PRESENTERS Special Agent in Charge Timothy Gallagher Federal Bureau of Investigation Newark Division FBI Director James B. Comey named Timothy Gallagher as the Special Agent in Charge of the Newark Division in February 2016. Mr. Gallagher most recently served as a deputy assistant director in the Criminal Investigative Division. Mr. Gallagher joined the FBI in 1966. He began his career in the Canton Resident Agency, Cleveland Division, where he investigated all criminal matters. He also served as a member of the evidence response team. Throughout his career, Mr. Gallagher has held leadership positions in the Criminal Investigative Division, Kansas City Division, Inspection Division, the Washington Field Office, and the Cyber Division. Mr. Gallagher earned a Bachelor of Science degree in economics from St. Peter s College in New Jersey. Lt. Colonel Daniel Smith Assistant Professor, Department of Behavioral Sciences and Leadership, United States Military Academy at West Point LTC Dan Smith is an Assistant Professor of Behavioral Science and Leadership at the United States Military Academy. He graduated from the USMA in 1993 with a Bachelor of Science Degree in Environmental Engineering. He holds Master of Science degrees in Construction Management and Engineering Psychology, and a Doctor of Philosophy in Industrial & Organizational Psychology from the Georgia Institute of Technology. LTC Smith s military education includes the Engineer Officer Basic and Advanced Courses, and the United States Army Command and General Staff College. LTC Smith has served in a variety of command and staff assignments both in the continental United States and overseas. He served with the 17th and 299th Engineer Battalions at Fort Hood, Texas; the 3rd Battalion, 10th Infantry Regiment at Fort Leonard Wood, Missouri; and the 101st Division Special Troops Battalion (Task Force Gladiator) of the 101st Airborne Division in Parwan and Kapisa Provinces, Afghanistan. LTC Smith commanded Bravo Company, 3-10 Infantry at Fort Leonard Wood and served as Battalion Executive Officer in Afghanistan. He taught Combat Engineering and Tactics at the US Army Engineer School from 1998-2001; Experimental and Engineering Psychology in the Department of Behavioral Sciences and Leadership at the United States Military Academy from 2003-2006; and returned to the department in 2012 and has served as Department Executive Officer, the Director of the Organizational Psychology and Leadership Major, and as Program Director of PL300 ( Military Leadership ). LTC Smith volunteers as an Officer Representative supporting both the Army Football Team and West Point s Combat Weapons Team.

PRESENTERS Chief Edward A. Flynn Milwaukee Police Department Edward A. Flynn was appointed Chief of the Milwaukee Police Department in January of 2008. On January 8, 2016, he was sworn in for a third term. He commands an agency of 2,000 sworn officers and 700 civilians, serving a city of over 600,000 residents. He was formerly Police Commissioner in Springfield, Massachusetts from 2006 to 2008. As the police chief executive, he was responsible for 470 officers and 100 civilians, serving a city of 155,000 residents. Flynn served as Secretary of Public Safety under Massachusetts Governor Mitt Romney from January 2003 until taking command in Springfield. He was responsible for a secretariat employing 10,000 that included the Massachusetts State Police, the Department of Corrections and the Massachusetts Emergency Management Agency. Prior to his appointment as Secretary of Public Safety, he served for five years as the Chief of Police in Arlington, Virginia. He commanded a 360 officer department, serving 190,000 residents. In this capacity, he was instrumental in the recovery efforts at the Pentagon after the September 11, 2001 terrorist attack. He began his career in the Jersey City Police Department, where he was promoted through the ranks of officer, sergeant, lieutenant, captain and inspector. He served as the Chief of Police in Braintree and subsequently Chelsea, Massachusetts. Flynn is a member of the Police Executive Research Forum. He serves on the Executive Committee of the International Association of Chiefs of Police and Fight Crime Invest in Kids Executive Board. He is a member of the Harvard Kennedy School s Executive Session on Policing. He is a past recipient of the prestigious Gary Hayes Memorial Award for Police Leadership from the Police Executive Research Forum. He holds a B.A. in history from LaSalle University in Philadelphia, a Masters Degree in Criminal Justice from John Jay College of Criminal Justice in New York and completed all course work in the Ph.D. program in criminal justice from the City University in New York. Chief Flynn is a graduate of the FBI National Academy, the National Executive Institute and was a National Institute of Justice Pickett Fellow at Harvard s Kennedy School of Government.
