Three (3) Reference responses are to be returned with the proposal package. Will the County specify the lab to be used or will the lab be a sub selected by the successful firm? 6. Are we allowed to include a front and back cover for our response? Yes you are. 7. Can we include a Table of Contents in our response? If yes, will that count towards the 10 page limit? It is not necessary if you are using Tabs/Section dividers as outlined on page 21, 1.2. 8. Does our proposal need to be numbered sequentially? The submittal requirements that are listed starting on page 21, should be the format used for how your proposal should be submitted. 9. 10. Page 7 of the RFP, Section 16.1 states The prime Proposer on a solicitation may not also be listed as a sub-proposer/consultant/contractor to another firm submitting a proposal for the same solicitation. Sub-Proposers/consultant/contractor may be listed on multiple proposals for the same solicitation. However, Section 17.1 states The use of sub-proposer/consultant under this solicitation is not allowed without prior written authorization from the County representative. Can the County please confirm if we are allowed to include subconsultants in our proposal submission? You are allowed to use subconsultants in your proposal submission. Page 10 of the RFP, Section 26.2.1 states the default contract term shall be one (1) year with three (3), one (1) year renewals for a total of four (4) years upon mutual written agreement of both parties. However, on page 15, Section 2.1 states the contract will be for a two-year (2) period, with the option for extension or renewal for three (3), additional one (1) year periods. Can the County please confirm the contract period for this contract? Page 10, 26.2.1 states Unless otherwise stated in the scope of work, specifications, or special conditions. What is state on page 15 of the Special Conditions is the Project Term. 11. Who are the incumbents for this contract? The RFP states that the consultant is not pursuing one or more of the Tasks (1-12) written justification will be provided. However, the scoring criteria and weight table indicates that the Criteria 2 (Experience with coastal studies and projects) has a weight of 35 points. So, if we don t submit for Task 2.9, how would we be deducted 35 points? Or, does this Criteria just represent your firm s experience in the Tasks they are submitting on? SUBMITTAL REQUIREMENTS & EVALUATION CRITERIA 1.1 Interested firms shall include the following information in their submittal responses to this solicitation. The following format and sequence should be followed in order to provide consistency in the firm s responses and to ensure each proposal receives full consideration. Use 8 ½ x 11 sheet pages only with minimum font size of 10 points and with tabs or section dividers to separate sections as defined below. More than one section is permitted on one page unless otherwise indicated below. Undesignated information shall be inserted at the rear of each package. Place page numbers at the bottom of every page, excluding dividers. Proposal documents should not contain links to other web pages; such links will not be reviewed for evaluation purposes. 1.2 Submittal package may not exceed 10 pages printed single-sided; page restriction excludes required forms found herein and dividers. PLEASE INCLUDE PAGE TABS/SECTION DIVIDERS so that those evaluating your submittal can easily compare each section with others that are submitted.
