ABOUT The 2019-2020 Business Plan is a guide to assist the Halifax County Chamber of Commerce s Executive Committee and Board, staff, and volunteers as they coordinate activities, actions, and events planned throughout the year. We are proud to call Halifax County our home. A great community in which we live, work, and play. With its small town feel and proximity to larger cities, Halifax County truly encompasses the best of both worlds. We have made great strides to improve the business climate and promote the community to attract visitors, new residents, and new employers. Our community is blessed with a group of dedicated leaders committed to improving our future. In 2019-2020, the Chamber is positioning our economy for business growth, attract and retain talent, and increased regional opportunities. The strategies and action items contained in this plan are achievable. Working together, we can move Halifax County forward. With your leadership and commitment, Halifax County will be stronger and more prosperous for generations to come. Vision The vision of the Halifax County Chamber of Commerce is to be a leader and advocate for business, and provide an influential voice dedicated to economic success and quality of life. Mission The mission of the Halifax County Chamber of Commerce is to serve the interest of its members, and promote economic prosperity in the region. Core Values Member Driven Our membership is the basis of our strength and we consider their needs in all aspects of our business. Inclusive We value the contributions of a geographically and demographically diverse community. Leadership We proactively engage in issues and opportunities to move Halifax County forward. Collaboration We value strong working relationships with other agencies and stakeholders.

Strategies and Action Items PRIORITY 1: ORGANIZATIONAL VALUE AND SUSTAINABILITY Ensure long term Chamber sustainability to meet the needs of our members and the community. 1. Maintain a focus on innovation, resources, and effectiveness for long-term sustainability. 2. Collaborate with strategic organizations and stakeholders. 3. Benchmark best practices of peer organizations. 4. Be a go-to source for business connections and information. 5. Sponsor fundraising activities to provide financial resources to support Chamber programs. 6. Maintain financial reserves equivalent to 6 months of operating expenses. 7. Develop and monitor an annual budget that supports the business plan. 8. Articulate the value proposition to current and future members including direct and indirect return on investment. 9. Maintain the Chamber s value and influence by developing new and retaining existing members. 10. Create a targeted member recruitment strategy. 11. Solicit member feedback and use it to align program offerings and delivery. 12. Ensure a focus on the value of inclusion in all aspects of the Chamber. 13. Build a strong and engaged membership through involvement, networking, and relationship-building. BOARD/COMMITTEES Ambassadors Committee: Identify and recruit prospective members to the Chamber; identify and engage the low or non-engaged members; and recruit volunteer leadership. Board of Directors: The Board of Directors is the elected policy body of the Halifax County Chamber of Commerce. Its members represent the business and professional leadership of the community. Executive Committee: The Executive Committee shall consist of the Chairman of the Board, the Chair-Elect, President & CEO, Treasurer, and Vice Chairs as well as the Immediate Past Chairman of the Board. The Executive Committee shall have the authority to act for and on behalf of the Board of Directors in emergency situations where it is impossible or impractical to convene the full board. This committee also serves as the finance and nominating committee. 1. Continue to raise Chamber visibility through press releases, media relationships, newsletters, emails, and consistent messaging. 2. Research a value-based tiered dues structure for possible implementation. 3. Continue to drive traffic to the Chamber s website through calendar submissions, event registration, job listings, and hot deals. 4. Push for positivity through the Chamber s monthly newsletter, Chamber Connection. 5. Continuously enhance effective use of social media communications. 6. Continue implementation of a 501c3. 7. Continue staff professional development activities. 8. Develop a recruitment plan that supports a realistic, attainable size membership without adversely impacting existing members. 9. Develop an extensive list of prospects based on former members, businesses in Halifax County, and personal contacts from board and staff members. 10. Update and effectively implement the retention plan. 11. Increase personal visits with members. 12. Educate members about Chamber benefits and partnerships through New Member Orientations. 13. Solicit member input through surveys and one-on-one visits. 14. Update website home page image to look more appealing. 15. Leverage website and social media to provide higher levels of visibility for members online.

PRIORITY 2: BUSINESS DEVELOPMENT Connect, grow, and strengthen business 1. Evolve opportunities for member businesses to promote and expand their professional networks by providing greater access and flexibility. 2. Assess and provide customized member assistance on business issues. 3. Provide support to entrepreneurial businesses. 4. Provide educational programs, peer support, recognition, and various networking opportunities. 5. Offer specialized training for member businesses to share and learn best practices. 6. Provide a forum for discussion and the opportunity to take action regarding issues relevant to the business community. 7. Promote business growth and the expansion of businesses customer base. 8. Enhance technology and electronic communications including e-news, the Chamber s website, member database, and social networking. 9. Increase volunteer involvement. 10. Deliver best practice information to businesses on topics including diversity/inclusion, employee benefits (healthcare), workplace compliance, hiring, and internships. 11. Give members access to cost saving opportunities through participation in group pooling for healthcare. 12. Provide members access to exclusive exposure opportunities. COMMITTEES Annual Meeting & Awards Celebration: Plan and execute the Chamber s 65th Annual Meeting, which celebrates Chamber volunteers and accomplishments of the Chamber. Business After Hours: Provide networking opportunities, focusing on relationship and business building. Chamber Fall Classic Golf Tournament: Host a golf tournament to provide opportunities for businesses to network and receive exposure Seminars and Workshops Educate Chamber members by providing focused, informative workshops on timely and relevant topics based on identified criteria necessary for small business success. 1. Increase attendance at all Chamber events and volunteer participation in committees through phone calls and visits. 2. Recognize and spotlight members in a video series. 3. Produce a membership directory and quality of life guide that showcases Chamber members. 4. Continue to provide sponsorship opportunities for members. 5. Continue to promote members through direct referrals, and printed and online business directories. 6. Support small business development initiatives. Partner with Longwood Small Business Development Center to provide training and consulting to small business owners throughout the region. 7. Provide peer-to-peer opportunities for businesses to discuss issues and learn from one another. 8. Assist members with ribbon cuttings, open houses, and related public relations activities. 9. Educate members and the community on products and services provided by Chamber members. 10. Recognize Business of the Year and Businessperson of the Year at the Annual Meeting and Awards Celebration. 11. Educate members on the Chamber Check program, which keeps approximately $100,000 annually in the local economy. 12. Encourage involvement on the Chamber s online member-to-member discount program. 13. Host a Facebook live every other Friday debunking Chamber myths, highlighting new programs, and sharing benefits of being a Chamber member. 14. Gather testimonials and create member videos. 15. Plan Lunch & Learns around the needs of businesses. 16. Offer new online advertising options to member businesses, including banner and email ads. 17. Explore opportunities to pool small business memberships for group health insurance. 18. Offer additional networking opportunities such as Coffee and Commerce and Speed Networking.

PRIORITY 3: ADVOCACY Champion a positive business environment 1. Enhance the Chamber s advocacy efforts on local, state, and federal legislation/regulation that impact the business environment in Halifax County. 2. Develop relationships with key local, state, and federal agencies and elected officials to promote a positive legislative and regulatory business environment. 3. Advocate on key legislative and regulatory initiatives which align with our business friendly agenda. 4. Influence public policy by being the Voice of Business. 5. Provide an influential voice for selecting appointed and elected leadership. 6. Influence and hold local and state government accountable on issues that affect the economic vitality of the community. 7. Leverage colleagues across the state and nation, if necessary, when advocating for Halifax County. 8. Sponsor opportunities for the community to learn about candidates positions on issues relevant to the business community. 9. Increase awareness of the Chamber s advocacy efforts in the community. 10. Build community consensus around a plan for modern high school facilities. COMMITTEES Government Affairs: Serves as the major catalyst for pro-business advocacy by providing a forum for interested, likeminded business leaders to unite their time and resources, utilizing their knowledge, creativity, and leadership, to identify issues that may affect the business climate and quality of life of Halifax County. Leadership 2020 Team: Group of community leaders identifying and resolving problematic issues for the business climate. 1. Solicit member input on key legislative and regulatory issues that impact Chamber members through forums and survey tools. 2. Organize events and forums for Chamber members to directly interact with local, state, and federal officials to facilitate more effective communication. 3. Present legislative priorities and recommendations at the local and state levels. 4. Partner with regional chambers of commerce and the Virginia Chamber on key issues. 5. Act as a resource for elected officials for information to assist with decision-making. 6. Connect members with elected and other governmental leaders. 7. Provide information to members on legislative issues and manage grassroots advocacy campaigns. 8. Increase interaction with the media at all levels to provide the business perspective on key issues. 9. Channel information from the VA Chamber that affect local businesses. 10. Develop position papers based on issues that affect the business community and community at large. 11. Create community awareness on voting issues and elections by hosting candidate forums and Get Out to Vote campaigns. 12. Host seminars to increase awareness regarding running for public office. 13. Host a Post-Legislative event to inform the business community of potential changes that could affect them. 14. Incorporate an advocacy center on the Chamber s website that will include board resolutions/position statements and research the Voter Voice platform as an advocacy tool. 15. Meet with local and state elected officials to discuss issues that affect the business community. 16. Launch a local advocacy campaign to build support for funding needed for public school infrastructure. 17. Continue to unify local public, private, and non-profit leaders and advocate at the state level on behalf of school facilities in Halifax County and other key policy issues. 18. Use Chamber Day at the Capitol as an opportunity to speak with legislators and other decision-makers. 19. Develop a communications strategy to strengthen and articulate the Chamber s advocacy efforts. PRIORITY 4: WORKFORCE ALIGNMENT Provide resources to support employers human capital needs 1. Promote and support workforce development initiatives to enhance the availability of qualified workers to reinforce the retention of existing businesses, attract new businesses to the region, and address workforce development issues. 2. Assist employers in implementing and managing effective internship programs. 3. Provide career-awareness resources highlighting needs in strategic industry sectors.

4. Champion business perspective in educational attainment initiatives (including pre-k). 5. Continue the development of a regional talent pipeline from ages 5-24 to include career development planning and work-based learning experiences. 6. Leverage collaborations with K12, higher education, and economic development partners to meet employer needs. 7. Continue to drive and support the Certified Work Ready Community effort. 8. Convene community partners around a formal initiative for college and career readiness. 9. Work collaboratively to design and implement programming that strengthens the talent pipeline. COMMITTEES Business Education Partnership: Develop collaborative partnerships between business and education, and develop programming that focuses on developing the future workforce. Human Resources Group: Provide a forum for human resource professionals to discuss workforce issues and best practices. Halifax County Chamber Senior Executive Roundtable (HCCSER): Provide outreach to major employers in Halifax County and surrounding areas to offer a forum for networking and discussion of issues relevant to them. 1. Identify workforce needs by meeting with employers on a one-on-one basis and group meetings, and communicate findings to partners, workforce training providers, and other appropriate sources. 2. Coordinate local and regional meetings of manufacturers to discuss and/or address training needs, policy issues, capacity needs, and/or system changes. 3. Continue to build relationships with OneStop directors, WDBs, the VEC, and other agencies who assist in connecting job seekers to employment. Identify opportunities to better align systems and services. 4. Coordinate community-wide job fairs as needed and promote job fairs hosted at member businesses. 5. Develop a program designed to align businesses with opportunities for classroom speakers, interview days, job shadowing, leadership development, and teacher and counselor engagement. 6. Work with employers to identify industry certifications that validate skill acquisition and partner with training providers and K-12 divisions to offer training in multiple settings. 7. Develop a dashboard of education metrics in collaboration with the school system that reflects employer priorities. 8. Work with the school system and business partners to ensure the composition of a new high school is relevant to the community s future workforce needs. 9. Develop a pledge of support for partners to signify their commitment to working collaboratively through initiatives to strength Halifax County s workforce. 10. Co-sponsor the regional career expo to expose middle and high school students to career paths and opportunities. PRIORITY 5: COMMUNITY AND ECONOMIC DEVELOPMENT Enhance community and economic development 1. Lead community strategic planning and promote partnerships that support it. 2. Collaborate with partners on regional economic development priorities and job creation. 3. Provide community leadership development and volunteer involvement opportunities. 4. Develop future leaders that have a common vision for the region. 5. Support business attraction to the region. 6. Publicize a positive community image by providing quality programs beneficial to the region. 7. Support and promote tourism initiatives as an economic driver. 8. Develop collaborate affiliations to reduce duplicative services in the area. 9. Support initiatives for growth in the Towns of South Boston and Halifax. 10. Support economic and community development efforts throughout the region.

11. Participate in and explore local and regional collaborative opportunities. 12. Attract and retain young professionals to the community, and provide a support system for them. 13. Create opportunities to connect young professionals with current high level executives and community leaders. 14. Promote a sense of pride for living, working, and owning a business in Halifax County. 15. Connect young professionals to the region. 16. Build collaborative relationships to position Halifax County to attract new jobs and investment. 17. Help local employers thrive through a best-practice business retention and expansion (BRE) program. 18. Work with regional, state, and private-sector partners on efforts to expand rural broadband. COMMITTEES Community Strategic Plan Steering Committee: The Chamber president will serve as a member of the core planning team for the Community Strategic Plan and provide support for implementation. Dan River Region Collaborative: Chamber president will serve as an active member of the DRRC steering committee. GO Virginia: Chamber president will serve on an advisory council of GO Virginia. Halifax County Department of Tourism: Chamber president will serve on the board of directors. Halifax Young Professionals and Entrepreneurs (HYPE): Attract and retain young talent through innovative events, speakers, and activities for young professionals and entrepreneurs who live or work in Halifax County. HELLO Halifax: Initiative designed to help those new to our area develop a social network. The purpose of our group is to create a Social Ambassadors program for newcomers, young professionals, relocated spouses or anyone trying to get better connected to our community from a social aspect. Leadership Halifax County: Premier leadership development program that offers opportunities to build and strengthen community involvement and leadership. Virginia Cantaloupe Festival: An event, bringing together thousands to celebrate Halifax County products. 1. Explore opportunities for grant funding through GO Virginia and other avenues to use in community advancement. 2. Promote, develop, and continue to offer a leadership program, and research alumni programs. 3. Serve as a participating host of the Virginia Economic Summit. 4. Support the development of a community sports venue that creates positive impact. 5. Promote the use of county-owned vacant or underutilized land and/or assets to be used or exchanged for community and economic development. 6. Support the development of a downtown hotel for South Boston. 7. Partner with the Towns of Halifax and South Boston and small businesses to promote Small Business Saturday. 8. Support initiatives of regional economic development, including GO Virginia. 9. Tap into existing abilities of individuals, communities, organizations, or systems to increase involvement, decisionmaking and collaboration on a local and regional basis. 10. Support the initiatives of the Dan River Region Collaborative. 11. Create a video of IChooseHalifax personal testimonies and hold contests on social media. 12. Work with economic development partners to build relationships with state level partners. 13. Work with existing partners to meet with key local employers as a part of a well-planned BRE program. 14. Support ongoing efforts of Mid-Atlantic Broadband, Mecklenburg Electric, SCS Broadband Internet Services, and others to expand broadband access in Halifax County. 15. Provide a professional staff for the implementation of the Community Strategic Plan. 16. Communicate the community and economic impact of the Virginia Cantaloupe Festival to businesses, community leaders, and residents.
