Welcome and Introductions. The Chair welcomed everyone to the Regional Stormwater Management Coordinating Council (RSWMCC) meeting. DISCUSSION/PRESENTATION/ACTION ITEMS 2. Regional Stormwater Management Coordinating Council (RSWMCC) Meeting Summary. The February 18, 2015 meeting summary is available on the web for viewing. The summary was approved with no questions or comments. 3. Special Presentation. Aiza Jose from Brown and Gay will provide a presentation on Stormwater Quality Solutions: Case Studies. Aiza Jose provided a presentation with information on three case studies related to stormwater management and iswm outcomes. INFORMATION ITEMS 4. Regulatory Update. Staff will brief the Council on recent regulatory developments. The North Central Texas Council of Governments (NCTCOG) staff reported on The Innovative Stormwater Infrastructure Act of 2015, which has been referred to the Committee on Environment and Public Works. NCTCOG staff will continue to update the RSWMCC on this bill, which aims to provide support to innovative stormwater strategies. 5. FY2015 Work Program. The NCTCOG staff will discuss past, on-going, and planned task force activities and other components of the regional stormwater management program. Topics will include: General program activities Status of membership participation Public Education Task Force Pollution Prevention Task Force Illicit Discharge Detection & Elimination Task Force Stormwater Monitoring Program Construction/Post-Construction (iswm ) Program Activities

2015 Work Program updates as follows: Public Education Task Force (PETF): The PETF is developing its FY15 project (outreach related to the proper application of pesticides and fertilizers as well as a broader range of related topics). All items have been distributed for the Cooperative Purchase. The 2016 Doo the Right Thing Calendar Contest/Dog Waste Pledge campaign has been launched, with a news release template and sample social media posts available to stormwater participants. Texas SmartScape plant sales are in progress. Pollution Prevention Task Force (P2): P2 s second FY14 project, the regional standard operating procedures resource document, will be sent to the RSWMCC for review and approval. The FY15 best management practice posters project continues to be developed. The Mansfield site tour was held May 12, and a fall site tour may be held in Grand Prairie. Illicit Discharge Detection & Elimination Task Force (IDDE): The industrial inspector workshop has been held. Advanced IDDE training has been developed and will take place in the fall. The DFWS/IDDE Basic Training Workshop has been held. NCTCOG staff has completed the IDDE video Spanish translation. The subjects have been confirmed for the IDDE poster series. Stormwater Monitoring Program: NCTCOG staff has completed the Year 4 Annual Monitoring Report and sent the final report to the TCEQ. All of the 1 st and 2 nd quarter 2015 samples have been collected. The 1 st quarter data has been reported. The Regional Stormwater Monitoring Task Force (RSMTF) has begun planning for the next monitoring permit term, as the current sampling term will end in December 2015. Construction/Post-Construction integrated Stormwater Management (iswm ) Program Activities: NCTCOG conducted the Stormwater Pollution Prevention Practices During Construction training on May 6; the next class is scheduled for August 18. Staff has continued the outreach effort to increase iswm participation. 6. FY2016 Work Program. At the February 18 th meeting, the Coordinating Council approved the projects recommended by the Work Program Committee to be included in the FY2016 Work Program. The proposed budget amount to support these projects was also approved. A draft of the FY2016 Work Program was emailed for review. Approval will be sought at the meeting. The FY2016 Work Program was approved with no questions or comments. 7. TMDL Update. Staff will provide the Council with an update on current and future TMDL projects. NCTCOG staff noted that the TMDL technical subcommittees had their second annual meetings, while the Coordination Committee will meet on June 3, 2015. The 2015 Water Quality Management plan has been posted, and public comments will be sought until June 11, 2015. OTHER BUSINESS AND ROUNDTABLE DISCUSSION 8. Roundtable Discussion. Discussion of activities within individual jurisdictions and other topics as time allows. Carrollton Hosting a public meeting for the City s Stormwater Management Program.

McKinney City Council approved an increase to stormwater fees, removing its previous cap on commercial property. Willing to share its do s and don ts list. Frisco Beginning work on a new inlet protection program; looking at changing ordinances. Farmers Branch Currently experiencing inlet protection issues; also battling mosquitos. Beginning work on an interlocal fire training center, and determining best option for dealing with runoff. Irving Dealing with flooding from recent rain events. Working on developing new storm water management plan (SWMP). DART Researching regulations related to stockpiled rail exposed to stormwater. Tarrant County Attended TCEQ trade fair in Austin. Also received report template from TCEQ; found out that while it is not necessary to use the template, all template questions must be addressed. Denton Received comments on SWMP and currently resolving issues on the Watershed Protection plan. Will be attending Stream Team training on May 20. Currently working with Baylor to research degradation of plastics. DFW Airport Working on pollution prevention education after completing all Earth Day events. Will begin MS4 reporting and dry weather sampling. Grapevine Dealing with flooding in park areas. May have to close them for an extended period of time. Fort Worth Rapid bio assessments continue to be postponed due to weather conditions. Allen Code Enforcement working on grass clippings issue. Also will be having an iswm meeting with NCTCOG. Cedar Hill Working on Watershed Master Plan with Halff for their downtown area. Cleburne Dealing with tornadoes and rabies. Will likely be cancelling a household hazardous waste (HHW) collection event. Also noticed that construction effluent limits were published on the Texas Register; may affect SWMPPs. Mansfield HHW building delayed with no collection occurring prior to July 4. Have had some trouble with inlet protection, but no major drainage complaints. Looking into increased drainage fees during this summer. Arlington New ordinance will be put in place this summer. New drainage fee structure will be put in place with no fee cap. Advised cautiousness when using silt fence for inlet protection. TxDOT Dallas Waiting on statewide TCEQ permit. Lewisville Submitted annual report. Tarrant County Public Health Waiting for dry weather. Lancaster Also received info about the reporting template from TCEQ. 9. Schedule for the Next Meeting. August 19, 2015. 10. Adjournment.
