DEPARTMENT OF THE AIR FORCE AIR FORCE RESERVE MILITARY CONSTRUCTION PROGRAM SPECIAL PROGRAM CONSIDERATIONS Pollution Abatement The military construction projects proposed in this program will be designed to meet environmental standards. Military construction projects proposed primarily for abatement of existing pollution problems at installations have been reviewed to ensure that corrective action is accomplished in accordance with applicable standards and criteria. Energy Conservation Military construction projects specifically designed for energy conservation at installations have been developed, reviewed and selected with prioritization by energy savings per investment costs. Projects include improvements to existing facilities and utility systems to upgrade design, eliminate waste, and install energy saving devices. Projects are designed for minimum energy consumption. Flood Plain Management and Wetlands Protection Proposed land acquisitions, disposals and installation construction projects have been planned to allow for the proper management of flood plains and protection of wetlands by avoiding long-term impacts, reducing the risk of flood losses, and minimizing the loss or degradation of wetlands. Project planning is in accordance with the requirements of Executive Order Nos. 11988 and 22990. Design for Accessibility of Physically Handicapped Personnel In accordance with Public Law 90-480, provisions for physically handicapped personnel will be provided for, where appropriate, in the design of facilities included in this program. Preservation of Historical Sites and Structures Facilities in this program do not directly or indirectly affect any district, site, building, structure, object or setting listed in the National Register of Historic Places, except as noted on the project s DD Form 1391. Environmental Protection In accordance with Section 102(2)(c) of the National Environmental Protection Act of 1969 (PL 91-190), the environmental impact analysis process has been completed or is actively underway for all projects in this Military Construction Program. c-ii

Economic Analysis Economics are an inherent aspect of project development and design of military construction projects included in this program. This program represents the most economical use of resources. Reserve Manpower Potential The Reserve manpower potential to meet and maintain authorized strengths of all Reserve flying/nonflying units in those areas in which these facilities are to be located has been reviewed. It has been determined, in coordination with all other services having Reserve flying/non-flying units in these areas, that the number of units of the Reserve components of the Armed Forces presently located in these areas, and those which have been allocated to the areas for future activation, is not and will not be larger than the number that can reasonably be expected to be maintained at authorized strength levels considering the number of persons living in these areas who are qualified for membership in those Reserve units. Potential Use of Vacant Schools & Other State & Local Facilities The potential use of vacant schools and other state and local owned facilities has been reviewed and analyzed for each facility to be constructed under this program. Congressional Reporting Requirements Page iii, titled "New/Current Mission, Environmental List, is in response to a Senate Appropriations Committee requirement contained on page 10 (New and Current Mission Activities) of Report #100-380. Unless otherwise noted, the projects comply with the scope and design criteria prescribed in Part II of Military Handbook 1190, "Facilities Planning and Design Guide." c-iii

DESCRIPTION OF PROPOSED WORK: Construct a fully functioning Air Force Reserve Command consolidated mission facility on Robins AFB. Construct a multi-story building, including reinforced concrete caissons, foundation and floor slabs, steel framing and trusses, exterior walls and roofing system. Includes secure and non-secure spaces. All supporting utilities, pavements and landscaping are included. Interior and exterior communications infrastructure is included. Facility will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200- 02, High Performance and Sustainable Building Requirements. This facility shall be designed and constructed in accordance with current AT/FP standards. A/C: 359 Tons 11. REQUIREMENT: 11,612 SM ADEQUATE: 0 SF SUBSTANDARD: 11,612 SM PROJECT: Construct Consolidated Mission Complex, Phase 3 (Current Mission) REQUIREMENT: Facility for Air Force Reserve units and staff at Robins AFB is required in order to consolidate Command operations and remove unsustainable and inadequate facilities. Space required for HQ AFRC staff and unit personnel at Robins AFB. AFRC facilities must be properly located to accommodate AFMC mission growth at Robins AFB. Sustainable principles, to include Life Cycle cost-effective practices, will be integrated into the design and construction of the project in accordance with Executive Order 13423, 10 USC 2802, and other applicable laws and Executive Orders. Project enables AFMC mission consolidation, optimization, and execution of base master plan. Existing site requires a portion of the facility to add a basement structure. CURRENT SITUATION: Offices for HQ and support staff are scattered in nine geographically separated facilities on Robins AFB, creating organizational and command/control inefficiencies. The majority of AFRC facilities are located proximal to Robins AFB flightline and maintenance complex. This project accomplishes 3rd phase of consolidation of entire AFRC staff into a single high efficiency and sustainable complex in the administrative district of the base. Project required to implement facility consolidation and optimization plan affecting entire Robins AFB. AFMC will utilize vacated AFRC facilities to consolidate depot operations and accommodate mission growth. Unsustainable and inadequate AFMC facilities will be demolished. The 78 ABW has approved siting on land previously used for military housing. IMPACT IF NOT PROVIDED: AFRC unit operations will continue to function from inefficiency and improperly located facilities. O&M outlays will continue to increase for sustainment and operation of energy inefficient facilities. AFRC staff and squadrons will be left without proper and appropriate facilities necessary to support mission operations. Joint AFRC/WR-ALC consolidation plan resulting in eventual O&M demolition of approximately 148,900 SF of older inefficient facilities at Robins AFB cannot be initiated. ADDITIONAL: POC is HQ AFRC/A7CD, DSN 497-1995. New work: 11,612 SM = 125,000 SF. This project is a candidate for comprehensive interior design ($340K). Equipment from other appropriations: $2,950K for communications, and $4,956 for furnishings. JOINT USE CERTIFICATION: This facility can be used by other components on an 'as available' basis; however, the scope of the project is based on Air Force Reserve requirements. REQUIREMENT: Funds for architectural and engineering services and construction provide for the completed design of facilities and evaluation of designs in terms of technical adequacy and estimated costs. In addition, these funds are required to prepare site surveys, develop master plans, working drawings, specifications, project planning reports, and designs required for those construction projects included in the Air Force Reserve (AFR) Military Construction (MILCON) Program. The advanced age and continued deterioration of the AFR physical plant and infrastructure have generated numerous facility requirements, requiring these architectural and engineering services for design. In addition, there are numerous new mission bed-down projects that received no previous planning and design funds. It is essential the AFR be funded at the requested level to ensure operational readiness is not hampered or degraded due to inadequate facilities.
