DEFENSE HEALTH AGENCY S HOSPITAL CONSTRUCTION PROGRAM STATUS OF ACTIVE CONSTRUCTION PROJECTS EXECUTIVE SUMMARY This report is in response to House Report 115 188, Page 28, accompanying H.R. 2998, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Bill, 2018, which requests the Department provide a report on the status of the active medical military construction projects. Specifically, the committee requests the Defense Health Agency (DHA) to report to the congressional defense committees not later than 120 days after enactment of this act on the status, construction timeline, and the current working estimate of the 45 active construction projects. The data presented below, as reported by the design and construction agents, reflects data submitted with the 10 U.S.C. 2851 report in July 2018. As of September 2018, there are currently 32 active medical military construction projects. In addition, there are currently 22 projects in the design phase as of September 2018. BACKGROUND The DHA is responsible for the facility life-cycle management of U.S. military medical facilities worldwide, to preserve ready and resilient facilities that sustain military medicine s mission assurance of world-class health care for America s warfighters and their families. These military medical facilities include medical centers, hospitals, ambulatory care centers, medical training facilities, medical research facilities and veterinary facilities in the Military Health System. In accordance with 10 U.S.C. 2851 and Department of Defense Directive 4270.5, military construction of such facilities is to be carried out under the direction and supervision of U.S. Army Corps of Engineers and Naval Facilities Engineering Command, with exceptions, as the Construction Agent for the current active projects identified in this report. Therefore, data herein corresponds with that provided by the Construction Agents. Title 10, U.S. Code 2851 further requires reporting of specific project data at a frequency no less than once a month, the data from which provides the foundation for information contained in this report. RESULTS Current Status of Active Construction Projects The current active medical military construction projects identified in this report include projects that have been awarded through projects that reached substantial completion and are in transition. The current status, including construction timeline, and the current working estimate of the 32 active medical military construction projects is included in Table 1. The other projects reported in the 10 U.S.C. 2851 report are projects that are completed and are waiting for financial closeout by the Construction Agents. 2

CONCLUSION As of September 2018, there are 32 active projects. In addition to active medical military construction projects, there are currently 22 projects in the design phase. The data presented above delineates status, construction timeline, the current working estimate of the active medical military construction projects and reflects data provided by the Design and Construction Agents for each project, and for the U.S.C. 2851 report. 5
