One year later, the Phoenix Project had been entirely rebuilt and Pentagon personnel were being moved back into their building! PENREN succeeded in this project due to organizational restructuring, effective team building and partnering, a dramatic combination of acquisition improvements, use of innovative design/build techniques, pure performance specifications, build-to-budget and other innovations that formed a cohesive, success oriented way of doing business. The presentation addresses the Pentagon rebuild project and focuses on the environment that rewarded creativity and ingenuity in solving problems. Walker Lee Evey, Senior Vice President, 3D International Senior Advisor to Minister of Housing & Construction 9:30 a.m. Break 9:45 a.m. (concurrent sessions - choose one) LADWP Power System Electrical Infrastructure - Capital Improvement Program Over the next five years the LADWP - Power System will make significant investments in capital programs that will rebuild and strengthen the City s Electrical Infrastructure, add new generation sources, reinforce the transmission and distribution system, replace less than reliable underground cable networks and fund previously deferred growth projects. Additionally, the ongoing replacement of the SCADA and development of other automation improvement programs will result in O&M reductions due to technological improvements, work practice changes and productivity improvements. The presentation will cover these major initiatives and discuss the impact on DWP s key strategic result areas. To the uninitiated, contractor claims based on certain schedule analysis techniques may appear well supported and legitimate. However, an understanding of these techniques places an owner in a position to debunk and defend against such claims. It also places an owner in a position to plan a project to avoid contractors resorting to abusive scheduling techniques. This presentation will address four common schedule analysis techniques: (1) Impacted Baseline Analysis; (2) lmpacted Update Analysis; (3) Collapsed As- Built Analysis; and (4) As-Planned /As-Built Comparative Analysis. Each technique will be illustrated with animated schedule graphics and its advantages and disadvantages discussed. Jeffrey A.
