INTRODUCTION The Vermont Army National Guard (VTARNG) is soliciting proposals from Professional Wildlife Biologists for natural resources services for the Ethan Allen Firing Range (Jericho, Underhill, Bolton), Vermont and for Camp Johnson (Colchester), Vermont. 1
II. FACILITY DESCRIPTION The Ethan Allen Firing Range is an 11,000+ acre National Guard Training Site located in the towns of Jericho, Underhill and Bolton. Camp Johnson is a 600+ acre National Guard Training Site located in the town of Colchester. III. SCOPE OF SERVICES The selected Professional Firm will be responsible for implementing the Integrated Natural Resources Management Plans (INRMP) for the Ethan Allen Firing Range and Camp Johnson. The Firm will assist with the update of the INRMP as necessary, and will work with the selected forester in the implementation and integration of the Forest Management Plan into the INRMP. The Firm will propose and implement wildlife management activities in conformance with the management plan, will review timber sales to support ongoing operations of the National Guard, assist with wildlife and Natural Resources Outreach programs to target grade school and high school age classes, conduct necessary wildlife surveys, monitor and evaluate potential threatened and endangered species and their habitats, and install and maintain necessary natural and artificial nesting materials. Other duties may include providing input on beaver management activities on both ranges and dealing with training site personnel in unforeseen wildlife management issues. The selected firm will provide the VTARNG with a year-end report detailing a summary of activities performed as well results of surveys conducted. Input and additional reports may be required in support of other VTARNG activities throughout the year. Funding for this position is unclear at this point, so total contract amount will be uncertain until spring of 2009. Hourly rates will be charged for work completed. The total contract amount is not expected to exceed $25,000 for the fiscal year. IV. QUALIFICATIONS 1. Summary of Experience The Firm shall submit a summary of it s experience in managing natural resources and forest resources on large tracts of land (>1000 acres) during the last 5 years, including names, addresses and telephone numbers of people who may be contacted as references. Please include a description of the managed property, and responsibilities. 2. Personnel The Firm shall submit a breakdown of its employees. Provide resumes of all employees. The Wildlife Biologist must be certified by the Wildlife Society. 3. Natural Resources Management Plan The Firm shall submit a sample of a natural resources management plan that has been prepared for a previous employer. 2
V. BASIS OF SELECTION The Professional Natural Resources Firm will be selected based on a cumulative point score of the evaluation criteria assigned by a three member Evaluation Committee. The evaluation criteria consist of the following areas of evaluation. Your proposal shall respond to each of these evaluation criteria: Criteria 1:Fee Structure -What are the fees? Are the fees competitive and reasonable? Criteria 2:Management Experience -Does the Firm have the background and experience on similar sized parcels of land? What has been the level of responsibility in managing the properties? What type of wildlife surveys does the firm have experience with. Does the firm have experience in dealing with threatened and endangered species management? Criteria 3: Professional Experience -Does the Firm have experience with wildlife surveys and inventories? What outreach programs has the Firm been involved with? What Federal/State programs has the firm been involved with and have they submitted grant applications? What habitat improvement projects has the Firm designed and completed. Does the Firm have GIS experience? Criteria 4: Location - What is the location of the Firm s office? This will allow responsiveness to work requests and minimize mileage charges. Criteria 5 :Equipment - What equipment does Firm have available to help them complete tasks? Criteria 6 :Knowledge of Army Requirements - Does the Firm have background or experience in dealing with Department of the Army Regulations? Does the Firm have any experience with DoD Integrated Natural Resource Management Plans?
