Marlboro County Board of Education REQUEST FOR QUALIFICATIONS Architectural/Engineering Services Renovations and Small Projects The Marlboro County Board of Education (hereinafter referred to as MCBOE) is hereby seeking proposals for architectural and engineering services for renovations and small projects. Request for Qualifications (hereinafter referred to as RFQ) packages can be downloaded from: www.marlboro.k12.sc.us Description of Projects and Services: MCBOE is seeking proposals for Architectural/Engineering Services for ongoing renovations and individual small projects over the next four or more years. Those projects and renovations to include the following: Construction of concession and restrooms for ball field(s) Football field drainage systems and rehab Renovation of running track Renovation of auditorium(s) Construction of sports complex for the Blenheim Elementary Middle School Other school facility renovations Responses must be received by the MCBOE, before 2:00 pm on August 20, 2013, after which time and date they will no longer be accepted. Late responses will not be considered. To be accepted, all responses must be submitted in a sealed package marked Proposal for Architectural and Engineering Services for Renovations and Small Projects. Three (3) hard copies and (1) electronic copy (pdf format on a CD Rom) of each proposal must be addressed or delivered to: Wes Park CPA CFO Marlboro County School District 122 Broad Street Bennettsville, SC 29512 Oral or telegraphic (including FAX and e-mail) responses are not acceptable. Applicants should have experience in educational design and be familiar with all pertinent codes and regulations including the Office of School Facilities. MCBOE is open to the concept of using a prototype design for various projects. The Architect will be employed by MCBOE. MCBOE is the official entity that will make decisions as to the selection of architects. Each response is to provide information which will allow evaluation of the following: A. Past performance; B. Qualifications of professional personnel proposed for the project; C. Demonstrated ability to meet time and budget requirements. D. Location and size of firm, now and 5 years ago; E. Recent, current and projected work loads of the firm; F. Creativity and insight related to educational projects; G. Related experience on similar small projects and renovations. An Architect/Engineer Questionnaire is attached and must be completed and returned with all proposals. Timeline: Public Advertisement/RFQ Available: July 29, 2013 Deadline for Questions: August 13, 2013 Proposals Due: August 20, 2013 Shortlist Selection Announcement: August 23, 2013 Interviews (if necessary): TBD Anticipated award: August 28, 2013 The MCBOE reserves the right to select or reject any and all responses as a result of this Request for Qualifications. The MCBOE is not liable for any costs incurred by any person or firm responding to this Request for Qualifications. A-1. Purpose: The RFQ provides interested architectural firms with information to enable them to prepare and submit proposals for consideration by Owner for providing design services for the building facility renovation program through June 30, 2016. A-2. Issuing Office: This RFQ is issued by the Marlboro County Board of Education. A-3. Type of Contract: A contract will be negotiated with the most qualified firm at a compensation which is stable, fair and reasonable to Owner. The form of contract will be AIA Document, as modified by the Owner. If a satisfactory contract cannot be negotiated with any of the ranked firms, this RFQ shall be considered terminated. A-4. Proposals: Owner reserves the right to select the firm which it deems to offer the best overall proposal taking into consideration all factors such as (a) past performance; (b) qualifications of professional personnel proposed for the project; (c) location and size; (d) recent, current and projected work loads of the firm; and (e) related experience on similar projects. Proposals must indicate how the firm would propose a fee for the project and what elements they would use to arrive at a fee and reimbursables. The Architect/Engineer Questionnaire must be completed and returned. Based on evaluation of this, the selection committee shall identify firms for consideration and possible interview, which in its judgment, are the most qualified. Owner does not intend to award a contract solely on the basis of any response made to this request or otherwise pay for the information solicited or obtained. Owner will be the judge as to whether a proposal has or has not met the requirements of this RFQ. A-5. Incurring Costs: Owner is not liable for any cost incurred by firms responding to this proposal. A-6. Response Date: As indicated on page one, to be considered, proposals must arrive at the Issuing Office on or before August 20, 2013. Firms mailing proposals should allow normal mail delivery time to ensure timely receipt of their proposals. Firms should provide three (3) hard copies. Facsimile submissions are not permissible. A-7. Acceptance of Proposal Content: The contents of the proposal of the successful bidder may become part of the contractual obligations if a contract ensues. Failure of a successful bidder to accept these obligations may result in cancellation of the award. A-8. Economy of Preparation: Proposals should be prepared simply and economically, providing a straight forward, concise description of the firm's ability to meet the requirements of the RFQ. Emphasis should be on completeness and clarity of content. A-9. Firm Responsibilities: The selected firm will be required to assume responsibility for all services offered in its proposal whether or not it produces them. Further, Owner will consider the selected firm to be the sole point of contact with regard to contractual matters, including payment of any and all charges resulting from the contract. The selected firm shall be responsible to adhere to all federal, state and local laws, regulations and ordinances, etc., and if the request for proposal results in a contract award, selected firm shall be responsible for obtaining all necessary permits and variances.
