PROJECT PARTICIPATION PLAN OF THE FOR DEVERS-PALO VERDE NO. 2 PROJECT PURPOSE OF THIS PLAN The purpose of this Project Participation Plan is to identify specific outreach materials and activities on how the Devers-Palo Verde No. 2 ( DPV2 ) project will be communicated to stakeholders as the Southern California Edison Company ( SCE ) engages in the Federal Energy Regulatory Commission ( FERC ) Transmission Line Siting process. GOALS Proactively communicate the DPV2 project to all stakeholders in Arizona and California, including the public, elected and appointed officials, public agencies, and other interested stakeholders Help the public understand the FERC review and pre-filing process Explain SCE s simultaneous efforts to seek a DPV2 project solution with the State of Arizona IMPLEMENTATION STRATEGY AND ACTIVITIES 1. Effectively communicate the FERC pre-filing request and application filing to all stakeholders Project Notification List SCE will develop a project notification list to include all stakeholders listed in FERC s noticing requirements. The project notification list will be used to notify the appropriate stakeholders for the FERC pre-filing and application noticing. SCE will maintain and update the list throughout the FERC process with newly identified stakeholders and undeliverable addresses. Stakeholder Noticing For the noticing of the FERC pre-filing request, SCE will develop a participation notice according to FERC s requirements. The notice of pre-filing mailing will include the participation notice, a project fact sheet, FERC s Electric Transmission Facilities Permit Process pamphlet, and a copy of FERC Director s notification of commencement of pre-filing process. The participation notice will be sent out within 14 days of the FERC Director s notification of commencement of pre-filing process. The application notification will be sent out within three days after Commission notices application and will include the FERC Notice of Application. The participation notice and application notice will be mailed first class to all stakeholders identified in the project notification list. 2
Newspaper Noticing A notice in newspapers will be published twice within 14 days of pre-filing request and application filing. Effectively communicate the DPV2 project through public outreach materials and communication activities Project Fact Sheet SCE will prepare a fact sheet on the project to communicate the project to all audiences. It will include the following components: project description, project benefits, project map, project review and approval process, public outreach, description about SCE, project website address, and contact information. The fact sheet will be included in the participation notice mailing, distributed at open houses, placed on the project website, and be used in briefings with key stakeholders and elected officials. Project Website SCE has established a website for the DPV2 project (http://www.sce.com/dpv2). The website will include: Project description Project map Current project status Project review and approval process Description of the FERC Transmission Line Siting process Public outreach SCE contact information Project Fact Sheet The website will have a list of filing repositories and complete copies of all FERC filed materials will be posted. The website address will be listed on all public outreach materials. The website will be updated periodically to keep the information current on the status of the project. Frequently Asked Questions Throughout the FERC process, common questions and inquiries regarding the project will be received from the public, elected officials, and stakeholders. A Frequently Asked Questions document will be developed and posted to the project website. Project Updates Project updates will be sent periodically to all affected and interested stakeholders during the FERC process. They will be used to keep the public informed about the project and its status. Each project update will be posted on the website. Public Open Houses SCE will hold open houses to allow the general public, affected property owners, and other stakeholders the opportunity to learn about the proposed project. Comment cards will be provided to allow for written comments. Open house invitations will be sent to all stakeholders in the project notification list. The open houses will also be noticed in local newspapers. All stakeholder comments, questions, and participation information will be documented by SCE and a summary will be filed with FERC. 4
SCE plans to hold a first round of open houses in Arizona in June 2008 to gather initial input from the public on the proposed project. SCE may follow up with a second round of open houses in Arizona in late Summer/Fall 2008. SCE also proposes to hold open houses in California in July 2008. Public Involvement will review the request and route the request in two ways: 1. If the question can be answered based on previously approved material (talking points, fact sheet, FAQ, etc.) or other routine issues, the SCE Public Involvement representative will respond. 2. If the question cannot be answered on previously approved material, the request will be forwarded to the appropriate SCE representative on the project team to determine the appropriate response. For routine requests where information is readily available, SCE will respond to those requests within 2-3 business days. For all other requests where project information is public, SCE will respond within 7-10 business days. All requests for information and responses will be documented by SCE and a summary will be filed with FERC on a monthly basis. Responding to Requests for Information from Federal, State, and Tribal Agencies All requests from Federal, State, and Tribal permitting agencies will be answered by the appropriate SCE representative on the project team. The time it will take to answer each request will vary and SCE will do its best to respond the request in a timely manner. All requests for information and responses will be documented by SCE and a summary will be filed with FERC on a monthly basis. 6
