SANDAG builds consensus; makes strategic plans; obtains and allocates resources; plans, engineers, and builds public transit; and provides information on a broad range of topics pertinent to the region's quality of life.

Welcome to SANDAG. Members of the public may speak to the Working Group on any item at the time the Working Group is considering the item. Please complete a Request to Comment form and then present the form to the Working Group coordinator. Members of the public may address the Working Group on any issue under the agenda item entitled Public Comments/Communications/Member Comments. Public speakers are limited to three minutes or less per person. The Working Group may take action on any item appearing on the agenda. Both agenda and non-agenda comments should be sent to the Clerk of the Committee via clerk@sandag.org. Please include the meeting date, agenda item, your name, and your organization. Any comments, handouts, presentations, or other materials from the public intended for distribution at the meeting should be received by the Clerk no later than 5 p.m. two working days prior to the meeting. All public comments and materials received by the deadline become part of the official public record and will be provided to the members for their review at the meeting. In order to keep the public informed in an efficient manner and facilitate public participation, SANDAG also provides access to all agenda and meeting materials online at sandag.org/meetings. San Diego Regional Military Working Group Monday, December 3, 2018 Special Session The San Diego Association of Governments (SANDAG) and the Military Working Group (Working Group) are developing a Military Multimodal Access Strategy to examine the challenges and opportunities affecting access to military installations in the region. 1 Please join us for this interactive workshop to help identify and prioritize potential projects and programs that support this goal. Workshop objectives: Receive feedback about current and planned transportation infrastructure projects and mobility options Develop a list of shared priorities/criteria to categorize transportation projects and programs for potential funding opportunities Share effective collaboration between regional agencies, transit operators, local jurisdictions, and military facilities Item No. Anticipated Timeframe 1. Check-in / Registration 8:30 to 9:00 a.m. Refreshments served in the foyer. 2. Welcome and Opening Remarks (Garry Bonelli, San Diego Regional Military Working Group Chair and SANDAG Board Member) Joe Stuyvesant, CEO, Navy Region Southwest and SANDAG Board Member Colonel Jeffrey Holt, Deputy Commander, Marine Corps Installations West, Marine Corps Base Camp Pendleton 9 to 9:20 a.m. 3. Workshop Overview and Setting the Stage (Coleen Clementson) 9:20 to 9:35 a.m. Coleen Clementson will present an overview of the Military Multimodal Access Strategy project and set the stage for the group discussions. 1 This project is funded by a Caltrans Strategic Partnership Planning Grant. 4

4. Break / Roundtable Set-Up 9:35 to 9:45 a.m. During the break staff will set up the interactive tabletop exercise. Tables are based on particular installations and the surrounding communities. Table assignments will be provided at check-in. 5. Analysis of Opportunities and Challenges for Each Installation/Community Area Tabletop Exercise Stakeholders are assigned to installation/community areas. Each table will have representatives from different relevant stakeholders. Facilitators will review current challenges for the assigned military installation and surrounding community and the list of projects in existing planning documents. Stakeholders will be asked to highlight projects of interest and identify projects that should be considered for the final project inventory in the strategy. 9:45 to 11 a.m. Visit sandag.org/mwg-12318 to review workshop materials. 6. Discussion of Highlights (Garry Bonelli, San Diego Regional Military Working Group Chair and SANDAG Board Member; Coleen Clementson) Workshop participants will reconvene to discuss the highlights of their tabletop exercise and facilitators will be asked to provide two or three key takeaways relevant to the whole region. Participants will be asked to share their thoughts. 11 to 11:30 a.m. 7. Public Comments/Communications/Member Comments 11:30 to 11:45 a.m. Members of the public shall have the opportunity to address the Working Group on any issue within the jurisdiction of SANDAG that is not on this agenda. Anyone desiring to speak shall reserve time by completing a Request to Comment form and giving it to the meeting coordinator prior to speaking. Public speakers should notify the meeting coordinator if they have a handout for distribution to Working Group members. Public speakers are limited to three minutes or less per person. Working Group members also may provide information and announcements under this agenda item. 8. Next Steps and Adjournment (Garry Bonelli, San Diego Regional Military Working Group Chair and SANDAG Board Member) The input from the exercises will be incorporated into a draft project list for project inventory consideration.
