Introduction to the Catalog How to Use Catalog The 2019-20 RSP Tuition Break Undergraduate Catalog is a comprehensive guide to hundreds of undergraduate degree programs offered through the New England Board of Higher Education s Tuition Break, the New England Regional Student Program (RSP). Eligibility This catalog explains eligibility for residents of the six New England states. State abbreviations MA NH indicate the states whose residents are eligible for a program. Flexible Programs Some programs may be eligible for residents of all New England states. Colleges that offer programs on this basis are flagged with [F] if they allow eligibility for all residents. Specific programs are listed in this catalog. Proximity-Based Programs Colleges are flagged with [P] on the last page of this catalog if they allow eligibility under Proximity, for residents who live closer to the college than an in-state college. Tuition Break, the New England Regional Student Program (RSP) Tuition Break The New England Board of Higher Education (NEBHE) Tuition Break officially known as the New England Regional Student Program (RSP) enables eligible students to be charged a tuition rate that is lower than the regular out-of-state tuition rate for eligible programs at participating New England public colleges and universities. How eligibility works A. New England residency required An eligible student must be a permanent resident of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island or Vermont. B. Eligible programs are published annually NEBHE publishes lists of degree programs, offering institutions and eligible states at www.nebhe.org/ tuitionbreak under Find a Program. and bachelor s degree programs are listed in this catalog. C. Types of program eligibility The colleges and universities decide which programs are eligible. 1. Specialized programs of study only Some colleges choose to offer selected programs, that are eligible only for students from states where the public colleges do not offer the program. Eligibility is determined through a program review by the home-state public institutions. Note: The fact that a program is not offered in-state doesn t guarantee eligibility. A college may decide against offering a program under the RSP. 2. Flexible programs of study Some colleges offer programs under the Flexible Policy, whereby programs are eligible for residents of all five other states. On this basis, colleges may offer specific programs, or most or all programs. These colleges are flagged with an [F]. How to apply (new students) Select a college and eligible program of study. Check if program has special eligibility requirements or restrictions. Complete the college s admissions application and declare an RSP program as the intended area of study. (NEBHE does not require a separate application.) Once accepted to the college, confirm that the college has granted RSP status. A student may be enrolled on a full-time or part-time basis, unless the institution has a different tuition policy for part-time study. Eligibility for enrolled students A student planning to switch to an eligible program needs to request RSP status by contacting the registrar and/or the college s RSP representative (listed in this catalog). Eligibility is at the discretion of the college. A student switching from an RSP program to one not eligible, will be charged the regular out-of-state tuition rate going forward. If a college decides to withdraw a program from the RSP, but still offers the program, a currently enrolled eligible student is grandfathered and retains RSP eligibility if they continuously pursue the program and required courses. An eligible student must make progress in an RSP program by taking the required courses and is monitored accordingly by the college. Eligibility for financial aid Financial aid is awarded based on need and/or merit at the discretion of the institution. If a student has been accepted for admission and received a financial aid award prior to declaring an RSP program as their intended major, the institution may revise the financial aid award. There is no guarantee that a student s RSP status will provide an additional discount; however, it should not result in a net increase in out-of-pocket expenses. 3. Proximity Some colleges allow proximity eligibility for students whose home is closer to an out-of-state college than an in-state college. These colleges are flagged with a [P]: See list of colleges on the last page of this catalog. Tuition rate and savings The RSP or regional tuition rate and savings varies by institution. The RSP tuition rate is usually in-between the in-state and out-of-state tuition rates. The average annual savings for a full-time RSP student is $8,000.
