PURPOSE The Ketchum Community Development Corporation ( KCDC ) is seeking qualifications from experienced housing developers to work jointly with the KCDC to develop community housing in the City of Ketchum ( City ). KCDC desires to evaluate and potentially develop several sites within the City for community housing. KCDC is seeking housing developers that can work in partnership with the KCDC to provide high quality community housing developments, demonstrate an understanding of the Ketchum/Sun Valley community, its affordable housing needs and has a track record with similar developments. Respondents are expected to have experience with community housing development including collaboration/partnership with local organizations, site feasibility analysis, project design, state and federal housing grants, low income housing tax credits, energy tax credits and conventional financing. KCDC desires to facilitate construction of community housing developments that will: - Provide a mix of affordable housing units. - Be attractive and compatible with the character of the neighborhood and larger community, both aesthetically and functionally. - Utilize environmentally-friendly and sustainable principles and systems in project design and construction. - Incorporate community input on the proposed development. 1
Community Housing or Work Force Housing is defined in the Ketchum Zoning Code Dwelling units, for sale or rent, restricted typically via deed restriction by size and type for individuals meeting asset, income and minimum occupancy guidelines approved by the governing housing authority and the City of Ketchum. 2. BACKGROUND KCDC is an independent 501c3 created by the City of Ketchum in 2007 with one of its core missions to provide community housing. KCDC s mission is to enhance the vibrancy of the town by partnering with the city to create affordable housing, manage mobility, enhance walkability and spur economic development. KCDC is a co-general partner in the Northwood Place apartments, a 32-unit community housing development completed in 2010 and located in the City of Ketchum. It seeks to replicate that successful partnership. 3. ELIGIBLE RESPONDENTS Eligible Respondents may include one entity or a team, including for-profit and non-profit housing developers. Respondents that include several entities must include a lead entity which has demonstrated experience and capacity in the development and management of affordable community housing and shall have successfully completed at least three similar housing developments in the past 10 years. Proposer s capacity and experience will be evaluated based on, but not limited to the following: a. Prior experience and technical competence of the proposer in completing and managing community housing developments of similar scope, complexity, and magnitude (similar to Northwood Place). b. Proposer s experience in partnering with non-profit organizations and other local agencies. c. Proposer s track record in use of public funds, properties or other public resources. d. Proposer s experience in working with the community to garner support for residential developments. e. Proposer s financial standing, capacity and financial references. 2
f. Proposer s capacity to work cooperatively with KCDC and City representatives and the community in design and development of a project. g. Proposer s track record in obtaining required financing for community housing projects. h. Proposer s ability to manage a development effort from predevelopment to full, qualified stabilized occupancy. i. Staff capacity and ability to ensure that projects are designed, developed, and delivered on time and within budget. 4. DEVELOPMENT FIRM INFORMATION Eligible Respondents should include the following information about the lead development entity: a. Firm overview, description, organization chart, mission and qualifications. b. Development experience including a list of affordable community housing developments and/or public private partnerships including: -building program and dollar value. -contact person and phone number for the owner and other available references for each project. -description of entire scope of services in the development of the project and whether wholly responsible or partially responsible and if the firm is still involved with the property operations in some manner. -emphasis on projects located in a resort town and/or mountainous settings. -describe the firm s corporate structure, its ownership and list all principals and their roles. -discuss any and all litigation the firm has been or is currently involved in and ultimate resolution. c. Description of the firm s financial standing and whether the firm is in the process of filing or has filed bankruptcy within the last five years. 3
5. REFERENCES Please furnish up to three (3) professional real estate development references and up to (3) financial banking references. 6. PRIMARY LOCATION State the location of the main office of the vending agency, individual or firm. Include other contact information such as mailing address, email address, phone and facsimile numbers. 7. OPERATORS AND SUBCONTRACTORS Please list the locations of any and all operators and subcontractors. Include other contact information such as mailing address, email address, phone and facsimile numbers. 8. AUTHORITY TO SUBMIT Use corporate letterhead and submit with an authorized signature. 9. SUBMITTAL REQUIREMENTS Respondents should include a cover letter with an original signature from a principal or executive director with a supplemental narrative with appropriate exhibits which specifically respond to sections 4-8 above. The submittal shall be submitted both hard copy original and electronic PDF format to the KCDC. 10. TIMETABLE -The Request for Qualifications will be released on Wednesday May 23 rd, 2018. -The deadline for Respondents is Friday June 8 th, 2018 - Evaluation of proposals will commence the week of June 11 th, 2018. -The KCDC reserves the right to reject any and all proposals to best serve its interests, to waive any and all informalities or immaterial irregularities and to request clarification of minor and non-substantial items. Acceptance of a response from an agent or agency does not place the KCDC under any obligation to accept the highest priced response. - A selection decision is expected the week of June 18 th, 2018. -All the above timelines are subject to change without notice. 11. PRIMARY CONSIDERATIONS FOR SELECTION The following areas of consideration will be emphasized in making the selection: -Experience and Capacity The KCDC will consider the prior experience and technical competence of the proposer in completing and managing high-quality design and development projects of similar scope, complexity, and magnitude. The KCDC will also consider the developer s experience in partnering and utilization of public funding resources. Priority will be given to firms that have a solid portfolio of housing, especially affordable. -Financial Capability/Economics The KCDC will consider the financial capability of the proposer, the proposer s financial references and experience in structuring the financing for affordable community housing. 12. TERMINATION The KCDC has the right to: -Reject any or all proposals, waive any irregularities or informalities and select the best proposal in the opinion of the KCDC. 5
- Reject unauthorized modifications of proposal specifications, forms or terms. 13. EQUAL OPPORTUNITY-AFFIRMATIVE ACTION The successful development team shall comply in all aspects with the Equal Opportunity Act.
