MANAGER S REPORT Period: June 28 August 16, 2017 Submitted By: J. Scott Chase, Town Manager 1. FY 16-17 Initiatives Update Updates on FY 16-17 Initiatives. Items completed have been removed from previous list. As noted before, the Town staff and leadership invites Town citizens and business owners to stay tuned as their input is important to the success of these endeavors: Election 2017: Candidate Orientation We would like to congratulate the candidates on their candidacy for Mayor and Board of Commissioners. Candidate orientation packets will go out at the end of August with a subsequent orientation session planned in October (TBD). All candidates are invited to stop by Town Hall to request information and/or simply stop by for a chat. To date all candidates are being copied on Board of Commissioners agendas. PEV Electric Charging Stations (Town Hall) Location of the charging station TBD at Town Hall (waiting to address possible parking lot reconfiguration). Deadline for grant reimbursement is January 2018. Breakfast and Evening Chats commenced (Next Morning Chat with Commissioners Keagy and Lister, TBA) Wayfinding Signs Planning is still underway for wayfinding signs. Designs have been created and the Committee will be evaluating design options in the coming days for recommendation to the Board of Commissioners for approval. The signs will include 3 points of destination and have been evaluated for their respective locations. EPA 319 Grant (new!!!) Grant Awarded on July 7, 2017!!!! Project includes the onsite retrofit of stormwater for all existing and proposed buildings/parking. The project will include the design/construction of 40 new permeable parking spaces. Town is presently in negotiation for purchase of property adjacent to Town Hall. The town would like to thank the County of Onslow for its support financially for the proposed project. The County has agreed to provide $17,500 towards the project and in addition waiver of fees for C/D materials for removal of the home located at 607 W. Corbett. Comprehensive Transportation Plan Want to provide input on the future of transportation in Swansboro? Everyone is invited to join us in viewing the Onslow County Comprehensive Transportation Plan (CTP) on September 6 from 4-7 p.m.
Town of Swansboro, NC Manager s Report (June 28 August 16, 2017) This open house meeting is informal and open to the public. The North Carolina Department of Transportation (NCDOT), along with our local planning partners have been in the process of developing the Onslow County Comprehensive Transportation Plan a 30-year multi-modal transportation plan. The CTP identifies present and anticipated local transportation needs and deficiencies and addresses those concerns. The goal for our public involvement session is to discuss proposed concepts, answer any questions and receive your comments on the CTP. In discussion with Division of Coastal Management (DCM) relayed that the Town is aggressively working on the Town s Strategic Plan in which we will develop a vision. The vision is necessary before embarking upon an update to the comp. plan. No concerns from DCM on project delay. NC Floodplain Mapping Program Appeal - The Town has received notification from the Federal Emergency Management Agency (FEMA) that the 90-day appeal window regarding the new preliminary Flood Insurance Rate Maps (FIRMs) and Flood Insurance Study (FIS), dated July 2016, is set to begin on August 16, 2017 (Attachment B). During this 90-day period, the North Carolina Floodplain Mapping Program (NCFMP) will only accept appeals submitted by the Town on a property owner s behalf regarding the preliminary revised FIRM and FIS report. The Town is happy to assist property owners who wish to provide an appeal to NCFMP regarding the preliminary revised FIRM and FIS. However, it is important to note that all appeals: (1) must be submitted during the 90-day appeal period; and, (2) must be supported by scientific or technical data. Appeals that are not based on scientific or technical data will not be considered by the NCFMP. The Town does anticipate submitting an appeal during the 90-day window and has been working with the County, other municipalities; and an engineering firm to assemble the technical and scientific information to support an appeal. Standing Committee, Commission, and Association Reports a. Highway 17 Association Update Patrick Flanagan stated new Board of Transportation members and have decided to keep the two corridor subcommittees. The HWY 17/64 Association subcommittee which all the board members from those participating counties sit down with NCDOT and get status updates that will continues to happen along with the HWY 70 subcommittee. Next meeting will be June 21 st in New Bern. b. Highway 70 Commission Update - Patrick Flanagan stated the commission met last week and got a long Kinston By-Pass update from the consultant working on that project, it is now funded in the draft STIP and a resolution from a number of communities in Lenoir County about the recent flooding and particularly the measurements the Army Corps take up stream that could reduce the flooding downstream. Craven County was putting the resolution on their agenda but wanted to add a measuring station. There was also a presentation of the natural gas pipeline that will run parallel to I-95. Next meeting will be July 20 th in Carteret County. Beth Bucksot stated that in Pamlico County, there are many of the drainage areas and tributaries are blocked up from old storm debris that slows the flow of water and floods the areas. She encourages other areas to look and this too. Patrick stated this was a topic and the issue was discussed. c. Logistics Update - Stephanie Ayers cargo volume in Morehead City has really come in, lot of activity in Wilmington, Container Carrier changes in alliances, great opportunity, able to secure four new container services in Wilmington will help in the financially perspective because it will allow to be able to invest more, not just in Wilmington but in Morehead City too. Have been in discussion with a large bulk customer in Morehead City, hope to secure over the summer, anticipate the military to ramp over the next month, and Spirit aero systems are staring to ramp back up. d. Transit Update - Kelly Walker stated that they are conversations regards to the better understanding, transportation development plan is ending, presentation to the commissioners will be June 19 th. Randy Cantor stated that they look forward to working with Kelly and breaking outside the lines to better serve the community. 7. NCDOT Division Reports a. c. Planning Branch: Behshad Norowzi stated that the Craven CTP is working on expanding the New Bern model to the entire county. The Onslow County CTP Update is the maps will be ready at the end of May 8. INFORMATION: Prioritization 5.0 Criteria Patrick Flanagan gave a presentation of the P5.0 Workgroup conclusion and draft criteria measurements and weights recommendation. He also went over the P5.0 schedule of events and deadlines through September 15 th 2017, the subcommittee has not met due to the acceleration of projects, waiting until the list is more solidified, so there is more of a clear picture of what we want to delete or modify. (Scott Chase appointed to subcommittee, first meeting slated for August 28) Anthony Prinz asked if voting on a draft STIP before showing to the public is appropriate. Jacksonville MPO is encouraging everyone to say something about it. Patrick stated he does not have a problem echoing that. 9. INFORMATION: Senate Bill 257 Patrick Flanagan stated that the RPO executive committee has been meeting with DOT management and some of the Senate and House of Representative transportation chairs to talk about the CTP documents and projects in that CTP that are not necessary prioritization ready and there needs to be a intermediary step to take those projects and do a deeper dive to rescope them to get them ready for prioritization. The RPO association has been discussion with DOT and the General Assembly potential mechanism to make that process to happen. Those are a couple of things considered in the budget and are asking members to reach out to encourage it puts in the House Budget too. There are two provisions (Section 34.8(a) and Section 34.8(b)) in the Senate Budget that are positive steps to help the RPOs compete on a more level playing field with our MPO peers. The new unit will help fill a much-needed gap in project scoping that RPOs don't have the staff or the support to do currently. There was a request for a synopsis for the members to use to get the message out to municipalities and to the League of Municipalities. 10. ACTION: Five Year Calendar FY17-22 DERPO is required to document the ongoing and planned future activities of the RPO for the next five fiscal years. This document should serve as the vision for guiding the RPO s future activities and should be used for guidance in the development of future PWPs.
