Minutes for the 29 th Southern Region constituents meeting regarding Connectivity/LTA s in SR 1.0 The List of the participants are enclosed at Annexure-I. 2.0 CGM (CTU-Plg), POWERGRID welcomed the participants to the 29 th meeting of Southern Region constituents regarding connectivity/lta applications in Southern Region and requested DGM (CTU-Plg) to take-up the agenda for discussions. 3.0 Minutes of the 28 th Meeting of Southern Region constituents regarding Connectivity / LTA s It was informed that the Minutes of the 28 th Meeting of Southern Region constituents regarding Long Term Access and Connectivity applications of Southern Region held on 26.11.2018 was issued vide letter dated 10.12.2018. Following observations/comments has been received from Sindphal Power Development Private Limited (SPDPL) vide email dated 12.12.2018: "M/s SPDPL has requested to exclude the 220 kv bay at Palakkad ISTS substation from the scope of the SPDPL and the same may be considered under the scope of ISTS licensee. CTU representative enquired about the time frame of the generation project. Representative from M/s SPDPL informed that commissioning schedule of the generation project is 30 th April, 2020 as mentioned in the application. CTU representative informed that considering the time frame of the generation project, terminal bays may not be available matching with generation project as implementation of bays under ISTS involves deliberation in various forums viz. SCT, NCT & ECT meetings. Representative from M/s SPDPL informed that they are aware of the time involved in the process for implementation of bay under ISTS. However, they would like to get the bays implemented under the scope of ISTS transmission licensee and shall not claim any damage from the ISTS implementation licensee. After detailed deliberations, it was agreed that the terminal bay at Palakkad ISTS Substation may be kept under the scope of ISTS transmission licensee. Accordingly, the same is considered as part of the minutes of 28 th Meeting of Southern Region constituents regarding Long Term Access and Connectivity applications of Southern Region held on 26.11.2018. As no further comments/observations were received from the stake holders, the minutes were confirmed along with the above observation of SPDPL. 1

4.0 Proposal for grant of Connectivity / LTA to the applications received from renewable energy sources CTU informed that Two (2) nos. of Stage-I Connectivity applications, one (1) Stage-II Connectivity and one (1) LTA application have been received in the month of November, 2018 under the CERC Regulations, 2009 / Detailed Procedure. CTU informed that the grant of Stage-I Connectivity shall not create any vested right in favour of the grantee on ISTS infrastructure including bays at any location. The Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and associated transmission infrastructure as per format RCON-I-M, failing which action shall be taken in line with CERC Regulations. Further Stage-I Connectivity grantee is required to secure the Stage-II Connectivity for physical connection with the ISTS grid within 24 months from grant of Stage-I Connectivity. The Stage-I Connectivity grantees who fail to apply for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity shall cease to be Stage-I grantee and their fees shall be forfeited. Further, incase it is not feasible to grant Stage-II Connectivity at the above indicated locations at the time of Stage-II grant, the Stage-II Connectivity can be provided at some other locations. It was also informed that the new substation/location, if needed, to be established, shall be planned in consultation with CEA, MNRE and other stakeholders. Implementation of new substations and other infrastructure shall be undertaken only after grant of Stage-II Connectivity and fulfillment of all terms and conditions by the applicants including submission of Connectivity Bank Guarantee. The proposed dedicated transmission system shall be under the scope of applicant. It was also further informed that grant of Stage-I/Stage-II Connectivity shall not entitle an applicant to interchange power with the grid unless it obtains LTA/MTOA/STOA for power transfer. In case of LTA, it may require further transmission system strengthening. Therefore, the applicants are advised to apply for the LTA in time so that transmission strengthening scheme, if any, can be implemented to enable power transfer to its beneficiaries on long term basis. Also as per the prevailing Transmission Planning Criteria of CEA, N-1 contingency criteria may not be applied to the immediate connectivity of wind/solar farms with the ISTS/Intra State grid. After detailed deliberations, it was agreed to grant the Stage-I Connectivity to the applicants as per the above details. B. CTU informed that applicant has sought Stage-II Connectivity from 15.08.2020. The representative has requested to prepone the start date of Stage-II connectivity. The matter was deliberated and the applicant was advised to submit the formal request for change in start date of Stage-II Connectivity and applicant vide letter dated 27.12.2018 requested to change start date of Stage-II connectivity to 15.07.2020. It was informed that in accordance with the Detailed Procedure for grant of Connectivity to projects based on RE sources, the dedicated transmission line including line bays at generation pooling station shall be under the scope of the applicant and terminal bays at the ISTS substation shall be under the scope of transmission licensee owning the ISTS substation subject to compliance of relevant provision of tariff policy. However, applicant has requested for constructing the bay at ISTS end by them on their own cost so as to meet the strict timelines of the project. After detailed deliberations, the same was agreed. CTU informed that considering Right-of-Way constraints near substation for termination of number of 220/230kV dedicated transmission lines, 220/230kV lines shall be implemented through multi circuit tower near the substation entry for about 2-3 kms stretches. For this, applicants may coordinate among themselves. Applicant agreed for the same. It was also informed that the Stage-II Connectivity grantees are required to the sign the Transmission Agreement within 30 days from the date of intimation of Grant of Stage-II Connectivity and shall furnish the applicable Connectivity Bank Guarantee (Conn- BG), no extension shall be granted on any ground and in case of failure to sign the Agreement and / or to furnish the Conn-BG, Grant of Stage-II Connectivity shall be revoked without any prior notice. Applicants after grant of Stage-II Connectivity to the grid shall have to furnish additional details to CTU for signing of Connection Agreement as per format given at FORMAT-CON-4. The CTU will process the above information and will intimate the Connection details as per format given at FORMAT-CON-5. Pursuant to such Connection details, the applicant shall have to sign Connection Agreement with CTU prior to the physical inter-connection as per format given at FORMAT-CON-6. In case the connectivity is granted to the ISTS of an inter-state transmission licensee other than the CTU, a tripartite agreement shall be signed between the applicant, the Central Transmission Utility and such inter- State transmission licensee, in line with the provisions of the Regulations. It was also informed that in accordance with the CERC Regulations, 2009 / Detailed Procedure as amended from time to time, the grant of Connectivity shall not entitle an applicant to interchange any power with the grid unless it obtains LTA/MTOA/STOA for power transfer requirements. In case of LTA, there may be requirement of further transmission system strengthening, therefore, the applicants are advised to apply for LTA in time so that transmission strengthening scheme, if any, can be implemented too enable power transfer to its beneficiaries on long term basis. 4

It was further informed that the Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at FORMAT-RCON-II-M by the last day of each quarter. Failure to update progress of the monitoring parameters shall be considered as adverse progress and in such case CTU shall approach the Commission for appropriate directions. Further, the Stage-II Connectivity grantees shall be required to complete the dedicated transmission line(s) and pooling sub-station(s) within 24 months from the date of intimation of bay allocation at existing or new / under-construction ISTS substation. If the grantee fails to complete the dedicated transmission line within the stipulated period, the Conn-BG of the grantee shall be encashed and Stage-II connectivity shall be revoked. After detailed deliberations, it was agreed to grant the Stage-II Connectivity to the applicant as per above details with start date of Stage-II Connectivity as 15.07.2020. C. LTA application Following LTA application has been received by CTU with injection at Hiriyur with ER as target region. Stage-II Connectivity for the applicant has been agreed for grant at Hiriyur in the section B of the agenda: Sl. 1 1200001781 Applicant Location Date of Ecoren Energy India Private Bellary, Limited Karnataka Status of connectivity (Stage-II) LTA Sought (MW) Start Date of LTA 29/11/18 Agreed for grant in this meeting 175 (ER target) 15/08/2020 CTU representative informed that applicant has sought LTA from 15.08.2020. However, the representative has requested to prepone the start date of LTA. The matter was deliberated and the applicant was advised to submit the formal request for change in start date of LTA and applicant vide letter dated 27.12.2018 requested to change start date of LTA to 15.07.2020. CTU representative informed that system studies have been carried for injection of 175 MW at Hiriyur from proposed wind farms of M/s Ecoren Energy India Private Limited (EEIPL) in Bellary, Karnataka for transfer of power to ER (target region) and line loadings are generally in order with the existing/under construction transmission system for evacuation/transfer of additional power of 175 MW. Accordingly, it was decided that LTA may be granted to M/s Ecoren Energy India Private Limited for 175 MW with the existing/under construction transmission system with start date of LTA as 15.07.2020. 5

It was also informed that in case of any enhancement sought in the Stage-II and LTA quantum by the applicant, transfer of power under LTA beyond 175 MW may be allowed based on the margins in the transmission system and the timeframe from which LTA is sought. It was also informed that upon Grant of LTA, the grantees are required to the sign the LTA Agreement within 30 days from the date of intimation for Grant of LTA and shall furnish the applicable Construction phase Bank Guarantee (CBG). No extension shall be granted on any ground and in case of failure to sign the LTA Agreement and / or to furnish the CBG, the Grant of LTA shall be revoked without any prior notice. It was also informed that the transmission charges shall be applicable from the date of start of LTA, as sought by applicant, irrespective of the status of commissioning of generation project. The representative of EEIPL agreed that they are aware of such liability towards payment of transmission charges and agreed for the same. It was also informed that the wind/solar generation project developers shall provide adequate reactive compensation so that under all dispatch scenarios power factor (p.f) of 0.98 shall be maintained and should also comply with the provisions of LVRT (Low Voltage Ride Through) in accordance with Connectivity Standards of CEA and CERC order in Petition 420/MP/2014.
