MICNP BUSINESS UPDATE SPRING 2016 (reports as given at the MICNP annual business meeting March 12, 2016) MESSAGE FROM THE PRESIDENT MICNP President Ann Sheehan (Southwest Chapter) The national landscape for healthcare has changed tremendously over the last few years. The Affordable Care Act has made access to care difficult for patients in many counties in Michigan. The number of Michiganders who are now insured and want to access the health care system, coupled with the decrease in primary care physicians has created this access to care issue. It is the right time for Michigan APRNs to step up and help create the change in the health care system that is needed. There are a multitude of highly regarded organizations that have published resources that speak to allowing APRNs to work at the top of their education. These organizations include: the NCSBN, IOM, the RAND Corporation, AARP, FTC, Gallup Polls- which have rated nursing as the most trusted profession since its inception, except the year 9/11 occurred. There are multiple research studies that speak to NP quality of care, increasing access to care and maintaining cost of health care. MICNP s mission includes building a positive image of the NP as a leader in health care. As a member you are supporting the MICNP mission and advocacy work to promote full practice authority for APRNs and increase the supply of providers, improve patient s access to care and decrease health care costs. All APRNs in Michigan must speak with a strong, clear, unified voice. This can only be accomplished through an organized, strategic effort. WE NEED EVERY APRN S VOICE TO HELP THIS BECOME A REALITY IN MICHIGAN! Membership in your professional organization (MICNP) has never been more important. Professional organizations are a great place to network and connect with people who are similarly focused. Professional organizations also provide leadership opportunities for members who volunteer to chair committees, oversee projects, or serve on the executive board. MICNP s student affiliate chapters also have officer and committee positions that lead the group s activities, and these have provided a great springboard for these volunteers to stay engaged in the organization past graduation. It is great to have volunteer leaders to champion a committee or project - it is not an expectation that you will then be a lifelong board member. Rather, it is assumed that you do your part and then step aside for the next person. Change is good and change is healthy for continued growth, innovation and creativity within the organization. The board has just undergone realignment to create a more streamlined approach to decision making. Out of this realignment came two new committees- Public Relations and Marketing and Organizational Management. Both of these committees are just getting started and need new members to participate in the work of these committees. Becoming involved as an active participant by serving your profession as a volunteer leader is a great way to learn from other
NP leaders and augment your professional development. If the timing is not right for you to volunteer, please maintain your membership so MICNP leaders can continue to move Michigan APRNs favorably into the future. Professional organization membership also affords you a voice through voting privileges. As a voting member of MICNP you are able to impact the next group of NP leaders and help shape the direction of MICNP. This fall the MICNP membership will be electing a new President-elect. Please consider offering your time and talents by volunteering to participate in committee work or being a candidate in the President-elect election. EDUCATION - ANNUAL CONFERENCE MICNP Education Committee Chair: Pat Whitaker (Lakeshore Chapter) MICNP held its 15 th Annual Advanced Practice Nursing Conference on March 11-13, 2016, 2015. We had our largest turnout in Lansing with a total of 503 registered to attend! Special thanks to the 2016 Annual Conference Co-Chairs: Mary Derksen (Lakeshore Chapter) & Catherine Worden (Eastern UP Chapter). Friday offered a full day of workshops, and the opening general session that afternoon featured speaker Dr. Mary Chesney, PhD, APRN, CPNP, FAAN, who provided an inspired look back at Minnesota s successful journey to full practice authority for NPs. In addition, attendees were able to see 35 student poster presentations and visit 51 exhibitors (a new record!) in the vendor hall at the welcome reception that officially opened the conference that evening. For Saturday s breakfast program, keynote speaker Carolyn Jones spoke about her experience in directing the documentary film The American Nurse (also a photography book), which was well received. She detailed stories from her four years interviewing nurses from all over the country for the film/book, which have provoked audiences to think differently about their health and healthcare and reflect on the universality of caring for others. MICNP members raised $8895 in PAC/Advocacy Fund donations, which includes proceeds from the silent auction for PAC baskets generously donated by MICNP chapters and on-site & online donations made during conference time - thank you for your generosity! Also, a big thanks from the Greater Lansing Food Bank for the 210+ lbs of canned goods and over $700 in donations, equating in 6,646 meals for Lansing-area families in need. MICNP PAC MICNP PAC Chair Nancy George (Metro Chapter) In the first quarter of 2015, we have supported 15 legislative events, totaling $3,450. As mentioned in the annual conference summary, more than $8,895 was raised over the conference weekend for MICNP PAC/Advocacy Day. Special thanks to the MICNP Chapters that generously donated items and PAC baskets for the silent auction. This was a fantastic fundraising effort, and a great way to support our advocacy efforts in Lansing. For those of you

ORGANIZATIONAL MANAGEMENT MICNP Organizational Management Committee Chair MaryAnne McCoy At the business meeting on Saturday, March 12, 2016 during MICNP s annual conference, member attendees voted on and affirmed three proposed bylaws changes. ADVOCACY/LEGISLATIVE UPDATE Nancy George, APRN Coalition Chair In late February, we announced that a new APRN bill was introduced by sponsor Rep. Ken Yonker and has been referred to the House Health Policy Committee! We are now awaiting word on the next steps and any information as to when it will be scheduled for a discussion or vote in committee. It is also possible that there will be language changes and/or amendments in the legislative process. Click HERE for the link to read HB 5400 in its entirety. While this bill does not encompass exactly the same elements as versions in previous attempts at passing legislation to define APRN scope of practice in our state, we do feel that it would be a step in the right direction for Michigan NPs. It does include the following: 1. The RN application processing fee increases from $24, to $75. The RN licensure fee increased from $30, to $60 per year. The NEW APRN application processing fee is $75. The NEW APRN licensure fee is $65 per year. 2. Defines the Practice of Advanced Practice Registered Nursing for nurse practitioners, a clinical nurse specialist or a certified nurse midwife. 3. Authorizes APRNs to order restraints, prescribe physical therapy, and speech therapy. 4. Authorizes APRNs to autonomously prescribe non-scheduled drugs and schedule 4-5 drugs. 5. Requires an APRN to have delegated authority from a supervising physician to prescribe 2-3 scheduled drugs. 6. Adds APRNs to the list of prescribers in the Public Health Code. 7. Adds a Clinical Nurse Specialist to the Michigan Board of Nursing. 8. Requires the Department of Licensing & Regulatory Affairs (LARA), in consultation with the Michigan Board of Nursing, to promulgate rules for: continued education, training and education
requirements for each APRN specialty role, the parameters of each APRN specialty role- including scope of practice. We will be sure to keep you informed as things progress. Lastly, please save the date Wednesday, October 5, 2016 for MICNP Advocacy Day at the Radisson Hotel in Lansing. The agenda for the day will include scheduled visits with your legislators, so please plan to participate, as it is important that we continue to share stories about our NP practice and ask that our scope of practice be defined in Michigan. We should all feel empowered to be advocates for change!
