Promise Zone Goals In working with the first and second round designated Promise Zones, the federal agencies have identified eight general policy domains in which most Promise Zone designees have defined goals. The first four are core goals of the federal initiative. In order to work more effectively with local partners, HUD is tracking federal activity and providing data to communities in all eight domains: Employment and Asset Building Investment and Business Growth Education Public Safety Housing Health Community Infrastructure Civic Engagement 5

Promise Zone Benefits Promise Zones Designees will receive: Opportunity to engage Five AmeriCorps VISTA members in the Promise Zone. A federal liaison assigned to assist with navigating federal programs. Preferences for certain competitive federal programs and technical assistance from participating agencies. Promise Zone tax incentives, if enacted by Congress. 6

Lead Applicant Eligibility Urban Promise Zones: 1. Units of Local Government (UGLG/Local government)- including an office/department of a local government submitting on behalf of the local government under a local delegation of authority; 2. The following entities must apply in partnership with local government: NonProfit Organizations, Public Housing Agencies, Community Colleges, Local Education Agencies, or Metropolitan Planning Organizations applying with the support of the UGLG. 8

Community Eligibility Criteria: Urban Promise Zones All of the following must be present in an application for a proposed Promise Zone to be eligible for designation: 1. Proposed Promise Zone must have one contiguous boundary and cannot include separate geographic areas; 2. The rate of overall poverty or Extremely Low Income rate (whichever is greater) of residents within the Promise Zone must be at or above 32.5%; 3. Promise Zone boundaries must encompass a population of at least 10,000 but no more than 200,000 residents; 4. The Promise Zone application must affirmatively demonstrate support from all chief executives of UGLGs that include any geographical area within the proposed Promise Zone boundary. 9

Threshold Requirements and Required Submissions: Urban Promise Zones In the application guide, HUD lists both Threshold Requirements and Required Submissions. Both lists of items are required in order for applications to be rated and ranked. If an application fails to meet all eligibility criteria, including all of the items that HUD needs to verify eligibility, and/or include the abstract, HUD will stop the review process at the threshold phase and will not provide it to a review team for scoring. If an application includes all of the items needed for threshold review, but fails to provide another required submission(s), HUD will stop rating and ranking the application when the absence is identified. Threshold requirements include: Completed Abstract (Section II - Eligibility Criteria, page 10) Meet all Lead Applicant Eligibility Criteria, including a submission of a letter of commitment from chief executives of all UGLGs (Section II - Eligibility Criteria, page 11) Meet all Community Eligibility Criteria, including submission of all pages of the mapping tool data sheet (Section II - Submission Requirements, page 14) All threshold requirements and required submissions are listed in the third round urban application guide. Note: Please refer to slides 14-16 for the Urban Application Components Checklist. 10

Corrections to Deficient Applications: Urban Promise Zones In order not to unreasonably exclude applications from being rated and ranked in situations where there are curable deficiencies, HUD will notify applicants of each technical deficiency and will do so on a uniform basis. Note: HUD has determined that it will not request clarifications or replacement of the Mapping Tool data sheet. 11

Letters of Support Please be aware of the differentiation between the required UGLG chief executive letter of support, optional-implementation partner letter of support, and the General letter of support: Required Executive Letter(s) of Support: This meets application requirement in both Section II and Section V Part F: The Letter(s) from the Local Government Chief Executive(s) of all UGLGs must demonstrate commitment to the initiative from locally elected executive leadership. Required letter(s) of support will count towards the 35 Page Supplementary Materials Attachment Limit. If local elected executive leadership is in transition, the city manager or city council may submit a letter of support that meets this requirement. Please see Page 9 of the Application Guide for approved delays. Optional Implementation Partner Letter(s) of Support Provide evidence of specific commitments of financial or non-financial support. Optional Letters of Support, from partner organizations (Including local and state elected officials and private entities) may be submitted to be reviewed under Section V Part A. Optional Letters of Support will count towards the 35 Page Supplementary Materials Attachment Limit. General or Congressional Letters of Support Express general support, but do not provide evidence of specific financial or non-financial commitments. Optional and should NOT be uploaded and submitted with the application. Please submit separately, directly addressed to the Secretary of Housing and Urban Development with a copy emailed to Promisezones@hud.gov If submitted separately, general letters of support will NOT be reviewed or scored with the application. Any general, non partner, or congressional letters that are submitted separately from the application will NOT be included in the application review and not affect your application page limits. 17

Goals and Activities Template After entering executive summary, abstract information, and community eligibility/mapping tool data information into MA Survey, applicants will enter the Goals and Activities Template. This portion of MA Survey will allow the applicant to identify up to six goals each of which may include up to four activities. The applicant is required to address the four Promise Zone Initiative goals : 1. Create Jobs 2. Increase Economic Activity 3. Improve Educational Opportunities 4. Reduce Violent Crime (Each of the four must be selected at least once in the maximum of 6 goals) For Goals 5-6, applicants may select from a list of 8 goals, from the 4 Promise Zone Initiative Goals listed above or the 4 additional options listed below: Increase Access to Quality Affordable Housing Promote Health and Access to Healthcare Improve Community Infrastructure Promote Civic Engagement Each of the Goals chosen must have at least one activity or project entered that addresses that Goal. Each goal can have a maximum of 4 Activities. Goals are labeled 1, 2, 3, 4, 5, and 6. Activities are labeled A, B, C, and D. So Activity 1A is the first activity entered under Goal 1. For each activity entered, the survey will ask a set of 11 questions as part of the application, and 3 additional optional questions that will not be reviewed or scored. See pages 35-42 in the Urban Application Guide to preview these questions. For applicants that check the box giving HUD and USDA permission to share application data, the Goals and Activities entered may be publically shared as part of the Community Development Marketplace. Application Timelines Application Deadline: Electronic copies of application materials must be received by 5:00pm Eastern Standard Time on Tuesday, February 23, 2016 via Max Survey. A non-binding Application Request Form is due by February 19, 2016 at 5:00pm Eastern Standard Time. Once the form is submitted, the applicant will receive within 1-2 business days, an individualized link to access the Promise Zone application. Waiver of Electronic Submission Requirements An applicant demonstrating good cause (such as an inability to access MA Survey in a reliable way) may request a waiver from the requirement for electronic submission. Applicants who are unable to submit their applications via MA Survey must submit a request by email to make alternative arrangements by February 8, 2016 at 5:00pm Eastern Standard Time. Applicants requesting a waiver should submit their waiver requests via email to: Promisezones@hud.gov. The subject line must contain the name of the applicant and Request for Waiver to Electronic Application for Promise Zones. Alternative Data Source Request If an applicant wishes to submit alternative indicators of need for Section II and or Section III, a one page explanation noting the alternative data source must be submitted along with the Promise Zone mapping tool data sheet to promisezones@hud.gov with the subject line Alternative data source request by February 2, 2016 at 5:00pm Eastern Standard Time to be considered by HUD on a case by case basis. 19

Third Round Promise Zones Competition Resources for Applicants: Read the Federal Register Notice, Promise Zone Fact Sheet, third round urban application guide, and the Frequently Asked Questions. HUD has also posted information about the types of data, reporting and communications information that we are asking designated urban Promise Zones to provide, and the frequency with which we are asking Zones to provide it. Please note these arrangements are still under discussion with the first and second round Zones, but provided in draft so that applicants can plan and draft MOUs more concretely.
