Udiyaman Swanirbhar Karmasansthan Prakalpa (USKP) 2008 District Employment Exchange,Balurghat 1. Objective : o The objective of the Scheme is to assist validly registered unemployed youth to take up economically viable projects by providing subsidy from the state government and credit on easy terms from banks and financial institutions. 2. Nodal Agency: o Labour Department, Government of West Bengal will be the Nodal Agency for the Scheme. Directorate of Employment shall function as the implementing and monitoring agency of the scheme. 3. Eligibility : 1. He has completed his 18th year but not the 45th year of age as on 1st day of April of the year in which he has applied to come under the scheme. The upper age limit is relaxable by five years in case of physically handicapped persons as well as persons belonging to scheduled caste / scheduled tribes or other backward classes; 2. He is registered as an unemployed or partially employed person at an employment exchange in West Bengal for one than a year as on the 1st day of April of the year for which he has applied for the scheme; 3. He has fully paid any loan or advance taken previously from any bank / financial institution or central or state government. 4. No waiting period as a registered unemployed shall be required for the candidates belonging to Physically Handicapped or challenged category or for those who have successfully undergone a course of Entrepreneurship Development Training organized by the Directorate of Industrial Training&Directorate of Employment. 4. Preferences: Provided further that preference would be given to those applicants who have successfully undergone a course of Entrepreneurship Development training organized by the Directorate of Industrial Training, West Bengal, or any other training recognized by the Directorate of Employment for the purpose, or candidates belonging to the Scheduled Caste., Scheduled Tribe. Other Backward Classes, Ex-serviceman, minority category and also female registrants of entrepreneurship development and/or development of skills in activity related to the proposed project.

5. Applications For Assistance Under The Scheme: 0. Shall be made in a prescribe form as per Annexure I, and 1. Shall be supported by an affidavit by the applicant as per Annexure II at District Employment Exchange,Balurghat 6. Registration: An application satisfying the conditions will be registered under the scheme at at District Employment Exchanges Balurghat, in addition to his existing registration as a job seeker. All applications made after 31st December in each year shall be taken up for consideration for the next financial year 7. Sponsoring of Candidates: Each Employment Exchange will prepare list of eligible candidates registered for the purpose and forward such number of candidates at such frequency as may be decided by the Director of Employment considering the number of registrants under the scheme in each Employment Exchange, in concurrence with the Labour Department. 8. Screening: The screening of applications Scheme shall be done by the District Level Expert Committee : The Screening Committee shall dispose of all pending cases in its meeting to be held at least once every month. On receipt of lists containing the names of eligible candidates from the Employment Exchange, the Screening Committee will call the candidates for interview for selecting suitable persons and projects for them. The Chairman of the Screening Committee will thereafter send bankable proposals to different bank branches taking into consideration the proposed location of the project. The branches are expected to dispose of the proposals within 15 days. Such applications as are rejected by the bank branches should be

referred back to the Member Secretary of the concerned Screening Committee indicating the reason for rejection. 9. Schemes To Be Financed: Schemes under the SSI including Cottage and Small Scale Sector, retail trade, small business, service sector, transport sector agriculture and activities related to agriculture including pisiculture etc. will be considered by the banks. 10. Maximum Project Cost and Margin Money: The loan amount will vary according to the size and type of the scheme, subject to a maximum of Rs. 50,000/- per person, including the Margin Money or subsidy provided by the State Government. 0. The Margin Money or Subsidy would be @ 25% of the loan amount per person, subject to a maximum of Rs. 12,500/-. This will be an outright grant. The fund will be released to the bank branch concerned and invested in the project. No additional margin money will be insisted by the bank at the time of sanctioning of project. 1. Number of beneficiaries of identical or different trades can form cluster or joint activities under this Scheme, and may be allowed loans under the Scheme, by formation of a Cooperative Society or any such recognized body corporate, which will be termed as "Udiyaman Swanirbhar Karmasansthan Joutha Prakalpa (USKJP)". 2. Except where categorically so mentioned, the features of the scheme shall remain the same irrespective of whether it is a Prakalpa or Joutha Prakalpa. 3. There shall not be any objection if any bank, having examined the viability of a proposal submitted by a person and approved by the Screening Committee, sanctions a higher amount of loan though the subsidy amount to be released by the Labour Department shall be limited to Rs 12,500/- only.

11. Rate of Interest: It shall be at par with the similar schemes being implemented by the Government of West Bengal, as decided/determined by the Reserve Bank of India from time to time. 12. Repayment: 0. The repayment period would be 5 to 7 years. The initial moratorium period shall be prescribed by the Bank Concerned. 1. Any demand for recovery of loan or default in repayment under the scheme shall be treated as a public demand under the public demand recovery Act,1913 SCHEME FOR SKILL DEVELOPMENT FOR THE REGISTERED JOB- SEEKERS Labour Development, Government of West Bengal has introduced the Scheme "Skill Development for the Registered Job-Seekers" on 1st August.2007. Objective of the Scheme: Skill upgradation of the job-seekers as per requirement of the Employment Market to enhance their employability Promotion of Self-employment among the registered jobseekers This Scheme includes the following activities: PART-I PROVIDING TRAINING FOR REGISTERED JOB-SEEKERS- Skill upgradation training is provided to the job-seekers registered with the Employment Exchanges for at least 2 years and who are not less than 20 years of age,in Institutes enlisted under the Scheme on some specified courses. The Government bears 50% of the course fee or Rs. 5000/- whichever is less and the trainee pays the remaining portion of the course fee. Job-Seekers should apply in SD-I form at District Emplyment Exchange,Balurghat for take the benefit of the scheme.

Selection of trades and courses : Emphasis was given on the development of skill needed for the Service Sector which is growing very fast ( as in West Bengal the Directorate of Industrial Training is catering mainly the needs of the Industrial Sector through various Training Programmes,) Some major trades like IT / ITeS, Para Medical & Health Care, Accounting & Finance, Retail Management, Communicative Skills, Export- Import Management, Hotel Management, Hospital & Health Management etc. were identified and available training providers both in Public & Private Sectors were enlisted. More than 800 Institutes or franchises under Organisations (like WEBEL) have so far been enlisted under the Scheme and 405 courses under 32 main trades have been identified by the Directorate of Employment. PART-II MOCK TEST FOR THE REGISTERED JOBSEEKERS- Mock-Tests (both Objective & Subjective type) for various job-oriented Competitive Examinations are conducted by the Directorate of Employment, West Bengal. The facility of Mock-Test is available to the registered job-seekers free of cost and no waiting period of registration is required. To appear in the Mock-Test registrants of Employment Exchanges should contact to District Employment Exchange,Balurghat and apply for mock-test in SD-II Form PART-III VOCATIONAL GUIDANCE/COUNSELLING OF THE JOB SEEKERS- The following main services are provided to the job-seekers under this programme: Special Coachingis provided for different job related competitive examinations. Candidates have to apply in SD-III form to the District Employment Exchanges,Balurghat to take the benefit of Special Coaching.

Career Corner- equipped with various career related books, journals, magazines etc. is established at District Employment Exchange,Balurghat Vocational Guidance Vocational Guidance programme is one of the basic activities of the Employment Service since inception.the objective of this programme is to help the young persons in their vocational choice and career planning in consonance with the realities of the Job Market by providing them with relevant information and guidance. This programmes are conducted both within and outside of the premises of Employment Exchanges. It is a day to day experience at the Employment Exchanges that Job seekers, their parents, guardians and sometimes representatives of social organisations approach for some information or the other regarding the job market, availability of vocational courses, competitive examinations etc.in order to cater to the needs of the applicants and the public at large. Following activities are being done at present by thedistrict Employment Exchanges Balurghat,under Employment Directorate - Employment Exchange level programmes o Within the premises- Individual Information Group Guidance Career corners (with Reading room facility) - available with 33 Employment Exchanges at present o Outside the premises of Employment Exchanges Career Talk - Seminars / Discussions are regularly being carried out in schools and colleges.
