STATE OF WEST VIRGINIA COUNTY OF HAMPSHIRE TO WIT: The Hampshire County Board of Education held a regular meeting, their second (2 nd ) meeting of the 2016-2017 school year, on Thursday, July 14, 2016, at 6:30 p.m. at the Offices of the Hampshire County Board of Education. The following Board members were in attendance: Mrs. Jean Shoemaker, President; Mr. Bernard Hott, Vice President and Mr. Gerald Mathias, Mr. John Ward, Jr. and Mrs. Bonita Wilcox, members. Mrs. Shoemaker called the meeting to order at 6:30 p.m. Prayer was given by Mrs. Shoemaker followed by the Pledge of Allegiance. Superintendent Crook recommended that Board members approve the agenda. Mr. Mathias moved approval with Mrs. Wilcox seconding the motion that passed unanimously. Selection/Appointment of Board members for the following committees: A. Mr. Hott was selected to serve on the Ten Year Plan (Comprehensive Educational Facilities Plan) Committee. B. Mrs. Shoemaker was selected to serve on the Community Criminal Justice Board. I. APPEARANCE(S): There were no appearances. II. APPROVAL OF MINUTES: Superintendent Crook recommended and Board members approved the July 5, 2016, Board of Education minutes. III. CONSENT AGENDA ITEMS: Superintendent Crook recommended that Board members approve the following consent agenda items: A. School Items: 1. The following fundraiser requests: Romney Elementary: General Fund: Lifetouch pictures sales, yearbook sales, fall basket raffle, Scholastic book fairs, Little Caesars pizza kit
sales, Krispy Kreme donut sales, School Mall program, relay for life basket raffle and hat days. Positive Behavior Plan Committee: school-wide walk-a-thon. Capon Bridge Middle: German Classes: advent calendar and chocolate sales. Romney Middle: Chorus: talent show, Paypal Social Media donations, hat days and Krispy Kreme donut sales. German Classes: advent calendar and chocolate sales. Hampshire High: Cheerleaders: Krispy Kreme donut sales and car wash. 2. The following requests from parents for their children to attend school in Hampshire County, (all reside in other counties), students are: Jacob Crook, Allison Beverlin and Evie Groves. 3. Employ John Applin as the Social Studies Fair Coordinator effective for the 2016-17 school year. b. Employ Troy Crane as Head Girls Soccer Coach at Hampshire High effective for the 2016-17 school year. c. Employ Lisa Meadows as Head Cheerleading Coach at Hampshire High School effective for the 2016-17 school year. d. Employ Carli Malcolm as School Bus Operator for After School Program at Hampshire High effective for the 2016-17 school year. e. Employ Jacqueline Fay as Cook for Summer Program at Hampshire High School effective August 2, 2016, through August 12, 2016, with one day of preparation. 5. Volunteers: a. a. Determine that the reason for the reduction in force of the Adult Basic Education position no longer exists (due to the ABE funding being restored) and therefore rescind the transfer and termination of the following individuals as per West Virginia Code 18A-4-7a (5): Sherri McCrory and Timothy Detwiler. b. Determine that the reason for the reduction in force for the Itinerant Classroom Aide/Transportation Aide for Augusta Elementary position no longer exists (due to increase in student needs) and repost position. c. Determine that the reason for the reduction in force for the Special Education Teacher at Springfield-Green Spring Elementary no longer exists (due to increase in student needs) and therefore rescind the transfer of the following individual as per West Virginia Code 18A-4-7a(5): Christopher Zembower and Cara Diehl. d. Rescind posting S17-501-31 Custodian at Hampshire High School due to lack of need. e. Re-employ Annette Fuqua and Toni Crawford as Substitute Teachers effective for the 2016-17 school year. Mr. Mathias moved approval with Mr. Hott seconding the motion that passed unanimously. IV. NON-CONSENT ITEMS: A. Superintendent Crook recommended that Board members approve the Memorandum of Understanding with the Region 8 Planning and Development Council regarding the foster grandparent program. Mr. Hott moved approval with Mrs. Wilcox seconding the motion that passed unanimously. B. Superintendent Crook recommended that Board members approve the TIR (Teacher In Residence) partnership with Glenville State College. Mr. Hott moved approval with Mrs. Wilcox seconding the motion that passed unanimously. C. Superintendent Crook recommended that Board members approve the procurement of bids for grounds maintenance (grass cutting/trimming/snow removal) at Hampshire High for the 2016-2017 school year. Superintendent Crook stated that if the county hired a replacement custodian the cost would be approximately $40,000.00. If an independent contractor could be hired for less than that, the county would save money. Also, equipment (mowers, etc.) could be used at other schools. Mrs. Wilcox moved approval with Mr. Hott seconding the motion that passed unanimously. V. WORK SESSION: The following topics were discussed: the harvesting of timber at Hampshire High, card reader doors locks, security cameras for schools, roof repairs, maintenance of air conditioning units, the well at Slanesville Elementary, parking lot repairs and the need for a ticket box at the high school. VI. COMMENTS: 4
1. Board of Education Mr. Ward stated that he would like to see more detailed information in the Board minutes to also include comments. 2. Superintendent - Dr. Crook requested that Board members give him permission to create a job description for an athletic trainer for the county. He stated that he had met with Barry Deuel with Winchester Physical Therapy. Mr. Deuel is willing to help the school system with this endeavor especially during football and soccer season.
