Terms of Reference For Baseline Survey of HAMI SANGASANGAI: WE TOGETHER- PLAY TOGETHER, LEARN TOGETHER 1. Background Plan International is an independent development and humanitarian organization that advances children s rights and equality for girls. We believe in the power and potential of every child but this is often suppressed by poverty, violence, exclusion and discrimination. And it is girls who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children. We support children s rights from birth until they reach adulthood. And we enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. We have been building powerful partnerships for children for over 75 years, and are now active in more than 70 countries. Plan International Nepal has been working in Nepal since 1978 to enable marginalized children as well as their families and communities, to access their rights to health, education, economic security and protection. Currently our programs are running in 42 districts through our development partners. About the Project Plan International Nepal is implementing Programme for Enhancing Education for All, We Together: Learn Together, Play Together project from 2016 to 2019. This is the continuation of the Social Inclusion and Non Discrimination (SIND) project which was implemented from 2005 till 2015 in Morang and Sunsari in East and Baglung, Myagdi and Parbat districts in West. The project facilitated to form village level networks of Dalits and persons with disabilities and federated at district level. These networks were also capacitated in terms of leadership, resource mobilization and advocacy work. We Together: Learn Together, Play Together project is the follow up project of SIND. The purpose of this project is to promote inclusive education by increasing access to basic schools, improving learning environment and outcomes of the most vulnerable children especially children with disabilities and children from Dalit families in Dolakha and Sindhuli districts of Nepal by June 2019. Project Goal To contribute towards improved learning opportunities for all children in an empowering and accessible environment at home and at schools. Project s Objectives/Expected Outcomes - The community members, parents, caregivers and education actors have the knowledge and capacity to practice inclusive education approaches - ECED and school authorities including teachers and SMCs are equipped or capacitated with accessible inclusive playing, learning and pedagogical environment - School-aged children with disabilities and children from Dalit families recognize their rights to education and participate equally with other children in learning activities at classrooms, school and communities 2. Purpose of the assignment The purpose of the assignment is to carry out baseline survey of the project. The survey will assess the following indicators: % and # of children with disabilities and Dalit children in targeted school catchments enrolled in ECEDs/in schools. % of children with disabilities and Dalit children in target schools who have achieved minimum learning outcomes% of parents and caregivers of Children with disabilities and those from dalit families of targeted ECED and schools who participated in ECED/school activities. % of target ECEDs and schools who demonstrating at least 5 measures on inclusive schools and classrooms. %of all children in targeted schools who feel reduced discriminations for children with disabilities and Dalit children. %of Dalit and Children with disabilities in targeted project school ( shared enrolment rate) % of inclusive schools among the targeted schools. 1

3. Scope of work The consultant will collect data from children with disabilities, Dalit and other students, teachers, SMC members, parents and caregivers of catchment area of (#?) targeted schools of Sindhuli and Dolakha using scientifically proven sampling technique. Different data collection methods including review of secondary data will be applied for triangulation. The consultant will also collect contextual indicators that might have impact on the indicators explained in previous section. 4. Methodology The consultant should present matrix arranging indicators, data source and tools/checklist. The sample size, location and tools shall be finalized upon discussion with Plan International Nepal. Sample selection and size in each tool above should be determined in such a way to have good representation of all the intervention of the project. Gender equality, inclusion, child protection and conflict sensitivity must be integrated into the methodology. The consultant is encouraged to suggest better methodology not limiting the following. Document Review: Available project documents and government relevant policy, procedures, school records/reports should be reviewed. Individual Interview: The individual interview should be conducted with girls and boys, especially Dalit and children with disabilities. The consultant will also interview with chief of Inclusive Education Section, District Education Officer, Coordinator of District Assessment Center and relevant authorities/concerned officials of municipalities and provinces as appropriate. The consultant should consult or work together with Plan International Nepal and partner organizations to reach the targeted girls and boys. Focus group discussion (FGD): The FGDs should be conducted with school children, School Management Committees (SMCs), Parents Teachers Associations (PTAs), child clubs, community people, cooperative members and networks (Youth, Dalit and PWDs organizations). Key informant interviews (KII): KII should be carried out with officials from relevant government line agencies, civil society organizations, Plan International Nepal and partner organizations. HH Survey: The consultant is also required to carry out household survey, school survey and CBCPM survey (Community Based Child Protection Mechanism). 5. Outputs/Deliverables The following deliverables are expected from the consultant: a) Inception Report. The consultant shall submit an inception report after signing of the agreement detailing on the survey methods, tools and work plan. The ethical approval should be taken by the consultant from authentic institution if required. b) Presentation of the key findings to the Plan International Nepal team. c) Draft report d) Final report The consultant shall submit a final report in both hard copies and electronic copies along with all survey data (in Excel or SPSS compatible formats), transcripts of the FGDs, KIIs, photographs and any other information collected for this survey. The draft report is expected from the consultant before final report. The report should be written in simple English language and must be comprehensive. Reference will be cited after each important facts and figures. The final report should be edited by professional incorporating all comments and corrections if any. Completed checklists, questionnaires, case stories, quotes, photos have to be submitted to Plan International Nepal. 2

6. Time frame and estimated working days The assignment is estimated to be undertaken within 25 days beginning from April and to be completed by May 2018. Qualification and experience of the consultant The survey should be led by a professional with degree and work background in child rights, child protection especially in inclusive education. The consultant should have experience in carrying out baseline survey using participatory research methods and tools. S/he should have competency in managing and organizing and interpreting quantitative and qualitative data and information. The consultant(s) should have the following academic qualification and experiences: Minimum Master Degree in the development field from any reputed academic institution. Extensive experience and knowledge in inclusive education policies, practices and available government structure in inclusion, child protection mechanism Consultant(s) should have comprehensive understanding of the tools development and draw the information from the baseline data and analytical report writing skills. Capability to bring out children and inclusive issues and perspective in the survey. Gender balance must be maintained in the survey team. Ability to be mobile and available for the duration of the survey independently. Good written and verbal communication skills. Experience with mobile phone technology as well as using voice recorder. Language capabilities: Good in English writing and local language. 8. Ethical and Child Protection Statements Child protection is a term used to describe the responsibilities and activities undertaken to prevent or to stop children being abused or ill-treated. It is Plan International s duty and responsibility to reduce the risks of abuse to the children who we have contact with and keep them safe from harm. Plan International s Child Protection Policy, Say Yes to keeping children safe, is Plan International s overriding framework to protect children who come into contact with Plan International s employees, volunteers, partner organisations and individuals, including consultants, who are working on behalf of Plan. The consultant should include statements in the proposal on how he or she will ensure ethics and child protection in during the commencement of the assignment and during the field works. Consultant/s should also specify other ethical protocols to be followed during the due course of the assignment. Consultant is expected to take consent of the respondents before taking interview, conduction of focus group discussion and taking photographs and ask if their photographs, verbatim or case stories could be used in report and for public dissemination. Such consent must be documented and submitted to Plan International Nepal along with the final report including ethical approval. 9. Submission of Proposal The Offeror shall prepare both the Technical and Financial Proposal. Also include the electronic copy of Technical Proposal (in word version) in a CD inside the technical proposal envelop. In the cover letter of proposal the offeror must have to mention How did they know about this Request for Proposal either through website or other means. 1. Sealing and marking of proposals The Offeror shall seal the Proposal in one outer and two inner envelopes, as detailed below. 3

(a) The outer envelope shall be: Plan International Nepal Country Office Maitri Marga, Bakhundole, Lalitpur, Nepal and, marked with RFP Reference : «Baseline Survey of HAMI SANGASANGAI: WE TOGETHER- PLAY TOGETHER, LEARN TOGETHER). (b) The 2 inner envelopes shall indicate the name and address of the Offeror and should be clearly marked with Technical Proposal and Financial Proposal. In summary, there will be one separate sealed envelope for the Technical Proposal and one separate sealed envelope for the Financial Proposal. Note: If an offeror submits the financial proposal (budget) within or in the same envelop as the technical proposal, it will be automatically disqualified. 2. Deadline for submission of proposals Proposals must be received by Plan International Nepal at the address specified under clause Sealing and marking of Proposals no later than 04:30 PM on 9th April, 2018.. 11. Supervision: Monitoring and Evaluation Manager will supervise the overall survey process. The PME Coordinator will be coordinating field work at CO and PU/FO. 12. Payment The consultant should submit the total budget in the proposal with detail breakdown including applicable government taxes. Fifty percent of the contract amount will be paid in advance after signing of the agreement, thirty percent amount will paid after completion of field work and remaining twenty percent amount will be paid after submission of the final report. 13. Intended Users The intended users of this data are Plan International Nepal, Plan partner organisations, Netherland National organization, NORAD and local government bodies.
