Cluster 10: Saint Patrick Parish, Hollandale; Immaculate Conception Parish, Blanchardville; Saint Michael Parish, Yellowstone; Saint Joseph Parish, Argyle 1. Provide one representative to serve on the (EMDT) for each of the following clusters with schools: a. Cluster 20 St. Joseph Catholic School, Dodgeville b. Cluster 120 Holy Rosary Catholic School, Darlington 2. As a Cluster, you should work with both neighboring Clusters (20, 120) and decide how you can best help to support those schools. Cluster 20, 120 and Cluster 20: Saint Joseph Parish, Dodgeville; St. Bernadette, Iowa County (Saint Bridget Parish, Ridgeway; Immaculate Conception Parish, Barneveld) 1. Create an Enrollment Management and Development Team (EMDT) consisting of members from: a. St. Joseph, Dodgeville b. St. Bernadette, Ridgeway and Barneveld (Each of these communities should be represented, even though they are merging into a single parish.) c. Cluster 30 (Ss. Mary and Paul, Mineral Point and St. Philomena, Belmont) d. Cluster 80 (Highland & Montfort) e. Cluster 10 (Hollandale, Blanchardville, Yellowstone and Argyle) 2. The EMDT should view St. Joseph as the regional school for all of Iowa County and involve the above Clusters to begin marketing efforts throughout all neighboring communities. 4. The EMDT should study the possibility of providing transportation from neighboring communities outside of the Dodgeville Area School District, where school buses are not provided by the local public school district. 5. The EMDT, working with the pastors and principals, should examine the tuition structure to make it equitable for all parishioners of the cluster. Cluster 30: Congregation of Saints Mary and Paul, Mineral Point; Saint Philomena Parish, Belmont 1. Provide a representative to the EMDT for Cluster 20 (St. Joseph Catholic School, Dodgeville) 2. Consider also providing a representative to the EMDT for Cluster 70 (Platteville) since St. Mary School in Platteville is closer to Belmont than St. Joseph School in Dodgeville. Clusters 20 and 70 and 4. Work with the EMDT in Cluster 20 to market and promote St. Joseph s and find ways to provide transportation to enable more families to take advantage of the school.

Cluster 40: Holy Ghost Parish, Dickeyville; Immaculate Conception Parish, Kieler; Saints Andrew and Thomas Parish, Tennyson Potosi 1. Create an Enrollment Management and Development Team (EMDT). All three parishes in the Cluster 50 and 3. The EMDT should look for ways to provide transportation to students who don t receive busing in order to make the Catholic schools in both Cluster 40 and 50 an accessible option for more families. 4. The EMDT, working with the pastors and principals, should determine how best to share resources between HGIC and Ss. Andrew Thomas. 5. The EMDT, working with the pastors and principals, should examine the tuition structure to make it equitable for all parishioners of the cluster. 6. In conjunction with the EMDT of Cluster 50 (St. Rose, Cuba City, St. Joseph, Sinsinawa, including Hazel Green and Benton), the EMDTs should begin immediately to conduct planning for the entire area both short term (e.g. joint marketing campaign) and long term (e.g. consolidation or regional school). Cluster 50: St. Rose of Lima, Cuba City; St. Francis de Sales, Hazel Green; St. Patrick, Benton; St. Joseph, Sinsinawa 1. Create an Enrollment Management and Development Team (EMDT). All four parishes in the Cluster 40 and 3. The EMDT should look for ways to provide transportation to students who don t receive busing in order to make the Catholic schools in both Cluster 40 and 50 an accessible option for more families. 4. The EMDT, working with the pastors and principals, should determine how best to share resources between St. Rose and St. Joseph. 5. The EMDT, working with the pastors and principals, should examine the tuition structure to make it equitable for all parishioners of the cluster. 6. In conjunction with the EMDT of Cluster 40 (Dickeyville, Kieler, Tennyson & Potosi) the EMDTs should begin immediately to conduct planning for the entire area both short term (e.g. joint marketing campaign) and long term (e.g. consolidation or regional school).

Cluster 60: St. Charles Borromeo, Cassville; St. Mary Help of Christians, Glen Haven; St. John, Patch Grove; St. Mary, Bloomington; St. Lawrence O Toole, Mount Hope 1. Create an Enrollment Management and Development Team (EMDT). All five parishes in the 3. Cluster 70: St. Augustine University Parish, Platteville; St. Mary, Platteville 1. Create an Enrollment Management and Development Team (EMDT) having representation from both parishes. 2. Invite a representative from Cluster 30 (Belmont & Mineral Point) to serve on the EMDT. 4. The EMDT should begin exploring new and innovative ways to market St. Mary s School in Platteville and throughout the area, especially given the new school facility. 5. The EMDT should work with the Education Commission to determine the timeline for specific events in the coming year that help showcase and market the school. Cluster 80: St. Thomas, Montfort; SS. Anthony and Philip, Highland 1. Provide a representative to the EMDT for Cluster 20 (St. Joseph Catholic School, Dodgeville) Cluster 20 and 3. Work with Cluster 20 and the EMDT to help market St. Joseph s school in your cluster. 4. Discuss with Cluster 20 other possible means of supporting the school as well as the feasibility of working together to provide transportation to students wishing to attend St. Joseph School.

Cluster 90: St. Mary, Fennimore; St. Clement, Lancaster; St. John Nepomucene, Castle Rock; St. Lawrence O Toole, Mt. Hope 1. Create an Enrollment Management and Development Team (EMDT). All four parishes in the 3. The EMDT should view St. Clement as a regional school of central northeastern Grant County and begin marketing efforts throughout all cluster and neighboring communities to raise St. Clement s profile and to strengthen the relationship between Lancaster and these communities. 4. Consider options for providing transportation from Fennimore to Lancaster so that the school is more accessible to families. Cluster 100: Immaculate Conception, Boscobel; St. John the Baptist, Muscoda; St. Joseph, Avoca; St. Malachy, Clyde 1. Provide one representative to serve on the EMDT for Cluster 90 (Lancaster et. al.) and Cluster 230 (Spring Green et al). Clusters 90 and 230 and 3. Consider options for providing transportation from the cluster to Lancaster/Spring Green so that the school is more accessible to families. 4. Consider the feasibility of establishing a school for this cluster Cluster 110: St. Matthew, Shullsburg; St. John, South Wayne; St. Joseph, Gratiot 1. Provide one representative to serve on the EMDT for Cluster 120 (Darlington et. al.). Cluster 120 and 3. Consider options for providing transportation from the cluster to Darlington so that the school is more accessible to families of the cluster. 4. Work with Cluster 120 to help market and support Holy Rosary School in Darlington. This includes continued support of fundraisers and school events as well as providing assistance marketing the school in the Cluster.

Cluster 120: Holy Rosary, Darlington; St. Michael, Calamine; Our Lady of Hope, Seymour; Immaculate Conception, Truman; St. Peter, Elk Grove 1. Create an Enrollment Management and Development Team (EDMT) with members from all five Cluster communities and including representation from Cluster 110 (Shullsburg et al). 3. The EMDT should view Holy Rosary as the regional school for all of Lafayette County and begin marketing efforts throughout all neighboring communities of the cluster and Cluster 120. 4. The EMDT should study the possibility of providing transportation from neighboring communities outside of the Darlington School District, where school buses are not provided by the local public school district. 5. The EMDT should consider the possibility of expanding Holy Rosary beyond the 4 th grade. 6. The EMDT, working with the pastors and principals, should examine the tuition structure to make it equitable for all parishioners of the cluster and the county. Cluster 130: St. Thomas Aquinas, Madison; St. Bernard, Middleton; St. Francis Xavier, Cross Plains; St. Peter, Ashton; St. Martin de Tours, Martinsville 1. Create an Enrollment Management and Development Team (EMDT). All five parishes in the There should only be one EMDT for the Cluster. 2. Membership on the EMDT should also include the following parishes from Clusters 180 and 170: a. St. Mary, Pine Bluff; St. Ignatius, Mt. Horeb; and Holy Redeemer, Perry, from Cluster 180 and b. St. Christopher (St. Andrew, Verona; St. William, Paoli; St. Patrick, Albany) from Cluster 170. 4. The EMDT should study complementary joint marketing efforts for both St. Peter and St. Francis in conjunction with the current marketing efforts undertaken by St. Ambrose. These efforts should include possibilities for partnership and mutual support among all three schools and all parishes in the cluster. 5. All three schools should collaborate regarding possible sharing of resources, including teachers and learning experiences (e.g. joint field trips, speakers, utilizing older students as tutors, aids, presenters etc.) 6. The EMDT should look for ways to provide transportation to students who don t receive busing in order to make the Catholic schools an accessible option for more families.

Cluster 140: Our Lady Queen of Peace, Madison; St. Maria Goretti, Madison; Blessed Sacrament, Madison 1. Create an Enrollment Management and Development Team (EMDT). All three parishes in the cluster should be represented on the EMDT as well as including membership from St. Christopher Parish (St. Andrew, Verona; St. William, Paoli) from Cluster 170. There should only be one EMDT for the Cluster. 3. The EMDT should undertake a program to actively market and promote all three schools to surrounding communities (West Madison, Verona, Fitchburg, etc.) 4. The EMDT should create a plan that includes specific ways to better share resources such as staff and personnel, resources, curriculum resources, learning opportunities, and professional development. 5. The EMDT should actively seek support for Catholic schools from the business community, both in direct grants and in programs. Cluster 150: Cathedral Parish, Madison; St. Paul University Catholic Center, Madison 1. Provide one representative to serve on the EMDT for Cluster 410 (St. James, St. Joseph, Madison). Cluster 410 and 3. The cluster should work with the EMDT to actively market and promote St. James School to surrounding communities (Downtown Madison, Isthmus, South Madison) 4. The cluster should work with Cluster 410 to create a plan that includes specific ways to better share resources within the cluster to support the school including providing tutors, coaches, teachers aides, volunteers etc. Cluster 160: St. Bernard, Madison; St. Dennis, Madison; Immaculate Heart of Mary, Monona; St. Peter, Madison 1. Expand your joint marketing committee into an Enrollment Management and Development Team (EMDT) by expanding its membership with persons from Cluster 190: a. Christ the King, McFarland b. St. Patrick, Cottage Grove 2. Survey the entire cluster and Cluster 190 and analyze the results to inform the EMDT strategy as well as that of 3. Continue with your joint marketing efforts and work to increase the collaboration that is currently occurring with marketing, sharing of resources, and financial support within the cluster. These efforts should be formalized by the EMDT in your annual cluster plan.

Cluster 170: St. Francis of Assisi, Belleville (St. Mary of Lourdes, Belleville; St. James, Dayton); St. Christopher (St. William, Paoli; St Andrew, Verona); St. Patrick, Albany 1. Provide one representative to serve on the (EMDT) for each of the following clusters with schools: a. Cluster 130 (St. Francis Xavier, St. Peter et al.) b. Cluster 140 (Maria Goretti et al.) c. Cluster 310 (St. Victor et al.) 2. Survey the entire cluster and analyze the results to inform each of the above EMDT strategies as well as 3. The EMDT, working with the pastors and principals, should determine how best to support Catholic schools in each of the above clusters. 4. The EMDTs and the principals of the above clusters should work to expand transportation opportunities to families in all parishes of the cluster especially to those who don t receive busing to make the Catholic schools more accessible to families. 5. The cluster, In conjunction with the EMDT of Cluster 130 and 140, should begin immediately to conduct planning for the entire area both short term (e.g. joint marketing campaign, bus transportation) and long term (e.g. possible new school). Cluster 180: St. Mary, Pine Bluff; St. Ignatius, Mt. Horeb; Holy Redeemer, Perry 1. Provide representatives from each parish in the Cluster to serve on the EMDT for Cluster 130 (Cross Plains et. al.) Cluster 130 and 3. Work closely with Cluster 130 to promote attendance at St. Francis Xavier within your cluster. Cluster 190: Christ the King, McFarland; St. Ann, Stoughton; Holy Mother of Consolation, Oregon; St. Patrick, Cottage Grove 1. St. Ann should create an Enrollment Management and Development Team (EMDT) and should include members from Holy Mother of Consolation. 2. Consider inviting people from Cluster 270 (St. Pius, Cambridge; St. Paul, Evansville and St. Joseph, Edgerton) to serve on the EMDT. and Cluster 160 and 4. The EMDT should promote St. Ann s as a regional school with marketing efforts including communities in south central and southeastern Dane County as well as northern and north eastern Rock County. 5. Christ the King and St. Patrick should continue their efforts in support of the Catholic schools at Immaculate Heart of Mary, Monona and St. Dennis, Madison. 6. Christ the King and St. Patrick should each provide a representative on the (EMDT) for Cluster 160 (St. Dennis and IHM et. al.).

Cluster 200: Sacred Hearts of Jesus and Mary, Sun Prairie; St. Albert the Great, Sun Prairie; St. Joseph, East Bristol; St. Olaf, DeForest 1. Create an Enrollment Management and Development Team (EMDT). All four parishes in the 2. Provide a representative from St. Olaf to serve on the Cluster 210 EMDT. 4. The EMDT should explore marketing and development opportunities within the Cluster, using the partnership between St. Albert the Great and Sacred Hearts as a model to implement throughout the Cluster. 5. The EMDT and those of Cluster 330 (St. Jerome, Columbus) together with their principals should create a plan that includes specific ways to share resources and collaborate. This could include such as staff and personnel, curriculum resources and experiences, joint faculty and grade level meetings, and professional development. Cluster 210: St. John the Baptist, Waunakee; St. Mary of the Lake, Westport 1. Transition the work of the existing marketing committee into an Enrollment Management and Development Team (EMDT). 2. Both parishes in the cluster and St. Olaf from Cluster 200 should be represented on the EMDT. Cluster 200 and Cluster 220: St. Francis, Lake Mills; St. Joseph, Waterloo; St. Mary of the Nativity, Marshall; St. Mary Magdalene, Johnson Creek 1. Create an Enrollment Management and Development Team (EMDT). All four parishes in the 3. Cluster 230: St. John the Evangelist, Spring Green; St. Luke, Plain 1. Transition the work of the Joint School Task Force into an Enrollment Management and Development Team (EMDT), continue your planning toward an integrated school environment (i.e. single school community), and integrating this with the cluster s parish planning efforts. 2. Survey the entire cluster and surrounding area (east toward Arena and west toward Lone Rock) and analyze the results to inform the EMDT strategy as well as that of EMDTs throughout the diocese. 3. Explore the possibility of providing a van or a bus to transport students between St. John s and St. Luke s to increase attendance within the cluster. 4. The EMDT and the EMDT of Cluster 350 (Reedsburg et al.) should work together with their principals should create a plan that includes specific ways to share resources and collaborate. This could include such as staff and personnel, curriculum resources and experiences, joint faculty and grade level meetings, and professional development. Cluster 240: St. John the Baptist, Jefferson; St. Lawrence, Jefferson; St. Mary Help of Christians, Sullivan 1. Create an Enrollment Management and Development Team (EMDT). All three parishes in the The EMDT should give special consideration to communications with the EMDTs of Cluster 220 (Waterloo et al), Cluster 250 (Watertown), and Cluster 260 (Ft. Atkinson et al) Clusters 220, 250, and 260 and 3. The EMDT should work with the Cluster 220 EMDT to actively market in the Johnson Creek area and exploring transportation possibilities for families who live in that vicinity. 4. The EMDT should explore ways to work with St. Joseph School in Ft. Atkinson and the Cluster 260 EMDT to share resources, including staff, joint ordering of supplies, curricular opportunities and staff development opportunities. Cluster 250: St. Bernard, Watertown; St. Henry, Watertown 1. Transition the work of the Joint School Commission into an Enrollment Management and Development Team (EMDT). 3. Continue to provide shared curricular activities and school functions, including the sharing of staff development, joint faculty meetings, etc. 4. The EMDT should work with the Cluster 220 EMDT and Cluster 240 EMDT to actively market in the Johnson Creek area and exploring transportation possibilities for families who live in that vicinity.

Cluster 260: St. Mary, Palmyra; St. Joseph, Fort Atkinson 1. Create an Enrollment Management and Development Team (EMDT). Both parishes in the 2. Consider having mutual representation with EMDT of Cluster 240 (Jefferson) to facilitate partnering with them for the sharing of resources. 3. The EMDT should explore ways to work with St. John School in Jefferson and the Cluster 240 EMDT to share resources, including staff, joint ordering of supplies, curricular opportunities and staff development opportunities. 4. Survey the entire cluster and analyze the results to inform the EMDT strategy as well as that of Cluster 240 EMDT and Cluster 270: St. Augustine, Footville; St. Paul, Evansville; St. Joseph, Edgerton 1. Provide representatives to serve on the Enrollment Management and Development Team (EMDT) for each of the following clusters with schools: a. Cluster 280 Janesville b. Cluster 190 St. Ann s Catholic School, Stoughton Clusters 190 and 280 and 3. As a Cluster, you should work with both neighboring Clusters (190, 280) and decide how you can best help to support those schools of those clusters. Cluster 280: St. John Vianney, Janesville; St. Mary, Milton; St. Patrick, Janesville; Nativity of Mary, Janesville; St. William, Janesville 1. Create an Enrollment Management and Development Team (EMDT). All five parishes in the 2. Survey the entire cluster (including Milton) and analyze the results to inform the EMDT strategy as well as that of 3. The EMDT should immediately begin a marketing campaign for Janesville Catholic Schools that includes information for each of the four schools. 4. The EMDT should actively seek support for Catholic schools from the business community, both in direct grants and in programs. 5. The cluster schools should continue exploring ways to cooperate, save money and share resources, including staff, student learning opportunities, the joint ordering of supplies and textbooks, and the continuation of the All Catholic Schools Masses and celebrations. 6. The EMDT should consider and explore the possibility of creating a regional school system which should include the possibility of a different usage of current school buildings.

Cluster 290: St. Jude, Beloit; St. Thomas the Apostle, Beloit; St. Stephen, Clinton; Our Lady of the Assumption, Beloit 1. Transition the work of the Joint Planning Group into an Enrollment Management and Development Team (EMDT). All four parishes in the cluster should be represented on the EMDT. 3. Continue to expand the options for this cluster, such as school consolidation and establishing the academy model at Brother Dutton, as well as exploring new possibilities. Cluster 300: St. Aloysius, Sauk City; St. Norbert, Roxbury; St. Barnabas, Mazomanie; St Mary, Merrimac; St. John the Baptist, Mill Creek 1. Create an Enrollment Management and Development Team (EMDT). All five parishes in the 3. Increase your marketing efforts to all Cluster parishes using the flat tuition rate for all families who are members at Cluster parishes. Cluster 310: St. Victor, Monroe; St. Rose of Lima, Brodhead 1. Create an Enrollment Management and Development Team (EMDT). Both parishes in the cluster and St. Patrick from Cluster 170 should be represented on the EMDT. 3. The EMDT should view St. Victor s as the regional school for all of Green County. Efforts should be made to raise the profile of St. Victor s in the Monroe community and to market to area communities outside of the cluster, such as Monticello, Argyle, Juda, and South Wayne. 4. The EMDT should actively seek support for Catholic schools from the business community, both in direct grants and in programs. Cluster 320: St. Cecilia, Wisconsin Dells; St. Joseph, Baraboo 1. Create an Enrollment Management and Development Team (EMDT). Both parishes in the 3. The EMDT should explore the possibility of providing student transportation between Wisconsin Dells and Baraboo. 4. The EMDT and those of Cluster 350 (Reedsburg, et al) and Cluster 370 (Portage et al) should undertake a joint program to actively market and promote all three schools to surrounding communities. 5. The three EMDTs together with their principals should create a plan that includes specific ways to share resources and collaborate given St. Joseph s central location. This could include such as staff and personnel, curriculum resources and experiences, joint faculty and grade level meetings, and professional development.

Cluster 330: St. Jerome, Columbus; St. Joseph, Rio; St. Patrick, Doylestown 1. Create an Enrollment Management and Development Team (EMDT). All three parishes in the 2. Survey the entire cluster including Milton and analyze the results to inform the EMDT strategy as well as that of 3. The EMDT and those of Cluster 200 (Sacred Hearts, Sun Prairie) together with their principals should create a plan that includes specific ways to share resources and collaborate. This could include such as staff and personnel, curriculum resources and experiences, joint faculty and grade level meetings, and professional development. Cluster 340: St. Patrick, Lodi; St. Thomas the Apostle, Poynette; St. Michael, Dane 1. Create an Enrollment Management and Development Team (EMDT). All three parishes in the 3. The EMDT should work closely with the pastors and their respective Pastoral and Finance Councils to create a plan for fundraising and the establishment of an endowment for the school. 4. Begin active marketing of St. Michael s Catholic School in the communities and parishes of the cluster. The EMDT should look for ways to provide transportation to students who don t receive busing in order to make the Catholic schools an accessible option for more families. 5. The EMDT and the EMDT of Cluster 230 (Spring Green, Plain) should work together with their principals should create a plan that includes specific ways to share resources and collaborate. This could include such as staff and personnel, curriculum resources and experiences, joint faculty and grade level meetings, and professional development.

Cluster 360/400: St. James, Neshkoro; St. John the Baptist, Princeton; St. John the Baptist, Montello; Good Shepherd, Westfield 1. Create an Enrollment Management and Development Team (EMDT). All four parishes in the 2. Invite Cluster 390 (Holy Family, St. Mary, Pardeeville & St. Andrew, Buffalo) to send representatives to participate as members on the EMDT. 4. The EMDT should promote St. John s as a regional school for western Green Lake County and all of Marquette County with efforts to include the marketing, recruitment, and discussion about the transportation of students from the Montello area. 5. Expand the model of mutual financial support currently practiced by Princeton and Neshkoro to all parishes in the cluster. 6. The EMDT should foster close connections with neighboring public school districts. 7. The EMDT should explore possibilities for greater collaboration (e.g. joint marketing campaign) and sharing of resources with All Saints Catholic School, Berlin. Cluster 370: St. Mary Help of Christians, Briggsville; St. Mary of the Immaculate Conception, Portage 1. Create an Enrollment Management and Development Team (EMDT). Both parishes in the 2. Invite Cluster 390 (Holy Family, St. Mary, Pardeeville & St. Andrew, Buffalo) to send representatives to participate as members on the EMDT. 4. The EMDT should promote St. Mary s as a regional school in Columbia County and look beyond the Cluster for marketing, recruitment, and transportation opportunities. 5. The EMDT should work closely with the Pastoral Council to continue the work begun on providing scholarships for students from Briggsville. Community businesses should also be invited to contribute to this effort. Cluster 380: All Saints, Berlin; Our Lady of the Lake, Green Lake 1. Create an Enrollment Management and Development Team (EMDT). Both parishes in the Invite a representative from Cluster 390 (Pardeeville, et al) to be a member of the EMDT. Cluster 360 and 3. The EMDT should promote All Saints as a regional school in Green Lake County and look beyond the Cluster for marketing opportunities. 4. Cluster 390: Holy Family, Green Lake County; St. Mary of the Most Holy Rosary, Pardeeville; St. Andrew, Buffalo 1. Provide representatives from St. Mary of the Most Holy Rosary and St. Andrew to serve on the Enrollment Management and Development Team (EMDT) for Cluster 370 (Briggsville & Portage). 2. Provide representatives from Holy Family to serve on the Enrollment Management and Development Team (EMDT) for Cluster 360 (Princeton et. al.). Cluster 360 and Cluster 370 and 4.
