THE UNITED STATES FLAG RULES On June 14, 1977, the Second Continental Congress passed the first flag act: Resolved that the flag of the United States be made of thirteen stripes, alternate red and white, that the union be thirteen stars, white in a blue field, representing a new constellation. Surprisingly, the set of rules governing the respectful displaying of our flag was not outlined until Flag Day, 1923, by a group of organizations headed by the American Legion. These rules became federal law during World War II and form the bulk of what is now the United States Flag Code. Here are some of the rules and guidelines that are included in the original Code and those amended by future Congresses and Presidents. - The flag should be displayed on all days, but especially on New Years Day, Inauguration Day, Martin Luther King, Jr. Day, Lincoln s birthday, Washington s birthday, Easter, Mothers Day, Peace Officers Memorial Day, Armed Forces Day, Memorial Day, Flag Day, Fathers Day, Independence Day, National Korean War Veterans Armistice Day, Labor Day, Patriot Day, Columbus Day, Navy Day, Veterans Day, Thanksgiving, Pearl Harbor Remembrance Day, Christmas, state s date of admission and such other days as may be proclaimed by the President of the United States. - The flag should never be worn as apparel, bedding or drapery. - If worn, a lapel flag pin should be worn on the left lapel near the heart. - The only time the flag should be flown upside down is when used as a signal of dire distress in instances of extreme danger to life or property. - No person or group can restrict a person s right to display the flag on their property. - The flag always flies at half-staff all day on Patriot Day (Sep 11), Peace Officers Memorial Day (May 15), and Pearl Harbor Remembrance Day (Dec 7). On Memorial Day, the flag flies at halfstaff until noon, at which point it is raised to the top of the staff. For those flags that hang on a fixed position on a short staff, the American Legion suggests placing a black ribbon on top of the pole to indicate mourning.
