PISTOL RANGE LOCATION: (Note there are two different Ranges) Range 116B, Range Complex, Marine Corps Base, Camp Pendleton, CA. - Start Time: Saturday 0700 hours, and will be held PRIOR TO the Rifle EIC/NMC Match. 3. RIFLE RANGE LOCATION: Range 103, Range Complex s, MCB Camp Pendleton, CA. 4. RIFLE RANGE FACILITIES: Range 103 is a 140-point firing range. Sanitary facilities are of the Port-a-Potty variety. There are no food or drink facilities. It is highly recommended that you bring bottled drinks (non-alcoholic) and/or non-perishable food items. Alcoholic beverages are not permitted on or in the general vicinity of the firing lines, while live fire is being conducted. 1

5. RULES: Current National Rifle Association (NRA) High Power Rifle Rules and CMP Rules for the EIC Matches will apply. 6. COMPETITION OPEN TO - ELIGIBILITY: These matches are open to all citizens and legal residents of the United States of America. Citizens of foreign nations may enter these matches upon proof of legal entry into the USA (validated passport and/or visa). Membership in the National Rifle Association, Civilian Marksmanship Program or California Rifle & Pistol Association is not required; however, Membership in the Santa Margarita Gun Club is required. Those persons who cannot legally participate in the shooting sports or who cannot enter a federal military reservation are not eligible to participate in this tournament. Participation DOES NOT and WILL NOT automatically authorize entrance onto MCB Camp Pendleton, CA. To ensure authorized entry onto the base, eligible competitors must ensure you do the following: Ø Possess a Department of Defense Vehicle Sticker authorizing you to enter the military instillation OR Ø Pre-enter the matches desired utilizing the Electronic Entry forms on the club s web site AND Ø Have in your possession the following items: a. Valid Driver s License and or other picture Identification b. Current Vehicle Registration c. Current Proof of Vehicle Insurance Ø Complete the Electronically Advance Entry into the scheduled Matches. 7. REGISTRATION FEES & TOURNAMENT FEES: All competitors are required to be SMGC Members due to USMC range usage agreements and Insurance Restrictions. If you are not an annual SMGC member, an assessment fee is included for Daily SMGC Membership in the entry fee. Annual SMGC membership must be confirmed through possession of a valid membership card, or confirmation of participant inclusion in the official membership roster at the morning of registration. SMGC Membership is open to all Active Duty Members, Reserve Members and Retirees of the United States Armed Forces. Annual SMGC Civilian Memberships are dependent upon the number of Current Military members of the Club, according to the club s By Laws. 8. ENTRIES - Electronic: ALL ENTRIES ARE REQUIRED IN ADVANCE: Advanced Entries are the entries made BEFORE the Wednesday preceding the actual Match Dates. All Entries AFTER Wednesday 3:00 P.M. (PST) are considered to be LATE and will be subject to $10.00 LATE FEE prior to the start of the match. Individual competitor entries are ALSO REQUIRED to indicate their intent to participate using the electronic Match Registration form available at the SMGC website (www.smgunclub.org). Electronic Entries are necessary to ensure Names are provided to the Base Security Office by the close of business on the Wednesday prior to the event. MCB Camp Pendleton Security Regulations require the match sponsor (SMGC) notify the appropriate Base agency of Non Department of Defense (DoD) persons participation in the Match on the Wednesday preceding the Matches. This notification is generated by the received match entry forms and intention to enter messages. Therefore entry onto MCB Camp Pendleton may be denied to those persons who do not indicate their intent to participate or observe using the electronic Match Registration form. Additionally, persons who have expired driver s licenses will not be granted entry onto Camp Pendleton. Registration match forms must also be completed in their entirety. Failure to complete the information section and NRA Membership Number section of the registration form may lead to the inability to correctly report classification to the NRA. 10. ENTRY FEES: All individual Entries must be paid in prior to the start of the matches. All competitors are required to be SMGC Members due to USMC range usage agreements. If you are not an annual SMGC member, an assessment fee is included for Daily SMGC Membership in the entry fee. (PST), Thursday, September 24, 2015. 11. ENTRIES CLOSE: Individual Entries close on the Wednesday prior to the respective match date(s) at 3:00 P.M. (PST). 12. POST ENTRIES: Entries RECEIVED after 3:00 P.M. (PST), Wednesday prior to the respective match date(s) are considered LATE Entries and may be accepted to fill vacancies on existing relay only. LATE ENTRIES will be subject to $ 10.00 LATE FEE prior to the start of the match. 13. ENTRY LIMIT: 125 Individual Entries. 14. RIFLE MATCH START TIMES: Rifle EIC - 9:30 AM on Saturday & 1000 Point Agg - 7:00 AM on Sunday. 15. CLASSIFICATION OF COMPETITORS: The NRA High Power Rifle Classification System will be used for this tournament. classification (Rule 19.6) or a temporary classification (Rule 19.4) may be used, if applicable. Assigned Non-NRA members and NRA members who are unclassified or cannot provide classification information will compete in the Master Class. 16. AWARDS: Championship Winners in the Grand Aggregate will receive the appropriate NRA Regional Medal Awards for their achievements in accordance with Current NRA guidelines. All Awards will be presented on each day after the conclusion of firing, including Special SMGC Awards. All awards are furnished by the and the National Rifle Association. Classification Winners in the Grand Aggregate will receive special discount certificates for the National High Power Rifle Championships at Camp Perry, Ohio. SMGC Special Individual Awards: SMGC Special Individual Awards will be given at the end of the Matches on Sunday for Match Numbers 8, 10 and 12. Categories & Classes for NRA Aggregate and NRA Individual Matches: Separate competitor categories (Civilian, Military/Service, etc.) will be established. If there are less than 5 competitors in a specific competitor category, that category will be combined with another category until there are at least 5 competitors in the combined category. Separate rifle categories (NRA Service Rifle, Match Rifle and Any/Tactical Rifle) will be established within competitor categories. If there less than 5 entries in a specific rifle type, that rifle category will be combined with another category until there are at least 5 competitors in the combined category. Prize money will be awarded in using the following criteria regardless of competitor category or equipment type: Ø 1 st Place Tournament 1500 Point Grand Aggregate Match 10 Winner: $ 50.00 and the San Luis Rey Mission Trophy Ø 2 nd Place Tournament Grand 1500 Point Aggregate Match 10 Winner: $ 40.00 Ø 3 rd Place Tournament Grand 1500 Point Aggregate Match 10 Winner: $ 30.00 Aggregate Winners for Sunday s Match 8 1000 Point Aggregate will be awarded the Following: Ø 1st Place Match Aggregate Winner: $ 30.00 & Awarded the Berger Trophy Ø 2nd Place Match Aggregate Winner: $ 25.00 Ø 3rd Place Match Aggregate Winner: $ 20.00 Aggregate Winners for Saturday s Match 9 500 Point (NMC) Aggregate will be awarded the Following: Ø 1st Place Match Aggregate Winner: $ 25.00 Ø 2nd Place Match Aggregate Winner: $ 20.00 Ø 3rd Place Match Aggregate Winner: $ 15.00 Match Winners for each day s Matches Number 1 through 7 will be awarded the Following: Ø 1st Place Match Winner: $ 20.00 Ø 2nd Place Match Winner: $ 15.00 Ø 3rd Place Match Winner: $ 10.00 Official recognition of the overall tournament classification winners will be recorded in the Tournament Results Bulletin for the total tournament aggregate score regardless of competitor category or equipment type: Places 1, 2 and 3 for each category winner. Official recognition of the Match Winners will be recorded in the Tournament Results Bulletin for match No. 1-10. Separate recognition will be given to by equipment type: SMGC will also award Special Awards for participants of both the Pistol and Rifle EIC Matches. Awards will be distributed at the range or mailed to the appropriate competitors using the address information provided in the match registration form if they are not present at the time of the awards ceremony. GENERAL INFORMATION: 18. CHECK-IN PROCEDURES: All competitors must check in at the Match Statistical Office for administrative processing. The Statistical Office (Range 116B) will be open from 6:30 AM to 7:00 AM on Saturday morning of the Pistol EIC Tournament and (Range 103) on Saturday Morning at 9:00 AM for the Rifle EIC Tournament at the conclusion of the Pistol EIC Match. Sunday morning (Range 103) at 6:30 AM to 7:00 AM for the 1000 point Aggregate. Competitors are required to complete administrative processing, ensure payment of tournament fees, and receive their squadding assignments before they can participate. 19. MANDATORY RANGE SAFETY & ENVIRONMENTAL BREIFING: After completion of administrative processing, report to the designated yard line not later than 7:00 AM (Sat-Pistol Range); 9:30 AM (Sat-Rifle Range); 7:00 AM (Sun-Rifle Range). Prior to the Matches all competitors must attend the mandated range safety and environmental briefing. Competitors not attending the mandated briefing will not be allowed to compete. Entry fees will be refunded less a $10.00 processing charge. 20. TARGET PULLERS: Rifle Competitors will be required to pull targets. Target pullers for hire maybe available at a cost of $20.00 per shooter. Paid Target Pullers are not guaranteed. ALL SMGC competitors are expected to take turns performing this service. If unable to perform this task, the shooter must provide a viable puller instead. 21. TARGETS: Official NRA Targets will be used in the rifle competitions. 22. COMPETITOR PARKING AREAS: (Range 116B) - Competitor parking is permitted in the designated dirt parking lot behind the Pistol Range. ALL Competitors are required to park their vehicles in this parking lot to the rear of the range. OTHER EQUIPMENT: Cloth, canvas or leather shooting jackets may be used. Standard militaryissue web or leather slings or slings of this same type are permitted.
