Approval of Agenda MOTION: Moved by Ron Stevens, seconded by Pat Marion that the content of the Agenda for the Meeting of the Severn Sound Source Protection Authority held on Thursday, July 29, 2010 be approved as presented. CARRIED. 3. Approval of Past Minutes MOTION: Moved by Peggy Breckenridge, seconded by Ralph Hough that the minutes of the Meeting of the Severn Sound Source Protection Authority held on April 29, 2010 be approved as amended. CARRIED. 4. Report from SPC Committee presented by Lynn Dollin, Chair SPC Chair Lynn Dollin provided an update on the work of the Regional Source Protection Committee (SPC). A written update was distributed to members (see attached). Chair Dollin updated the status of the three Assessment Reports. Most of the technical work in Severn Sounds was completed. Chair Dolin thanked everyone one for their cooperation. Chair Dollin commented that we are the largest drinking water source in Ontario. A Gantt chart was distributed to show graphically the consultation requirement process and timelines. Chair Dollin advised that once the Draft Assessment Report is posted on the website (September 1) the public will be notified via newspaper ads and invited to attend information sessions and/or comment. Draft letters were circulated that will be mailed out the first week of September to 20,000 landowners. 2,500 of these letters will come from Severn Sound, 1,000 from Tiny Township. These landowners who potentially pose a significant threat will be encouraged to attend 1 of 5 proposed open houses. The open houses will be hosted in Midland, Newmarket, Orillia, Alliston and Barrie. Two open houses will take place for staff and elected officials. First open house will be held on September 7, 2010 in Wasaga Beach and the second on September 8, 2010 in Beaverton. All Clerks and Township Reception Staff should be given the opportunity to attend an information session given they will potentially be the first point of contact with homeowners. A compilation of all comments received will be reviewed by the SPC for consideration where the Proposed Assessment Report is concerned. This information will be gathered using a data base that staff will log in to. Each property will have a specific pin number for each office to load information into. The notice component of the draft will be repeated and once all comments are reviewed by the Source Protection Authority, the Proposed Assessment Reports will be submitted to MOE along with comments and recommendations the Authority wishes to make. 2

Peggy Breckenridge voiced her concern regarding Assessment Reports being released so close to the upcoming municipal elections. The concern was for the impact this might have on possible new Council members. Chair Dollin agreed that the timing was a concern but could not be avoided. She felt that new council orientation time constraints would not be too problematic. Shelley Cuddy presented the Assessment Report Overview & Content soon to be available on the web.(see attached). 5. Source water protection technical studies update for Second Quarter 2010 and Assessment Report Status. Keith Sherman provided an update. The technical reports on the risk assessments for the Townships of Tay, Severn, Springwater, Oro-Medonte, Georgian Bay and the City of Orillia by Genivar (formerly Jagger-Hims Ltd) through the Watershed Region Lead SPA (LSRCA) and for the Township of Tiny and the Towns of Penetanguishene and Midland by Golder Associates Ltd. through SSEA are almost complete. SSEA staff are contributing to the Assessment Report Watershed Characterization Chapter which includes trend information on stream water quality, temperature characterization and habitat conditions is nearing completion. Risk characterization studies are being supplemented with additional threats analysis of intake protection zones (IPZs) and wellhead protection areas (WHPAs) in order to comply with interpretation of the MOE Director s rules. The threats assessment reports produced by Golder Associates Ltd, were sent in draft to the municipalities for their review prior to finalization. The WHPAs for three systems in Oro-Medonte have been completed and sent for review by municipal staff. A presentation of the revised WHPA for the community of Coldwater was presented to Council for their endorsement for stewardship purposes. It now encompasses a few more properties that are eligible for Early Action funding. 6. Ontario Drinking Water Stewardship Program update SSEA has allocated all available ODWSP (Ontario Drinking Water Stewardship Program) Early Actions funds to landowner project in the Severn Sound area. SSEA is however still accepting applications for projects, indicating to property owners that there is no guarantee their applications will be funded. SSEA anticipates many projects in process will not require the maximum grant available therefore potentially freeing up additional before the September 30, 2010 deadline. 3

Much of the technical work in the Severn Sound Area is complete, and several Assessment Report chapters have been drafted. Ongoing projects include: Tier One Water Budget and Water Quantity Stress Assessment, Tier Two Water Budget and Water Quantity Stress Assessment, Watershed Characterization, and the Municipal Vulnerability and Threat Assessment chapters for Orillia, Midland, Penetaguishene, Tay and Tiny. There is a thorough consultation process mandated by the Clean Water Act prior to submission of the Assessment Reports on December 17 th to the Ministry of the Environment. Consultation requirements, which are shown graphically in the attached Gantt chart, include; Posting the Draft Proposed Assessment Reports on the Source Protection web site (www.ourwatershed.ca anticipated about the 1 st of September), Placing advertisements in local newspapers informing the public that the Draft Proposed reports are available for public review and comment and announcing public open houses, Although not required, there will be two municipal workshops held locally (September 7 th and 8 th ) for staff and elected officials to familiarize them with the assessment report, Circulating a notice to municipal clerks, Chiefs of First Nations, neighbouring Source Protection Committees, and local Source Protection Authorities that the Draft Proposed reports are available for review and comment and announcing open houses (scheduled to begin late September), Sending letters (samples attached for reference) to landowners that might be engaged in an activity identified as a significant threat informing of that potential, and encouraging them to attend the open houses to engage in the process, Compiling all comments received for consideration by the Source Protection Committee, Revising the Assessment Report as appropriate based on the comments received, Page 1 of 2

Posting the (revised) Proposed Assessment Reports on the Source Protection web site (www.ourwatershed.ca), Placing advertisements in local newspapers informing the public that the Proposed reports are available for review and comment and announcing public open houses, Circulating a notice to municipal clerks, Chiefs of First Nations, neighbouring Source Protection Committees, and local Source Protection Authorities that the Proposed reports are available for review and comment and announcing open houses, and Compiling all comments received. The Source Protection Authorities then review the comments received, as well as the Proposed Assessment Reports, and submit the reports to the Ministry of the Environment by December 17, 2010 accompanied by any comments or recommendations the Authority wishes to make.
