Narratives Subject: Suspicous Vehicle Type Date Time Author Approving Officer Initial Report 12/16/2015 1203 RITTERBACH, STEPHEN 12/16/15 Suspicious Person 2074, 964 Evidence: (2) two plastic bags of marijuana, Right front pocket of Owein Johnson, Ofc. Schock (1) Cigar pack containing marijuana, Rear floor of vehicle, Ofc. Schock (1) Burnt marijuana cigarette, Driver side rear floor, Ofc. Schock Officers were dispatched to the listed location in reference to a suspicious vehicle. Dispatch advised two vehicles met up and one left at a high rate of speed. The caller suspected some sort of narcotics transaction took place. Upon arrival I was flagged down by a maintenance worker who advised one of the vehicles was still there. He stated it was a tan Ford that was occupied by several males. I located the listed vehicle and made contact with the driver, Martell Moore. When he rolled down his window there was a large cloud of smoke and a strong odor of burnt marijuana coming from the vehicle. I had Moore exit the vehicle and he consented to a search of his person with nothing being located. The remaining passengers, Lawrence Carter, Kyle Paputza, Kendall Johnson, and Owein Johnson exited the vehicle and each consented to a search as well. Ofc. Schock located two plastic bags of marijuana and a digital scale in Owein's front right pants pocket. Ofc. Schock conducted a search of the vehicle and located a cigar pack containing suspected marijuana on the rear passenger side floorboard. On the rear driver side floorboard he located a burnt marijuana cigarette. Owein stated all of the contraband belongs to him and the other occupants denied any contraband belonging to them. Owein was issued a summons for possession of marijuana, possession of drug paraphernalia, and released. Dispatch contacted Kendall's mother and she responded to pick him up. The other subjects were released and went to a friend's apartment.
