One year later, the Phoenix Project had been entirely rebuilt and Pentagon personnel were being moved back into their building! PENREN succeeded in this project due to organizational restructuring, effective team building and partnering, a dramatic combination of acquisition improvements, use of innovative design/build techniques, pure performance specifications, build-to-budget and other innovations that formed a cohesive, success oriented way of doing business. The presentation addresses the Pentagon rebuild project and focuses on the environment that rewarded creativity and ingenuity in solving problems. Additionally, the ongoing replacement of the SCADA and development of other automation improvement programs will result in O&M reductions due to technological improvements, work practice changes and productivity improvements. It also places an owner in a position to plan a project to avoid contractors resorting to abusive scheduling techniques. This presentation will address four common schedule analysis techniques: (1) Impacted Baseline Analysis; (2) lmpacted Update Analysis; (3) Collapsed As- Built Analysis; and (4) As-Planned /As-Built Comparative Analysis.
