The main services that have already been specified for GALILEO are the following: 1 See explanations in Context section. 2 Please note that salaries are adjusted based upon a correction coefficient as calculated by the Commission [Currently, 01 June 2012, the weightings are: 100% (BE), 84,2% (CZ), 116,1% (FR), 134,4% (UK)]. 3 The successful candidate must hold a valid personnel security clearance at the above defined EU level or be able and willing to apply for a security clearance immediately after the contract award. The procedure for obtaining a personnel security clearance shall be initiated on request of the employer only, and not by the individual candidate. In case the job holder does not obtain/maintain the respective personal security clearance the contract shall be terminated. Page 1 of 9

Open Service (OS) shall provide position and timing signals, free of user charge. Performance will be competitive with, but complementary to, GPS to enable dual constellation usage. Public Regulated Service (PRS). This service provides position and timing to specific government-designated users requiring a +high continuity of service. Access to this service will be controlled with encryption of the space signals and usage of approved receivers that have the signal decryption keys. Search and Rescue Services (SAR). Galileo will improve the time to detection and the accuracy of location of distress beacons over the current Search and Rescue services provided by COSPAS-SARSAT. It will also provide an acknowledgement to the user of receipt of the distress message. It is expected that a Full Operational Capability will be ready in 2015 with a full ground infrastructure as well as enough satellites to enable autonomous positioning (FOC1) while a full satellite constellation will come a few years later (FOC2). Meanwhile it is expected that an Initial Operational Capability (IOC) will be already declared open earlier based on a partial infrastructure. GSMC The GSMC will be the hub of European GNSS security. It has the mission to provide a secure EU facility that offers a secure method for public regulated services (PRS) users to interact with the Galileo System Operator. This will simplify the operation of the Galileo system and provide assurance to PRS users that sensitive information relating to their use of Galileo is suitably managed and protected. The GSMC also coordinates the implementation of Joint Action instructions received from the EU SitCen (Situation Centre). The operation of the GSMCs within the Galileo system is the responsibility of the GSA. It will be required to deliver the following specific missions: Management of PRS access (including receiver and PRS order management); Command and control of operating modes affecting the security of Galileo services; Galileo security monitoring (including signal compliance and PRS Security Message verification); Response to European GNSS crisis and security events; Process management, such as the dissemination of Standard Operating Procedures (SOPs); Fulfil operational tasks of the Crypto Distribution Authority, including the flight key management flight; Provision of European GNSS security expertise and analysis. Recruitment for the GSMC started in 2011 and shall continue with a view for the GSMC to become fully operational in 2015 with an anticipated 30-40 people. The organisation is composed of three teams working under the leadership of the GSMC Manager: the Operations Team, the Technical Team, and the Administrative Team. The Technical Team: with an anticipated 7-10 people working under the leadership of the GSMC Technical Manager, its primary missions are to (1) ensure the availability for the Operations Team of a suitable technical infrastructure (buildings to be provided by France and UK, and information technology assets); (2) ensure appropriate security operating measures and document exchange are implemented in the centre; (3) Page 2 of 9

regarding cryptographic material and information, acting as the Crypto Distribution Authority (CDA) for the GSMC s own activities and as a centralized monitoring point related of the management thereof for all Galileo actors, and contribute to key transport in particular flight keys (those going into satellites); (4) contribute to other GSMC missions. Location The GSMC team is currently located in Brussels. However the GSMC building facilities and Galileo related information technology equipment shall be relocated to two sites, one in France in Saint-Germain-en-Laye where the main operations are due to take place and one in the United Kingdom in Swanwick. The Headquarters of the GSA were relocated to Prague in Sept 2012, whereas the GSMC team was to remain temporarily in Brussels until relocation of the team to St-Germainen-Laye (FR) in September 2013. In the 2013/2014 period, although the place of employment will be in France, some staff members may need to work for extensive periods of time in the UK to support the UK site deployment. In 2015, some GSMC staff may be assigned a definitive location in the UK or even other GSA premises. Important note This recruitment process aims at identifying several suitable candidates for the establishment of a reserve list. From that reserve list, it is currently expected that at least one person will be recruited in 2013 and one in 2014. TASKS AND RESPONSIBILITIES The GSMC Crypto Custodian reports to the GSMC COMSEC Officer, under the supervision of the GSMC Technical Manager. He is responsible for all measures necessary to ensure the physical security of all classified crypto material within his/her command. The GSMC Crypto Custodian has responsibility for the safeguarding and control of all accountable crypto material in his/her custody; He/she will provide especially inter-site protection keys, prepare and disseminate fill-devices; He/she will record all movements of cryptographic material arriving/departing from the GSMC sites and prepare the transportation plans for such movements; He/she shall inspect such inwards/outwards transport packages for completeness and correctness of accounting records; He/she will perform crypto material related operational tasks that are assigned to the GSMC by the Galileo Crypto Distribution Authority(CDA); He/she may be called upon to participate to on-call duties related to his/her post Page 3 of 9

or in support of other on-call duties of the GSMC; He/she shall serve as a back-up for the other GSMC Crypto Custodians, and for selected tasks4 of the GSMC COMSEC officer, the GSMC Registry Control Officer(s), or GSMC IT Systems & Building Administration Officers; In his/her normal role or in such back-up roles, he/she shall be available for oncall duties outside normal working hours (availability by phone with ability to come back to the site within predefined elapsed times that will be established to meet operational external requirements, e.g. to investigate promptly the potential compromising of crypto material). Frequent missions and temporary detachments to the UK GSMC Site (Swanwick), and occasional ones to Belgium (Brussels after relocation to France) and the Czech Republic (Prague) are foreseen for this post. In 2015, this post may be assigned a definitive location in the UK or even other GSA premises. Moreover, missions in Europe will be necessary during key generation (estimated at 1 week). 4 For selected tasks and given relevant training. Page 4 of 9

PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS A. ELIGIBILITY CRITERIA For your application to be considered by the Agency, you must meet the following criteria: 1. i) A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three years or more, OR ii) Where justified in the interest of the service, professional training of an equivalent level. 2. In addition to the above, to possess appropriate professional experience of at least three years (Ad 1i - following of the award of diploma, Ad 1ii- following the end of the equivalent professional training) in positions relevant to the aforementioned duties; 3. Be a national of a Member State of the European Union; 4. Be able to serve a full 5 year-term before reaching the retirement age of 65; 5. Be entitled to his or her full rights as citizen; 6. Have fulfilled any obligations imposed by the applicable laws concerning military service; 7. Meet the character requirements for the duties involved 5 ; 8. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties; and 9. Be physically fit to perform the duties linked to the post. 6 B. SELECTION CRITERIA If your application is eligible, you will be selected for an interview based upon the following criteria: 1) Essential Qualifications and experience: Very good experience relevant to the above described tasks and responsibilities; 5 Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the candidate s criminal record. 6 Before a successful candidate can be appointed, s/he will be medically examined by a selected medical service so that the Agency will be satisfied that s/he fulfils the requirement of Article 28(e) of the Staff Regulation of Officials of the European Communities. Minimum of 2 years of related experience with COMSEC accounting, as crypto custodian in a national governmental agency or international organisations (NATO, EU); Excellent communication skills in English. 2) Desirable Qualifications and Experience Experience in the handling of classified material, including issues related to EU or national security; Ability to develop and advise on COMSEC policies and procedures; Completion of a Crypto custodian training in a national governmental agency or international organisations (NATO, EU); Knowledge of the Galileo System and PRS design; Ability to work within a multinational team, ensuring smooth communication and ability to harmonize practices from such team members diverse background. 3) Behavioural competences: Motivation and knowledge of EU and GSA; Working with others; Stress management & flexibility; Analysis & problem solving; Delivering quality and results; Prioritising and organising. SELECTION PROCEDURE The selection procedure includes the following steps: After registration, each application will be checked in order to verify that it meets the eligibility criteria; All eligible applications will be evaluated by a Selection Committee based on the selection criteria defined in this vacancy notice; The best-qualified candidates, all those who obtained the highest number of points within the evaluation, will be short-listed for an interview. The minimum threshold is 65% of the total points. During the interview, the Selection Committee will examine each candidate s profile and will assess their relevancy for this post. In order to support the evaluation via interview, shortlisted candidates may be required to undergo written tests relevant to the job content (the minimum threshold for this test is 50% of the total points allocated for it) and to complete part of the process in their second EU language; As a result of the interviews, the Selection Committee will recommend the most suitable candidate(s) for this post to be placed on a reserve list. This list may also be used for recruitment of a similar post depending on the Agency s needs. Inclusion on the reserve list does not guarantee recruitment. Page 6 of 9

The reserve list will be presented to the Appointing Authority who may decide to convene a second interview and ultimately will appoint the successful candidate to the post.
