Item: Dickenson Road Brief Carroll County Department of Public Works Briefing Paper 2011 8, March Background Dickenson Road, from Long Meadow Drive to Monroe Avenue : is a planned major street identified on the Freedom Community Comprehensive Plan, adopted in 2001. This planned road provides a parallel network for connectivity to parcels north of Liberty Road (MD 26) and helps minimize individual access from Liberty Road. To complete the segment of Dickenson Road between Oklahoma Road and Hemlock Lane, 150-ft of roadway will need to be constructed. The property located at 6320 West Hemlock Drive was purchased by the County in May 2010 (outlined area on attached map). The improvements have been razed. The planned alignment utilizes the West Hemlock Drive property. Design is about 80-percent complete. The current construction estimate is $170,000 (including waterline extension). This estimate accounts for reconstructing a portion of the existing road to provide the proper road geometry. Citizens will benefit from the construction of Dickenson Road in the areas of safety, traffic mitigation, and reduced vehicle delays. The construction of Dickenson Road will have a local benefit in the areas of safety, traffic mitigation, and reduced vehicle delays. The completion of service roads will, to a certain extent, divert local traffic and create redundancy in the network. It will also direct turning movements and cross over movements to signalized intersections. Desired Action: Attendees: No action required. Department of Management and Budget Grants Office Drug Court Grant Application FY 2012 Briefing Paper March 10, 2011 Background: The Maryland Office of Problem Solving Courts (OPCS) is offering the opportunity to apply for state FY 2012 Drug Court funds. Carroll County s Adult Drug Court (ADC) is requesting approval of the application to the OPSC that will support salaries and benefits of the Drug Court Coordinator, the Case Manager, testing supplies, staff training, educational stipends, transportation (CATS) vouchers, and small stipends for ADC participants. In April, 2007 the Carroll County Adult Drug Court accepted its first participant. As of March 1, 2011, 137 individuals have entered the ADC, 41 participants successfully completed and 49 participants are currently participating in the program. The 40 who were unsuccessful due to repeated rule violations and/or deemed not amenable for treatment were terminated and returned to their sentencing judge for imposition of their original sentences. Since becoming operational on April 13, 2007, nearly 70% of the individuals who entered have either remained in, or successfully completed the CCADC program. To date, 41 participants have completed the program and 49 current participants have significantly reduced their substance use and involvement in the criminal justice system. The Adult Drug Court provides intensive court and law enforcement supervision, drug treatment and drug testing as well as services to assist participants in recovery. The Adult Drug Court currently serves 49 participants and plans to reach 53 participants in 2012. Drug Court Grant County Cash Match Total Program 2012 Budget $240,665 $ 3,440 $244,105 2011 Award $146,925 $ 51,820 $198,745 Note: 1) The inclusion of OPEB costs in the FY 2012 budget increases the budget by $13,187. 2) The Board of Commissioners supported a Byrne Justice Assistance Grant (BJAG) submitted by ADC that awarded $9,650 to make up some of the funding initial entry costs into a sober house, GED materials, CATS vouchers, and funds to secure documents for employment. The BJAG did not require match. Availability of BJAG for the coming year is unknown. The grant request includes costs for ADC, drug testing materials and equipment, training and some services for participants. Cash match is for items the grant will not cover such as office supplies, mileage, and cell phones. The grant requests 100% of salaries and benefits. Should the grant award be less than the total cost of salaries and benefits for the Court Coordinator and Case Manager, ADC will request county funds for the difference. Department of Land Use, Planning, and Development Briefing Paper March 10, 2011 Open Session Issue: Watershed Implementation Plan Background: The Chesapeake Bay Total Maximum Daily Load (TMDL) was approved by the Environmental Protection Agency (EPA) at the end of 2010. The State of Maryland s submittal regarding compliance with the TMDL included a Phase I Watershed Implementation Plan. This document provided EPA with a method and assurance regarding the implementation of the TMDL at a State level for Maryland. The State of Maryland is now requesting the participation of local jurisdictions in the development of a Phase 2 Watershed Implementation Plan. The Phase 2 plans are to be developed based on watersheds within the County. Dr. Richard Eskin, Director of the Science Services Administration at the Maryland Department of the Environment, will brief the Board of Commissioners on the Phase 2 process. Dr. Eskin will provide an overview of the process as well as the State s view regarding expectations and commitments by local governments. Action: For the Board s information and discussion.
