Division 28 only recommends a slate of names to the Board of Directors. Page 4 A FEW COMMENTS ON THE 1967 COUNCIL OF REPRESENTATIVES MEETING (EDITORIAL) As Council Representative I attended both all-day sessions of Council and was most impressed by my own complete unpreparedness to undertake any part in Council affairs. Rather depressing was the degree which Council acts as a "rubber stamp" merely passing on business already digested (and apparently decided) by the Board of Directors. A report of Council. business is available in the American Psychologist for those caring to read it; of importance to Division 28 was the acceptance in principle of a set size of Council membership (100) and allocation of Council seats based on percentage of votes of the entire membership assigned to a particular Division, dropping geographic representation in Council (state Associations), the representatives to be elected by the Divisions as in the past. Everyone has received the "straw vote" ballot for a trial run of this proposed system, with 10 votes to distribute ptc. The immediate conclusion is that, if this new system is eventually implemented (as it probably will be), Division 28 with its small membership will cease to have a voice in Council unless - all its members assign all their votes to Division 28. Considering the multiple interests of 26's membership this would be a most unlikely occurrence. Dropping geographical representation may lead to further schisms in the APA, and the new voting procedure will probably tend to polarize the diverse interests within the APA, with the largest Divisions essentially governing the Association. Generally it would appear to me that the small, special interest, laboratory orientated divisions will cease to be functional within the APA. The proper course for Division 28 would appear to me to be to actively recruit new members and to emphasize the Divisions substantive interests. H.M.H. PSYCHOPHARI4ACOLOGY PROGRAI-1 AT IKDIAIJA UNIVERSITY The program in psychopharmacology in the Department of Psychology at Indiana University began in 1962 with a?-year NIMH grant to Roger il. Russell. for research and graduate training i.n "Biochemical Correlates of ~ehavior". George A. Heise, an experimental psychologist, joined the project in 1964 and Roger P. Maickel, a biochemist and. pharmacologist, came to the project from NIH in 1965. Although Dr. Russell recently left Indiana to Become Vice-chancellor at the University of California- Irvine? the program is continuin& under the direction of Drs. Heise and Ihickel and is assured of support for the next three years. The research proaam is focussed on relations between measured changes in behavior, neurophysiology, and blood, tissue, and brain leve 1s of chemicals. The laboratory facilities and educational program are designed for active and explicit interaction between the various disciplines relevant to psychopharmacology. The behavior laboratories, containing some 30 operant boxes and controlling equipment for studios with rats, mice, squirrel monkeys, and pigeons, are located directly across the hall from the biochemistry laboratories. The latter are especially well equipped for determination of drug and drug metabolite levels in brain and blood using radioactive isotope techniques.
Page 6 At present, 10 graduate students are doing their advanced degree research in psychopharmacology. Four of these students are candidates for the Ph.D. degree in Psychology. They follow the regular Indiana graduate program in Psychology, with a major in Physiological Psychology and a minor or courses in learning or sensory psychology, physiology, biochemistry, and pharmacology. The remaining six students are either Ph.D. candidates in pharmacology who are minoring in psychology, or medical students enrolled in the Medical Sciences Program in which they obtain an advanced degree in a biomedical science (m pharmacology) in addition to the M.D. Regardless of their particular specialty, a11 the graduate students carry out both behavioral and biochemical studies during the course of their research training. Current or recent research studies include behavioral and biochemical studies of REM sleep, drug-induced alterations of svolcod potentials, drug effects on thirs t-induced drinkj ng behavior, deve l.opment of behavioral methods for assessing effects of cholinergic and anti-cholinergic drugs and for measuring drug effects on learning, effects of lesions and direct administration of drugs into specific brain areas on behavior, behavioral effects of altered brain serotonin and norepinephrine levels, physiol ogical disposition and metabolic fate of psychoactive drugs, toxic interactions of psychoactive drugs, characterization of brain enzymatic systems, and developmental pharmacology.
