DIY Abe Lincoln Top Hat Make your own Abraham Lincoln top hat with these simple steps: Black construction paper or poster card Black acrylic paint Pen or Pencil Paper Plate (18 inch) Black tape (optional) 1. Get an 18-inch paper plate and paint it with black acrylic paint on both sides. Let dry. 2. Cut the black poster card or construction paper about 24 inches wide and 18 inches long. 3. Wrap this piece of card into a cylinder that is about 18 inches tall and 12 inches in diameter. 4. Staple the cylinder at the seams. 5. Cut out the center of the paper plate. 6. Put glue onto the end of the cylinder and press onto the paper plate. Let dry. You can also use black tape to secure.
