PROGRAM UPDATES FAST Program Changes Technical Assistance Integrating New Services

FAST Program Changes Up to 20% of 5307 or 5311 funds can be used for ADA paratransit services for recipients meeting requirements. Enhanced Mobility of Seniors & Individuals with Disabilities Program (5310) Changes Pilot Program for Innovative Coordinated Access & Mobility (3006(b)) Coordinating Council on Access and Mobility

5310 Program Changes Allows states or localities that provide transit service to be direct recipients under this section Introduces a new Pilot Program for Innovative Coordinated Access & Mobility Requires Coordinating Council on Access and Mobility to produce a strategic plan to address coordination across the federal government Funding: $263M FY16; $268M FY17; $274M FY18; $280M FY19; $286M FY20

Pilot Program for Innovative Coordinated Access & Mobility (3006(b)) Competitively distribute funding for innovative projects that improve the coordination of transportation services with non-emergency medical transportation (NEMT) services Eligible recipients are existing partnerships with specific goals for improving coordinated transportation efforts in a given locality Funding is $2M in FY16 (~$7M), $3M in FY17, $3.25M in FY18, and $3.5M in FYs19&20

Strategic Plan Coordinating Council on Access and Mobility Roles & responsibilities of each agency Strengthen interagency coordination Develop cost-sharing policy Increase participation in locally developed, coordinated planning processes Examine and propose changes to Federal laws and regulations

Eligible Purposes Public Transportation: regular, continuing shared ride open to the public or a segment of public defined by age, disability or lowincome Potentially includes vanpool, microtransit, shared-ride taxis and other ride-splitting providers ADA paratransit services Alternatives to Public Transportation (5310, JARC 5307 /5311) Mobility Management

Recipients/Subrecipients and Contractors State and Local Governments Authorities may be recipients and subrecipients 5307, 5311, 5337, 5339: Recipients/subrecipients may contract out to the private sector 5310 Private nonprofits also may be subrecipients Other operators of public transportation also may subrecipients Recipients/subrecipients may contract out to the private sector

Additional Non-Transit Use FTA encourages non-transit uses of real property that can raise additional revenues or, at a reasonable cost, enhance ridership Incidental Use limited authorized non-transit use of project property acquired with FTA assistance (cannot conflict with transit use) Shared Use when a non-transit partner occupies a portion of a facility and pays its pro rata share of construction, maintenance Joint Development includes intermodal facilities
