.1 Create 3 substantially different web based SME commercial story boards (such as videos that involve the use of still images, photography, videography, music etc.) that utilize the West Nipissing regional stamp and highlight the business sectors of West Nipissing. The three storyboards are to be presented to the Chamber, with one being selected for production. 2.3.2 Develop the selected story board into a web based SME Commercial that is approximately 1 minute and 30 seconds in full length. As well as an edited version that is 30 seconds in length. 2.3.3 Final approved video to be provided to the Chamber in multiple file formats that can be uploaded, shared and easily reproduced on websites. 2.3.4 Attend meetings with Chamber staff and Marketing Committee during the course of Part 2.3 on an as needed basis (2-3 Meetings). *All working templates and original files to be provided to the West Nipissing Chamber of Commerce all files become property of the Chamber. *All materials are to be fully bilingual (French/English). Proposals are to be prominently marked with the RFQ title and number (see RFQ cover), with the full legal name and return address of the proponent, and with the Submission Date. Proponents may inquire and seek clarification on any requirements of this RFP. Inquiries must be in writing only and e-mailed to jolene.lisk@westnipissingchamber.ca by (date of inquiries above). Proposals submitted after the Submission Date/Time will be rejected. Part 4 - Proposal Evaluations All proposals received by the submission deadline will be evaluated and juried by the Marketing Committee, a subcommittee of the West Nipissing Chamber of Commerce. Proposals will be evaluated by each component (3 parts in total). The Marketing Committee has the right to refuse any and all parts of any proposal received. The RFQ can be cancelled in part or whole at any time by the Marketing Committee. Proposals can be accepted in parts (3 in total) or as a whole. Part 5 - Proposal Requirements Each written proposal shall include the following: - proponent information including full legal name, address, website, contact person, title, phone number and email address. - a brief history of the proponent, including details of experience in providing services of a similar nature and explanation/rationale as to why they should be chosen by the Chamber (maximum 1 page) - a representative list of clients for which the proponent has completed projects of a similar nature within the last five years, with three clients identified as references (including contact name and telephone number - general project budgets (in Canadian dollars) broken down by each part of the RFQ (3 parts in total) - tasks, timelines, milestones and projected completion dates for each part of the RFQ (3 parts in total); - Proposals must be prepared in individual parts and proponents have the right to respond to any or all parts of the RFQ in their proposal.
