FRIENDSHIP LAKE DISTRICT COMMISSIONERS BOARD MEETING TUESDAY MARCH 5, 2019, 5:30PM ADAMS COUNTY COMMUNITY CENTER 569 N. CEDAR STREET, ADAMS, WI 53910 THE AGENDA IS AS FOLLOWS: 1. Call Meeting to Order: The meeting was called to order by Chairman Bob Berry at 5:30pm. In attendance were Commissioner Tina Meinen, Ron Johnson from the Town of Adams, Lee Parlow from the Village of Friendship, Rick Pease from Adams County, Matt Morrow not present and Commissioner Karen Pokorny was excused. There were approximately 10 district members present. 2. Review and Approval of the Minutes from the January 10, 2019, Commissioners Board Meeting: The minutes from the meeting of January 10, 2019 were reviewed. A motion was made by Tina Meinen to approve the minutes and seconded by Rick 3. Review and Approval of the Treasurer s Report: Tina Reported that the NOW Checking has a balance of $1,373.83; Money Market balance is $118,145.40; and the Friends of Friendship Lake Fundraising Account balance is $4,542.60 giving a total balance of all accounts at $124,061.83. The total balance includes interest earned in January and February for the Money Market in the amount of $24.92, and $54,835.24 collected for special charges. The mortgage balance owed is $103,591.99. We have drawn $48,739.73 from the line of credit. Tina shared the profit and loss statement noting the following expenses for January and February: $25.00 renewal of the State of Wisconsin Raffle License; DNR permit application for the harvester ramp a little over $600.00; Ayres Engineering $4,450.00; IT and Legal Fees $513.00; Newspaper Notice for bid posting $126.00; Utilities for January and February were $96.00; Miscellaneous office supplies and postage $153.00; Donation to Bass Masters Fisheree $50.00; Interest due on our line of credit $358.49, with a total of $6,490.00 in expenses paid. Tina reported a current net operating income of $48,370.16. Tina questioned Rick Pease if he knew the status of the $1000.00 donation approved by Adams County in their budget towards the repairs of the dam. Rick said that he will contact the county administrator and will get back to the district within the next week or so.

Tina also asked Ron Johnson the status of the $3,000.00 promised from the Town of Adams in 2018. Ron said that they are currently working on that donation. Ron Johnson made a motion to approve the treasurer s report and was seconded by Rick 4. Friendship Lake Dam Repair Update: Bob reported that we have now completed the bid process for the DNR Grant and that Staab Construction provided the low bid of $217,000.00. The State of Wisconsin Municipal Dam Grant Program will provide $126,750.00 towards the repairs of the dam. The lake district costs will be approximately $158,750.00. Some of the repairs needed are not included in the grant, including the electrical upgrade, tuck pointing, roof inspection, and fencing are not listed. The bid tabulation is available on the website for review. Bob said that the bids did come in considerably higher than expected, however it is still within the costs that our financial advisory committee projected. Bob said that the DNR has given us the clearance to award the dam project to Staab Construction. Staab is experienced and has performed work on dams all over the State of Wisconsin. A few questions were asked and answered including staff gage purchased and in our possession. Bob did say that we do have it and it is in his garage, however he would like to see what else is offered. The lettering and numbers look too small and he thinks from a far distance may not be the best for our dam. Larry Swaziek said that he was at the pre-bid inspection and met and talked with the representative from Staab, stating that he was very informative. Bob explained that the next step is for the board to meet with Staab and discuss the timeline for repairs. We know that gates need to be ordered and manufactured and that will take some time. The initial projection is that we would begin the drawdown of the lake after the 4 th of July and have the repairs performed at the end of summer and into early September. Bob did state that we really can t commit to an exact plan until the board meets with Staab. Larry had questions about the monies available. Tina said that we have been in discussions with Mike Cummings at Adams Community Bank and he has stated that he is willing to work with the district. Larry also asked on the status of the dam rating. Rick Pease said that he has had a conversation with the county administrator. The problem is within planning and zoning. Rick plans on meeting with the county administrator within the next week and will again relate our concerns. Tina shared that Karen has been attempting to get insurance on the dam for well over a year. Adams County has not updated the flood plain even though it was demanded by the DNR in April of 2018. Lee Parlow also said that the Village of Friendship plans on reconstructing the boat ramp at the beach and they are also waiting for the timeline.

5. Motion to award Friendship Lake Dam Repair Project, contingent upon DNR Municipal Grant execution to the lowest approved qualified bidder. (motion must be within 45 days following the 2/19/2019 bid opening) Bob Berry made the motion to award the Friendship Lake Municipal Dam Grant Repair Project to Staab Construction, the approved qualified lowest bidder. The motion was seconded by Ron Johnson. The motion carried unanimously. 6. Report from Friends of Friendship Lake: Linda Graf said the next luncheon meeting is scheduled for Wednesday March 20 th, at 11:30am at the café on HWY 21 & 13 and she encouraged everyone interested to join in. County Market Brat Fry sign up is March 26 th and we will have a representative to pick a date for this year. May 18 th is the Spring Fling and Linda Moonan is coordinating that event. There will be a flyer available for the spring newsletter. Karen was attending a How to Plan and Successful Golf Outing on her way out of town and is working on that event scheduled for August 3 rd. Linda shared that she is excited for the great fundraising events planned for this year. 7. Report from Lake Management: Linda Moonan updated the board on the FLD Lake District Management plan. Linda said that the last survey was mailed to district members in 2013. It was that tool that helped complete the major update that was made to the plan in 2016. Normally this survey is sent out every five years. It is used to gage property owners concerns and to recognize areas that need improving. The plan was to get a survey out to the membership this winter, however, the lengthy water level issues and now a major draw down it was decided that it would be best to postpone and put the survey on hold till next winter. Linda explained in detail the two main parts of our lake management plan. She also explained how the advisory group works with Adams County Land and Water, as well as the DNR. Linda s full report is available on our website. Linda thanked Larry Swaziek who works with her on this plan. She invited anyone else to join this committee. Bob said that it has also been decided that we will postpone any of the water quality tests till 2020 due to the complete draw down this year. 8. Any Unfinished Business: Adam asked on the status of the harvester ramp. Bob said that we have the approval from the Town of Preston and Adams County. The permit application and plans have been submitted and at the DNR. As soon as that is approved we will post the bids for the work. The tentative plan is to have the harvester ramp constructed while the lake is drawn down. That is a totally separate project for us this year. 9. Any New Business: Resolution #352019 Approve Harvester Grant Application: Bob Berry explained that in the next few years, we will need to replace the oldest harvester, purchased in 1992. Steve La Valle has researched grants available. We know that with we have two large projects planned for this year, the dam repairs and construction of the harvester ramp.

Resolution #352019 give s Steve La Valle the authorization to represent Friendship Lake District in submitting grant applications towards the replacement of the harvester in the future. A recent quote from Aquarius lists the new harvester cost between $160,000.00 to $180,000.00. Bob said that this replacement will have to be investigated by committee and fundraised. Tina said that in her research the district would have to purchase the equipment up front and then would be reimbursed by the grant which is about 35% of the cost. Bob said that we need a committee chairman and team and said that if anyone is interested to contact him or anyone of the board members. Resolution #352019 reads as follows: WHEREAS, the Friendship Lake District hereby requests assistance for the purpose of: Purchasing an HM-420 Aquatic Plant Harvester; THEREFORE, BE IT RESOLVED, that the Friendship Lake District has budgeted a sum sufficient to complete the project, and HEREBY AUTHORIZES Steven La Vallee, to act on behalf of the Friendship Lake District to: Submit an application to the Department of Natural Resources for financial assistance; Sign documents; and Take necessary action to undertake, direct and complete the approved project. Tina Meinen made a motion to pass resolution #352019 and was seconded by Lee Parlow. The motion carried unanimously. Bob said that Friendship Lake District is Eligible for the DNR Restocking Program. Karen has been working with Jennifer Bergman from the DNR and biologist for Adams County. Jennifer will be on the agenda for the May 7, 2019 board meeting and will make a presentation along with question and answer session. It has been suggested that we hold a pre-draw down fishing tournament. Karen has reached out to Castlerock Bass Masters. They have indicated that they would like to help us with that tournament. They also have experience fundraising for restocking through private hatcheries. Bob said that he knows that we will need to limit fishing on the lake during the draw down and over the next few years. A lot depends on how far the lake needs to be drawn down and what fish if any remain in the stream. Bob said that this could be a fun little fundraiser. We need a chairman and committee to work with the Castlerock Bass Masters. Please contact the board if you can help. Tina shared that it was suggested the first weekend in June as that is free fishing weekend in the State of Wisconsin. It would make it much easier since no licensing in necessary. Bob shared a request from Megan Steckelberg at AC Land & Water Conservation Program Donation. Bob suggested a donation of our Friendship Lake T-shirts towards their silent auction would be a great way to support the kids in Adams County.

Bob made a motion that Friendship Lake District donate t-shirts to the AC Land and Water Conservation Program and was seconded by Tina Meinen. The motion carried unanimously. 10.
