Welcome Drive to Exceed Expectations: Standard Operating Procedures, processes, and methodologies are established from years of supporting Maritime Special Operations Forces; our standard is not to meet but exceed customer expectations. Strategos, LLC, a servicedisabled veteran-owned small business, was formed in 2008 by former Special Operations, National Security, and Intelligence personnel. Strategos is a professional training company which provides education and training to both United States military personnel and international security personnel as part of the United States global effort to combat terrorism. We offer basic and advanced training to law enforcement, security personnel and military professionals worldwide covering a wide-range of missions and tactical situations. Our courses have been developed by combat and law enforcement veterans based on combat proven tactics, techniques and procedures, to provide our clients with the knowledge and experience to meet mission objectives. 3

Our Approach Our goal is to serve as the foundation for maritime excellence worldwide, through our professional instructors that will properly prepare individuals to perform assigned duties in the navigation, small boat maintenance, transportation, small boat operations and maritime special operations; planning and execution but also provide military units with proposals for new doctrine, tactics, methods and procedures for various Maritime Operations. Our goal is to develop a diverse and talented group of Maritime Operators and Maintainers through professional training, education, mentoring and opportunities for teams and individuals to gain experience and realize their full potential. Throughout each training program and course of instruction there is a constant focus to further build the team building ability, organizational leadership capabilities, group dynamics, supervisory skills, and personnel development. 4

What we do Professional Instruction Strategos is made up of subject matter experts in the instruction of Small Craft/Unit training, and are uniquely familiar conducting training that supports the Small and Combatant Craft Mission Essential Task List, Standard Operating Procedures, and small craft units training doctorates. Our team has lived, languished, and prospered through the maturation of the small/ combatant craft mission. Our staff of instructors have served and deployed in the positions Naval Special Warfare Combatant Craft Chief Engineers, Boat Captains, Patrol Officers, and Troop Commanders. Our instructors have real-world combat and operational experience onboard small/combatant craft. The instructors of Strategos have a complete understand of what it takes to train and deploy small boat/combatant craft operators. Training Program Development Strategos uses a customized approach to tailor training to align with the culture, prerequisite experience, and training needs to maximize utility of the training and student retention. We are most familiar and have intimate experience with USN Integrated Learning Environment, and the legacy Task Based Curriculum Development Model and Personnel Performance Profile Curriculum Development Model s training. Applying our flexible processes and knowledge of various training standards, we design, develop, and revise Plans of Instructions (POIs) to deliver tailored training programs that provide continuity and consistency of training from individuals through team/organizational course execution. 5

Learning Management System Our Learning Management System manages, tracks, and reports on interaction between the learner and the content & the learner and the instructor. This system will enable each client to perform employee and customer registration, track learner progress, record test scores, indicate course completions, and assess the performance of their learners and provide monthly reports to the client. Our Learning Management System goes beyond simple employee training. The system can be used to deliver information to partners, customers, suppliers and resellers, at any time and any location worldwide. Our system will assist with corporate responsibility, accountability and compliance by automatically documenting important components of a learning curriculum. This course provides an introduction to basic maintenance, troubleshooting, and repair. Topics include engine fundamentals, lubrication, fuel system, tune-up procedures, preventive maintenance, corrective maintenance, operation, troubleshooting, and safety and emergency procedures. The main objective of the course is the comprehension from the maintenance personnel of small craft and the improvement of the knowledge and skill levels to the necessary level in order to properly and efficiently conduct advanced maintenance, troubleshooting, and repair of assigned outboard motors. This course provides instruction in all areas of advanced maintenance, troubleshooting, and repair of the outboard motor. The main objective of the course is the comprehension from the Small Boat Captain operating small craft in various maritime environments and the improvement of the knowledge and skill levels to the necessary level in order to properly and efficiently perform assigned duties as boat captain while conducting maritime operations. This course provides instruction in all areas of duties, responsibilities, and assignments of a Boat Captain. Topics include; advanced navigation, casualty control, engineering, communications, medical, transportation, operational risk management, operational planning, leadership, and standard operating procedures. The main objective of the course is the comprehension from the Small Boat Communicator and the improvement of the knowledge and skill levels to the necessary level in order to properly and efficiently perform assigned duties as boat communicator while conducting maritime operations. This course provides instruction in all areas of duties, responsibilities, and assignments of a Small Boat Communicator. Topics include; radio and voice procedures, small craft communication equipment, small craft communication operational planning. The main objective of the course is the comprehension from the Small Boat planner and the improvement of the knowledge and skill levels to the necessary level in order to properly and efficiently conduct mission planning preparation, mission analysis, and development of operational plan, and presentation of the material. This course provides instruction in all areas of duties, responsibilities, and assignments of an operational planner. Topics include; operational risk management, operational analysis, developing a plan, presenting material and operational planning leadership. The main objective of the course is the comprehension from the Small Boat planner and the improvement of the knowledge and skill levels to the necessary level in order to properly and efficiently conduct mission planning preparation, mission analysis, and development of operational plan, and presentation of the material. This course provides instruction in all areas of duties, responsibilities, and assignments of an operational planner. Topics include; operational risk management, operational analysis, developing a plan, presenting material and Operational Planning Leadership. The main objective of the Maritime Combat Lifesaver Course is to provide students of all skill levels with basic and advanced understanding of emergency medical skills during small craft maritime operations. MCLS also provides senior leadership with recommendations and guidance to make improvements in their decsion making abilities during emergency situations. The main objective of these courses is the comprehension from the Small Boat unit and the improvement of the knowledge and skill levels to the necessary level in order to properly and efficiently conduct maritime operational planning and exercises. These courses provide training exercises in the key areas of maritime operations and planning for each maritime unit. 13

Our Team We have established and maintained a sterling record of safely providing highly trained tactical forces with specialized skills. While the requirements for this effort are clearly articulated and are built on a precedent of success, we strongly believe that our years of combatant craft/ small unit maritime training experience sets us apart from other companies. Our key personnel while on active duty have fulfilled key positions such as Executive Officer of a Special Boat Team, Training Officer, Combatant Craft Patrol Officers, Boat Captains, Engineers, and Officer in Charge of two Special Warfare Combatant Craft Crewman Schools. We offer this experience not as a means to the only answer to the transformation of training, but rather to emphasize that our desire is to work with NSHQ to continuously seek ways to assist in the development of world- class Maritime Small Boat/ Combatant Craft Training Programs, Personnel Qualification Standards Programs, and a doctrine that will produce the most highly qualified personnel to fill critical positions within NSHQ s maritime alliance. 14

Analysis We will work with you throughout the analysis phase: instructional problem is clarified, the instructional goals and objectives are established and the learning environment and learner s existing knowledge and skills are identified. Design During the design phase: we will establish and develop learning objectives, assessment instruments, exercises, content, subject matter analysis, lesson planning and media selection. The design phase should be systematic and specific. Development During the development phase our developers will create and assemble the content assets that were created in the design phase. We will work to develop and/or integrate technologies. Implementation Evaluation Our Process During the implementation phase, we will establish procedures for training the facilitators and the learner. This phase will include; course curriculum, learning outcomes, method of delivery, and testing procedures. The evaluation phase consists of two parts: formative and summative. Formative evaluation is present in each stage of the ADDIE process. Summative evaluation consists of tests designed for domain specific criterion-related referenced items and providing opportunities for feedback from the users. 15
