4helix+ Empowering the 4helix of MED maritime clusters through an open source/knowledge sharing and community based approach in favour of MED blue growth Call for Expression of Interest for allocation of Travel Fiches to Knowledge Providers willing to participate in Sevilla Blue Bootcamp 1

Foreword In line with the Interreg MED Programme priorities, and in particular with the objectives of the Axis 1- Innovation (specific objective 1.1), 4helix+ project aims at stimulating, coaching and funding cross-sectoral and trans-boundary innovation of the MED key sector Blue Growth, which deserves to be better supported being an economic driver and a potential generator of development and jobs. Main change sought is to improve basic conditions for bridging the gap among the MED maritime clusters and within their co-working spaces, maker spaces, creative hubs, etc. Main expected project results include: - Upgraded cross-sectoral and trans-boundary RD&I attitude of the targeted 4helix+ MED area innovative maritime clusters key actors, primarily SMEs and Start-ups; - Increased awareness and understanding among the involved 8 regional ecosystems (pilot territories) 1 about the competitive advantage of the Blue Growth through 4helix+ model and project results embedded into the regional RIS3 strategies of the 8 involved pilot territories; - Increased capacity of the 4helix+ partners to implement and transfer a transnational cross-innovation action to support MED Blue Growth. Core action of 4helix+ project is the PILOT ACTION, which will create a framework for funding and facilitating of knowledge transfer in the Mediterranean area, aiming at implementation of new products, services or business models of SMEs/Start-ups operating in both traditional and emerging Blue sectors, through the knowledge sharing and community-based approach. The Pilot Action entails: 1) Preparation phase: Scouting complementarities and future collaboration scenarios among the involved regional maritime clusters; 2) Realization phase: setting up of an innovative open space platform, dedicated to the implementation of different project activities: - management of Knowledge Providers recruitment procedures (EoI); - launch of the transnational call for blue innovation project proposals to be awarded with vouchers; - coaching actions for project proposals applicants; - brokerage activities; - monitoring and final reporting of awarded projects; - EoI for allocation of travel funds to participate to project Brokerage Event and Blue Bootcamps; - matchmaking environment between Blue SMEs/Start-ups and Knowledge Providers; - face to face webinars; - ensuring sustainability of project actions in the long term; 3) External evaluation phase: carried out by the External Evaluation Committee at the end of the project life cycle, by providing an external view of its overall performance, focusing in particular to the behavioural additionally effect. 1 1) Marche (Italy), 2) Central Macedonia (Greece), 3) Zadar County (Croatia), 4) Andalucia (Spain), 5) Lisbon Region (Portugal), 6) Durres, Vlora, Saranda & Shengjlin coastal areas (Albania), 7) Catalunya (Spain), 8) Région Sud - Provence-Alpes-Côte d'azur (France) 2

1. 4helix+ Blue Bootcamps The Blue Boot camps are a 4helix+ initiative that aims to accelerate, through cooperation at regional and transnational level, innovation processes in the Blue growth sectors across the participant regions (see foot note n. 1), under the concept of open innovation. In particular, each pilot project partner 2 will organize one regional two-days event, developing multidisciplinary working techniques in a real world setting that will focus on specific subthemes, chosen by the organizing project partner. The Blue Bootcamp is a hands-on experience where existing or aspiring Blue Entrepreneurs / start-uppers from the region of the organizing partner will have the opportunity to meet and work intensively with 4helix+ Knowledge Providers to: Explore and diagnose their individual innovation needs; Generate new embryonic business ideas & solutions to be developed - possibly thanks to funding from the forthcoming 4helix+ voucher scheme; Blue Bootcamps will engage creativity Knowledge Providers from all MED areas and regional blue SMEs/start-ups in an open innovation process. The participants will have the chance to gain first-hand information and training on blue growth issues and cross-sector innovation, which will help them improve their opportunities for getting started on innovative and business development project proposals to candidate for 4helix+ Innovation Vouchers. 2. Sevilla Blue Bootcamp The Blue Bootcamp will take place on the 20 and 21 of February 2019, in Sevilla (Spain) at the premises of Official Chamber of Commerce, Industry and Shipping of Seville. The event will focus on the following specific blue growth sectors: 1. Coastal and maritime tourism 2. Nautical Sector 3. Sea shipping-transport During this two-days event the Knowledge Providers already registered in 4helix+ Gallery will be given the opportunity to meet and work closely with Chamber of Commerce of Seville blue SMEs/Start-ups active in the aforementioned blue growth sectors. Through specific workshops on blue growth issues, creativity, case studies presentation and field visits to success blue growth cases in the organizing region, the Knowledge Providers participating to Sevilla Blue Bootcamp will gain a precious and holistic blue experience which will help them explore new ideas and approaches, discuss new products, identify new blue market niches and scrutinize further collaborations for the purpose of designing successful innovation projects in the upcoming Call for Innovation Vouchers. Knowledge Providers will be also required to present quickly their specific expertise during a specific workskop or pitch event. 2 LP1: SVIM Sviluppo Marche S.r.l. 3. OBJECTIVE OF THE CALL The 4helix+ project is launching a Call for Expressions of Interest (Call for EoI) for allocating Travel Fiches (Funds) to maximum sixteen (16) Knowledge Providers, from all the eligible areas of the Programme MED (see table 1), willing to take part in the Sevilla Blue Bootcamp. Travel fiches will be used for covering all reasonable travel, accommodation and other expenses of the selected Knowledge Providers that will participate in the event. In particular, the funding covers travel expenses of two Knowledge Providers selected by each Pilot Project Partner (see footnote n. 2). All Knowledge Providers listed in the 4helix+ KP Gallery are invited to participate in Sevilla Blue Bootcamp. Therefore, non-successful Travel Fiche applicants will have to participate at their own expenses. However, they should request the participation and have the official acceptance of the hosting partner (Chamber of Commerce of Seville) because of organization issues and limited capacity of facilities. 3.1 Eligible costs covered by Travel Fiches Only costs incurred during the trip and related to the purpose of the trip are considered eligible. Categories of eligible costs: - Public transport tickets (plane, train, bus, and ferry) in economy class or equivalent - Car: a) car rental (including fuel) b) private car mileage calculated according to national rules c) toll and parking fees - Accommodation costs: hotel (including breakfast), other accommodation upon regular invoice. The expenses have to be necessary and reasonable. For example, hotel costs should not exceed 150 per night. Please note that during this two-days event lunch and dinner are included and will be offered and paid by the hosting Pilot Partner, therefore, own expenses on regards these meals will not be reimbursed 3.2 Expenditure reimbursement policy Each Knowledge Provider representative awarded with 4helix+ Travel Fiches will be reimbursed for all reasonable expenses actually paid or incurred for the participation to the Sevilla Blue Bootcamp, up to the amount of 800. 4helix+ Travel Fiche only covers international and non-local travelling fees. The reimbursement of the incurred costs shall be made by the 4helix+ Project Partner that is responsible for the Interreg MED Program eligible area where the selected Knowledge Provider has its legal seat or is authorized to render its professional activities (see Table1). The reimbursement will be issued upon the presentation of a Reimbursement Form provided by the Project Partner of reference, subject to presentation of adequate substantiation (proofs of expenditure), including receipts, invoices, tickets, boarding passes, bills, etc., in original. The person who travel as a selected Knowledge Provider will have to keep all the invoices and receipts related to the Sevilla Blue Bootcamp travel and provide them during the reimbursement claim. A Pilot Project Partner may decide to arrange the trip for the Knowledge Provider directly (by means of a travel agency) from the area of its responsibility (see table 1); in such case, the travel and accommodation expenditures shall be borne directly by the Pilot Partner. Two possible cases can be occurred: 1. The travelling expenses are higher than 800. In this case the Project Partner of reference covers only up to 800 of the total costs. 5

2. The travelling expenses are lower than 800. In this case the Project Partner of reference covers only as much as the sum of the travelling fees justified by the KP. The selected Knowledge Providers have to declare that they will attend on the Sevilla Blue Bootcamp (e.g. as a reply of the notification e-mail). In case of any changes regarding their participation (e.g. cancellation; fail to attend due to personal or business impediments, etc.) they have to indicate it to the Contact Persons. If a Knowledge Providers cannot attend the Blue Bootcamp, her/his Travel Fiche will be assigned to the next best non-selected Applicant. The registration of a Knowledge Provider in the Gallery is made after the approval by the responsible project partner of the relevant Application Form to be submitted in the framework of the Call for Expression of Interest for Knowledge Providers, which is published on 4helix+ web portal CYBER SPACE and it is accessible together with the text of the Call through the link https://4helix.unicam.it/kp_eol.php. 4. 4helix+ Innovation Voucher Please be acknowledged that Knowledge Providers already registered in the Gallery will have also the opportunity to be selected by blue sector SMEs/Start-ups to jointly draft and present innovation-driven project proposals to be awarded with 4helix+ Innovation Vouchers. In the framework of 4helix+ Call for Innovation Vouchers, a total amount of 480.00,00 will be allocated to at least 48 projects, for funding the coaching services provided by involved KPs, who will support the SMEs in identifying breakthrough solutions and engage in innovation process. The beneficiaries will be SMEs/ Start-ups operating in blue growth sectors (fishing, aquaculture, coastal and maritime tourism, shipbuilding, blue biotechnologies etc). After the evaluation, six (6) Innovation projects will be selected in each pilot region and granted with innovation Vouchers of 10.000 each one. Selected innovative projects will need to be implemented within six months. After successful realization of each innovation project, the Knowledge Provider will be paid off for the amount reported on the Voucher by the pilot partner who is responsible for the territory (MED region) where the SME/ Start-up involved in the project is located. The KPs will thus, support the implementation of an Innovation Voucher mechanism by coaching SMEs/ Start-ups from the Mediterranean Regions involved in the 4helix+ project activities and operating in the blue growth sectors, to generate new ideas, test new products, processes, services, business models and marketing strategies. 8

5. APPLICATION PROCEDURE and ELIGIBILITY CRITERIA 5.1 Application Procedure Individuals or organisations representatives, already registered as Knowledge Providers in 4helix+ Gallery, interested to be granted with Travel Fiches for participating in Sevilla Blue Bootcamp should access, fill in the information requested and submit the online Application Form together with the Declaration of the Applicant available on 4helix+ CYBER SPACE by clicking on the link: https://4helix.unicam.it/kp_fiches.php. 5.2 Eligibility criteria Applicants must fulfil ALL the eligibility criteria mentioned below: - Applications must be drown up in English (applications in other languages will not be accepted). - Applicants must be individuals or representatives of companies/organizations already registered and accepted in the 4helix+ Knowledge Providers Gallery. - Applicants must be representatives of economic operators or natural persons/single experts legally recognised or duly licensed or authorized to render professional services in an INTERREG MED Programme eligible area (mentioned in table 1 or representatives of public/private research organizations or Non Institutional New Innovation Agents based in an INTERREG MED Programme eligible area. - Applicants must be at least eighteen (18) years old at the moment of submission of the Application Form - Applicants must be fluent in English 5.1 Evaluation of the Applications Each application will be evaluated by the pilot project partner who is responsible for the specific Interreg MED eligible area (see table 1) in which the Knowledge Provider has its legal seat or is authorized to render professional services, according to the following criteria: 1) The motivation for participating in the Blue Bootcamp 2) The expectations from the participation in the Blue Bootcamp 3) The willingness of active participation 4) The knowledge of English Applicants will be notified about evaluation results by e-mail. In particular, the selected Knowledge Providers will receive a notice of acceptance of their applications by responsible Project Partners. The final agenda of the event will be sent to them in due time. 6. The person applying for Blue Boot camp Travel Fiches and undersigning the Applicant s Declaration gives its permission to 4helix+ partners to process the data given only for management (including publishing of general information) and statistic purposes even through digital devices with respect of the security and privacy within the law. In particular, data processing by 4helix+ Project Partners will be made in accordance with the provisions of Regulation (EU) 2016/679 and the subsequent transposing laws (jointly, the GDPR ). The realization of the project implies processing of the following personal data: name of the organization, address, VAT number, telephone number, e-mail, web site, name of the legal representative of the organization, surname, position, telephone number, e-mail, name of the person interested to participate in the Blue Boot camp, surname, position, telephone number, e-mail. During project s implementation personal data will be processed exclusively by persons authorized by project partners. As an interested party the applicant can require from the responsible Pilot Partner to exercise the rights described in the art. 15 of GDPR and in particular: access to relevant personal data rectification, integration, deletion, limitation of processing that concerns them or to oppose their processing. Pursuant to art. 17, paragraph 3, let. d), the right to cancellation does not exist for data which must be processed for the purposes of scientific research if the objective of the research itself cannot be obtained without them. 7.2 Disclaimer The EU Interreg MED Programme make no representation, warranty or undertaking of any kind in relation to the accuracy or completeness of any Information.
