REISSUANCE AND PURPOSE This Directive: 1.1. Reissues reference (a) and, pursuant to reference (b), establishes the policy of the Department of Defense regarding responsibility for the administrative and logistic support of the headquarters of the Combatant Commands and their subordinate joint commands. The U.S. element of the North American Air Defense Command, although not a Combatant Command, is included in this Directive for headquarters administrative and logistics support purposes. 1.2. Implements and supercedes references (c) and (d). 2. APPLICABILITY This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the

Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as "the DoD Components"). 3. DEFINITIONS As used in this Directive, the following terms have the meaning set forth: 3.1. Service-Common. Equipment, materiel, supplies, and services adopted by a Military Service for use by its own Service forces and activities. These include standard materiel items, base operating support, and the supplies and services provided by a Military Service to support and sustain its own Service forces, including those Service forces assigned to the Combatant Commands. Items and services defined as Servicecommon by one Military Service are not necessarily Service-common for all other Military Services. 3.2. Special Operations (SO) Activities. Functions and missions performed by special operations forces (SOF) and specified as such in public law or by the President or the Secretary of Defense. 3.3. Special Operations (SO)-Peculiar. Equipment, materiel, supplies and services required for SO activities for which there is no Service-common requirement. These are limited to items and services initially designed for, or used by, SOF until adopted for Service-common use by other DoD Forces; modifications approved by the Commander in Chief, U.S. Special Operations Command (USCINCSOC) for application to standard items and services used by other DoD forces; and items and services approved by the USCINCSOC as critically urgent for the immediate accomplishment of an SO activity. 4. POLICY 4.1. The Secretaries of the Military Departments shall provide or arrange for the administrative and logistic support of the headquarters of the Combatant Commands and the U.S. Element, North American Air Defense Command, as indicated below. Except as indicated below, the support responsibility designated for the headquarters of each Combatant Command extends to the headquarters of all subordinate joint commands established within the Combatant Command. 2

COMMAND U.S. European Command U.S. Southern Command U.S. Joint Forces Command U.S. Pacific Command except: U.S. Forces, Korea U.S. Central Command U.S. Strategic Command SUPPORT RESPONSIBILITY Secretary of the Navy Secretary of the Navy U.S. Element, North American Air Defense Command U.S. Special Operations Command except: Joint Special Operations Command U.S. Transportation Command U.S. Northern Command 4.2. In accordance with references (b) and DoD Directive 5100.1 (reference (e)), the supporting Military Departments shall program and budget to fund, without reimbursement, the administrative and logistic support required by the supported joint headquarters to perform their assigned missions effectively. This non-reimbursable support shall include essential base operating support per DoD Instruction 4000.19 (reference (f)) and direct support of Major DoD Headquarters Activities per DoD Directive 5100.73 (reference (g)), except that USCINCSOC shall program and budget for those specific direct support costs of its own Major DoD Headquarters Activities for which funds have been transferred from the Military Services to Major Force Program 11. 4.3. In accordance with 10 U.S.C. 167 and Deputy Secretary of Defense Memorandum (references (h) and (i)), the Commander of the U.S. Special Operations Command shall program and budget for the SO-peculiar support of the headquarters of the theater Special Operations Commands and other joint special operations commands established within the Combatant Commands. In accordance with reference (b) and references (e) through (g), the supporting Military Departments shall program and budget for the Service-common support of these joint SO headquarters. 4.4. The Secretaries of the Military Departments may designate Executive Agents to provide or arrange for the administrative and logistic support of the headquarters of the Combatant Commands and their subordinate joint commands. The Commanders in Chief of the Combatant Commands shall identify their requirements to the Secretaries of the Military Departments or their designated Executive Agents and coordinate for the provision or arrangement of the required support. 4.5. Disputes concerning the support of these joint headquarters shall be elevated through each DoD Component's chain of command for resolution. Unresolvable disputes 3

among DoD Components shall be forwarded through the Chairman of the Joint Chiefs of Staff to the Secretary of Defense for resolution. 4.6. If changes in law or policy result in a change of support responsibility, the losing Military Department shall continue to provide funded support to the supported Combatant Command until the Secretary of Defense actually transfers the resources to the gaining Military Department. The losing and gaining Military Departments and the supported Combatant Command shall recommend the baseline resources to be transferred. 4.7. Existing inter-service support agreements, memoranda of agreement, and memoranda of understanding in effect upon issuance of this Directive shall be revised to incorporate the provisions of this Directive to take effect no later than October 1, 2004. 5.
