Dr. Bob Bebbington, member, noted he had discussions with Charlotte Kirby, and it appears there was documentation in the past on underservicing but that such documentation is not currently available.
GCHCC Minutes - 3 - December 19, 2012 The Return of Service program means we would be in charge of that program with new physicians. So the community has to undertake to sponsor that individual with no physician supervision and a five year term of service is required. In the past, the GCHCC would administer the supervision of the contract with a physician in the terms of service. Communities like Georgina have been able to attract new physicians through HealthForce Ontario and the Recruitment Tour. We would then set them up in an existing clinic, integrate them, and get them kickstarted on a patient base. Dr. Bob Bebbington, member, noted that he received a call just last week that there is a physician who may be interested in locating here. Moved by Dave Szollosy RESOLUTION NO. GCHCC-2012-0059 THAT ITEMS 9.1.2 TO 9.1.3 BE RECEIVED FOR INFORMATION. 9.2 Matters for Disposition: 9.2.1 E-Mail Correspondence from Katie Ablett, GTTI, Re Analysis of Health Care Trends in Georgina. The Committee members agreed that more information and clarification be obtained through correspondence by the Committee Services Coordinator. What is purpose of research, and how will it be used. GCHCC Minutes - 4 - December 19, 2012 Phil Craig, Councillor, explained that he was approached by a resident who wanted to know if the Committee had access to all three levels of government and, if so, what would the Committee want to ask them. This person will be attending a public forum and not in any official capacity. The Committee members agreed that this should be deferred in order for Councillor Craig to obtain more information of who the panel is representing. Moved by Naomi Davison RESOLUTION NO. GCHCC-2012-0061 10. STAFF/COMMITTEE REPORTS: THAT THE COMMITTEE COORDINATOR IS TO OBTAIN FURTHER INFORMATION REGARDING THE RESIDENT PANEL. 10.1 Terms of Reference Sub-Committee: (Note: Sub-committee members: Jim Beechey, Jim McMullan, Councillor Phil Craig, Mayor Robert Grossi, Councillor Dave Szollosy) Advisement: Two motions proposed under agenda item 12.1 Phil Craig, Councillor, noted that it appears that business is driving the role doctors play in our community and perhaps the Georgina Community Health Care Committee no longer has a role to play in that regard. Dr. Bob Bebbington, member, noted that the Committee has not conducted any sort of consultation with the local health care providers nor the public on what their needs are. This should be done in order to know how the Committee could move forward. Mayor Grossi noted that before the Committee s mandate is altered we should; in fact, consult with the health care community about their needs and what support the municipality can provide to deal with the issues of underservicing. Sandy Young, member, noted that a very important community need is to assist in networking all the health care providers to determine what gaps exist. Mayor Grossi noted that perhaps we should elevate the GCHCC s role to an inventory taker of what services are being offered currently so that we understand what our community s actual needs are.
GCHCC Minutes - 5 - December 19, 2012 Lynn Tkac, member, agreed that physician recruitment should not be our mandate but a needs analysis should be done and then and examination of how this committee can serve that need. Committee members discussed further changes to the Terms of Reference as follows: Purpose: The Georgina Community Health Care Committee is responsible for supporting health care professionals and health care provision within the Town of Georgina. Physicians be changed throughout the entire document to Health Professionals. Membership: minimum of ten (10) members to a maximum of twelve including two members of Council plus the Mayor as Ex-officio. Quorum: replace existing sentence with quorum will be as set out in the Town of Georgina s Procedural By-law. Frequency of meetings: Remove quarterly. Member in Good Standing: add the following all members should reflect appropriate conduct as outlined in the Town of Georgina s Code of Conduct. The Committee members agreed that developing a strategic plan first would better identify what the Committee s mandate should be in future.
