CITY OF PUYALLUP ARTS & CULTURE COMMISSION February 15, 2019 The meeting of the City of Puyallup Arts & Culture Commission was called to order at 10:03 a.m. in Room 503 of Puyallup City Hall, 333 South Meridian, Puyallup, Washington. Motion carried 5 0. Approval of Minutes: A motion was made by Commissioner Turner, seconded by Commissioner Cain-Kellogg to approve the minutes of January 18, 2019 as submitted. Motion carried 5 0. Audience Comments: None Puget Sound Educational Service District Regional Arts Competition Chair Pugh announced that he will help judge entries submitted by Puyallup students in this competition, per the PSESD s invitation to do so. He will also select an entry to receive the City of Puyallup Commissioners Choice award. The winning student will receive a check for $200 and a certificate. The award will constitute the purchase of the art by the City, and it will become part of the City s permanent collection. The awards ceremony has been scheduled for March 20 th. City Council Liaison Appointments Commissioner Turner reported that she interviewed with the City Council s Ad Hoc Appointments Committee regarding her desire to be reappointed to the Commission. She shared that in the course of the interview, she expressed that the Commission seeks direction from the Council regarding whether Puyallup should pursue establishing a Certified Cretive District. Arts & Culture Commission Minutes February 15, 2019 Commissioner Eckerson relayed that she had a constructive conversation with City Councilmember Julie Door, during which she requested to know Council s expectations of the Commission and also asked for $20,000 to hire a consultant to produce a workplan. She additionally brought up the subject of possible future uses for arts and cultural programming at the War Memorial Building. Certified Creative District Update The Commission discussed preliminarily establishing a creative district by way of installing signage. It was noted that signage along the highways and freeways must be approved by the State. Chair Pugh felt that the Commission could make good use of a part-time staff person to conduct outreach and marketing efforts. Commissioner Johnson announced the City is sponsoring a forum on economic development in the downtown area on March 5 th. She will attend this event and report back to the group. Sound Transit Parking Garage Public Art Selection Process Commissioner Johnson reported on the work done by the artist selection committee convened by Sound Transit for the public art to be created for its new parking garage adjacent to the Puyallup station. Of the seven persons on the committee, she and someone from the school district represented Puyallup. The committee narrowed the potential artist selection pool from 25 to three and will meet again to interview the top candidates. Commissioner Johnson reminded the Commission that Sound Transit will allocate up to $250,000 for art at the Puyallup station. She confirmed that research will be done on the Puyallup community and its history prior to the final selection being made in an attempt to choose an artist whose work will be respectful and evocative of Puyallup. Other Business Responding to Commissioner Turner, Ms. Fritsvold confirmed that Central Pierce Fire & Rescue has agreed to display the City-owned 9/11 Flag mosaic artwork by Arlene Towne on the exterior of Station 71 (902 7 th St. NW). Chair Pugh suggested that the Commission determine three goals for this year to focus its work on. MOTION: It was moved by Turner, seconded by Johnson that the Commission focus its efforts in 2019 on the following work items: 1. Pursuing the establishment of a Certified Creative District via the State of Washington; 2. Securing $20,000 to fund a consultant to develop a five-year workplan for the Commission; 4 Page 2

CITY OF PUYALLUP ARTS & CULTURE COMMISSION March 15, 2019 The meeting of the City of Puyallup Arts & Culture Commission was called to order at 10:05 a.m. in Room 503 of Puyallup City Hall, 333 South Meridian, Puyallup, Washington. Selection of Chair for 2019-2020 In the absence of two members of the Commission, it was agreed that the Commission would not select a chair for the next year until its April meeting. Brad Pugh s offer, as last year s chair, to shepherd the meeting was accepted. Approval of Agenda: A motion was made by Commissioner Cain-Kellogg, seconded by Commissioner DeGroot to approve the agenda. Motion carried 4 0. Approval of Minutes: Approval of the February 15, 2019 meeting minutes was deferred to the April meeting. She concluded that Sound Transit has not yet made the name of the selected artist public, but will do so after the all finalists have been notified and a contract finalized. The awards ceremony has been scheduled for March 20 th. 2019 Commission Workplan Mr. Pugh reviewed that at its last meeting, the Commission had determined its priorities for the coming year to be as follows: 1. Pursuing the establishment of a Certified Creative District via the State of Washington; 2. Securing $20,000 to fund a consultant to develop a five-year workplan for the Commission; 3. Continuing to lobby for a part-time staff person to support and carry out the Commission s work. Commissioner DeGroot said ultimately, the Commission should function much as the Lodging Tax Advisory Committee (LTAC) does. The LTAC solicits and reviews applications for funding and recommends allocations to the City Council. He envisioned the Arts & Culture Commission operating similarly to review and recommend proposed projects for funding. He supported advocating for a 1% tax on capital projects as a revenue source for art and cultural projects and programs. The Commissioners discussed how much the Commission itself could undertake insofar as the work necessary to pursue the establishment of a Certified Creative District or other desired goals. Commissioner Johnson reported on her meeting with City Councilmember Cyndy Jacobsen, at which time Councilmember Jacobsen expressed interest in how a new performing arts center (which might be funded in part with lodging tax monies) could promote economic development in Puyallup. Commissioner Johnson conjectured that if the City were to hire an economic development staff person, that position could also support the Commission and work towards establishing a Certified Creative District. Commissioner Cain-Kellogg emphasized the need for a dedicated revenue stream as well as more staff support. Mr. Pugh added that establishing a Certified Creative District would open up programming 7 Page 2
Arts & Culture Commission Minutes March 15, 2019 Other Business Commissioner Johnson reported that the Japanese American Civic League has expressed a desire to meet with the executive director of the Puyallup Main Street Association. Commissioner Eckerson added that PMSA s design committee is considering placing banners to honor some of Puyallup s notable citizens, including Nathan Chapman, Eliza Meeker, Ernie Bay and Victor Kandle. Workplan for Arts & Culture Commission One-time contracted consultant services Estimated cost: $20,000 The City Council established a new advisory board, the Arts & Culture Commission, which had its first meeting last year. The Commission s duties are to: Further public awareness and appreciation of fine and performing arts; Promote interest and participation in artistic and cultural endeavors and projects; Advise the Council as to the acquisition of works of art for public display; and Facilitate donations, grants and other support for arts and culture. Many municipalities with long-established (two decades or more) art commissions have dedicated staff. Because Puyallup s does not, it would greatly benefit by the one-time services of a consultant to guide it in formulating a comprehensive, forward-looking workplan. Such a plan would: Identify, research and report on the work done by similar commissions in comparable municipalities; Conduct an inventory of organizations, businesses and non-profit groups operating in Puyallup in the areas of the arts and/or culture; Survey the community with respect to what it seeks in the way of arts and culture opportunities; Perform a gap analysis illustrating the difference between the arts and culture resources, activities, etc. that are available and what is desired, yet not available; Suggest possible action items to accomplish the Commission s prescribed duties via projects, programs, and/or ongoing tasks. The Arts & Culture Commission values and takes seriously its mission to support and promote arts and culture in Puyallup. It believes in the community-building and economic development elements of the arts, and in increasing opportunities for these life-enhancing pursuits and experiences. 14
