Accept the proposed FY15 Juvenile Accountability Block Grant (JABG) budget. 2. Adopt resolution of the Board of Supervisor of the County of Santa Clara affirming membership of the Santa Clara County Juvenile Justice Coordinating Council, delegating authority to the Chief Probation Officer, or designee, to submit Santa Clara County s Grant Application to the Board of State and Community Corrections (BSCC) for FY15, and sign the Grant Agreement with the BSCC, including any amendments thereof through June 30, 2015. FISCAL IMPLICATIONS No additional General Fund costs are associated with the approval of the recommended action. The $104,838 in JABG revenue and expenditures are incorporated in the FY15 Recommended Budget. In FY14, Santa Clara County received an allocation of $129,460; the FY15 projected allocation is $24,622 lower than FY14. The non-competitive JABG grant has been a stable funding source. BACKGROUND/REASONS FOR RECOMMENDATION Since 1999, the Juvenile Accountability Incentive Block Grant (JAIBG) now referred to as Juvenile Accountability Block Grant (JABG) program has provided federal grant funds to promote greater accountability of juvenile offenders in the juvenile justice system. In January 1999, the Juvenile Accountability Improvement Program was developed and subsequently approved by the Juvenile Justice Coordinating Council (JJCC), the Board of Supervisors, and the Governor s Office of Criminal Justice Planning. From 2000 through 2014, previous grant requests were similarly approved. It is recommended that the JJCC accept the current JABG Request for Application and appoint the Chief Probation Officer as JABG Project Director. This action will authorize the Chief Probation Officer to submit the application, and any other amendments or documents necessary to carry out the grant agreement, to the BSCC and to execute the JABG grant in Santa Clara County with the Board of Supervisors approval. The Probation Department submits quarterly JABG progress reports to the BSCC. These progress reports include both a narrative and statistical evaluation of the JABG program components. The Probation Department did not receive notification from the BSCC for the FY15 allocation until April 17, 2014. This late notification did not allow Probation to present the JABG expenditure plan at the March 28, 2014 Juvenile Justice Coordinating Council (JJCC) meeting. Despite the reduced allocation, Probation will keep both programs whole through alternative funding streams. Note: Based on federal formulas the BSCC notified the City of San Jose that they will not receive JABG funding in FY15. In previous years, the City of San Jose has waived its allocation to the County. Board of Supervisors: Mike Wasserman, Dave Cortese, Ken Yeager, S. FY15 Juvenile Accountability Block Grant Page 3 of 3 Based on the projected FY15 funding, the Probation Department recommends the following expenditure plan: Substance Abuse Treatment Program $41,946 The objective of the Substance Abuse Treatment program is to provide comprehensive substance abuse counseling and treatment to minors while they are in residence at one of Santa Clara County s Juvenile Rehabilitation Facility. The Substance Abuse Treatment Program in FY15 will be funded using blended JABG and Juvenile Probation Funds (JPF). The value of the FY14 Agreement was $412,557 and will remain the same in FY15. This Agreement provides for four full-time community based treatment staff to provide substance abuse services to youth residing and successfully exiting the Juvenile Rehabilitation Facility. Juvenile Treatment Court Mentoring Program $74,541 The objective of the Santa Clara County s Juvenile Treatment Court (JTC) Mentoring program is to use mentoring as a rehabilitative component of the JTC. The JTC Mentoring program was established through JABG funding, which resulted in the contracting for a twelve-month mentoring program that provides services for 35 juvenile offenders. In FY15, the JTC Mentoring Program will be funded using Juvenile Justice Crime Prevention Act (JJCPA) and JABG funds. The value of the FY14 Agreement was $92,047 and will remain the same in the FY15. The total number of clients served using these funds is 35. Summary The table below summarizes JABG distributions from FY12 through FY15 which include the Probation 10% cash match. NEXT STEPS The FY 2015 JABG expenditure plan will be forwarded to the Board of Supervisors for review and approval. Attachement A JABG Resolution FY15 RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SANTA CLARA PERTAINING TO THE FISCAL YEAR 2015 JUVENILE ACCOUNTABILITY BLOCK GRANT APPLICATION WHEREAS the Santa Clara County Probation Department desires to receive and utilize federal grant funds available through the Juvenile Accountability Block Grant (JABG) Program administered by the Board of State and Community Corrections (hereafter referred to as the BSCC). NOW, THEREFORE, BE IT RESOLVED that the Chief Probation Officer is authorized on behalf of the Santa Clara County Board of Supervisors to submit the JABG application and sign the Grant Agreement with the BSCC, including any amendments thereof. BE IT FURTHER RESOLVED that Santa Clara County agrees to provide all matching funds required for said project, and abide by the statutes and regulations governing the JABG Program as well as the terms and conditions of the Grant Agreement as set forth by the BSCC. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body.
