Village of Hammondsport June 14, 2016 Meeting Minutes The Village of Hammondsport Board of Trustees held its regular monthly board meeting on Tuesday June 14, 2016 at 6:00 p.m., 18 Water Street, Hammondsport, NY. PRESENT: Mayor Emery L. Robbins, Terry Bretherton, Joshua Robinsons, Paul Albee, Rod Enoch, Suzanne Geisz, Paul Geisz, John Jensen, Cindy Tallo BUSINESS MEETING Minutes: On motion of Trustee Green and seconded by Trustee Luppino and carried, all voting Aye to approve the May 10, 2016 meeting minutes. Abstract: On motion of Trustee Pulver and seconded by Trustee Keck and carried, all voting Aye, RESOLVED, that the Clerk-Treasurer is hereby authorized to pay General Fund Abstract #4, claim #87-126 totaling $40,567.33 and Water Fund Abstract #4 claim #35-47 totaling $16,502.89. Department Reports DPW/Water: Street Department activities for May were brush pickup, cut down trees, fixed drainage in parking lot at beach, swept streets, cleaned up stump grindings, mowed, painted band stand floor, top soil, striped basketball court, mulched parks, cold patched, fixed walk on Pulteney Street, opened beach. Activities for Water Department for May were pump house maintenance, changed filter, ran tank truck, flushed hydrants, residuals, samples, UFPO, water meeting, cleaned tank truck, fixed water line at Van Scoter, Meter repairs, mowed reservoirs and pump house, read meters, fixed risers for new black top. Clerk s Office: Clerk Martuscello submitted a written report of the Clerk s Office. Activities included Welcome Letter, Time Warner Franchise Agreement, Planning Board meeting minutes, and noting Void check #3461 Water Fund to Blair Supply for $343.84 and credit F8340.4.
Resolution for Hammondsport Chamber: Trustee Green made a motion seconded by Trustee Keck WHEREAS, the Village of Hammondsport supports the efforts of the Hammondsport Chamber of Commerce to help business owners within the targeted area to improve facades, renovate buildings, and enhance the streetscape. NOW, THEREFORE, BE IT RESOLVED that the Village Board for the Village of Hammondsport does hereby support the efforts of the Hammondsport Chamber of Commerce for the purpose of the 2016 Main Street Grant, and be it further RESOLVED, that the Village Board for the Village of Hammondsport will review any request made by the Hammondsport Chamber of Commerce on a need by need basis, beginning on the date of this resolution. ROLL CALL VOTE: Mayor Cummings - Aye Trustee Pulver - Aye Police: Police Sergeant Sincerbox submitted a written report of the Police Department for May 2016. Activities included 23 calls for service, 3 criminal complaints, 3 criminal complaints closed, 6 traffic stops, 2 warnings issued, 5 traffic tickets issued, and 8 parking tickets issued 0 motor vehicle accidents. Parks: Trustee Luppino discussed the bathrooms at Champlin beach and the confusion of them not being open Memorial Day. They are now open every day through Labor Day. Some issues arose with the new dock regarding the swim program and have been resolved. Trustee Luppino presented a letter he has written in support of the Curtiss Park Bridge. He is asking the Village Board to also write a letter to the Waterfront Revitalization Committee in support of the Curtiss Park Bridge as well as donate $5000 toward the cost. The cost of the bridge is $72,000. Total cost of the Curtiss Park Bridge and trail is $315,000. The Town of Urbana is to donate $95,000 in in-kind and 50% of the cost will come from State and Federal Grants. The Hammondsport Chamber is donating $5000. Trustee Luppino made a motion seconded by Trustee Keck to authorize the Village of Hammondsport to donate $5000 toward the Curtiss Park Bridge and Trails Project and write a letter to the Town of Urbana in support of the project. Trustee Green made a motion seconded by Trustee Pulver to write a letter from the Village to the Town of Urbana in support of the Curtiss Park Trail and Bridge Project. KWIC: Trustee Green reported that KWIC is working on certified trout streams coming into the lake and determining Zone 1. Liaison Report: Trustee Keck submitted a report of the meetings attended which included Waterfront Revitalization, Town Board, and Village Planning Board. Trustee Luppino made a motion seconded by Trustee Green and carried, all voting Aye to accept the Department Reports. Beautification Committee: No Report OLD BUSINESS Local Law, Registration of Rental Housing: There was a notification in the June Newsletter and several property owners have filled out the registration form. Many have questions. Suzanne Geisz submitted a letter regarding her concerns and the Mayor will call the Building Inspector to have him call Ms. Geisz. The board realizes this is a work in progress and there will be many questions to work out. Time-Warner Franchise Agreement: A revised proposal for franchise renewal was received from Time Warner Cable which is now Charter Communications. The renewal has a Franchise Fee of 3% and a term of 10 years. On motion of Trustee Luppino and seconded by Trustee Pulver, RESOLVED, THAT THE Village of Hammondsport will hold a Public Hearing on Tuesday July 12, 2016 at the Village Office, 18 Water Street, Hammondsport regarding renewal of the cable franchise agreement by and between the Village of Hammondsport and Time Warner Cable.
Wastewater Study for Business District: The Board received a letter from Fagan Engineers and a bill for work completed. The project is on hold until permission is received from the property owner to perform testing or the village decides to take another approach. NEW BUSINESS Applications: Park Use: Trustee Luppino made a motion seconded by Trustee Keck and carried, all voting Aye to approve the Park Use Application submitted by Josh Rosenbloom for use of Pulteney Park for 3 rd Annual Union Block Concert in the Square and approval of Cider Creek and Steuben Brewery tasting on Wednesday June 29, 2016 from 6:00 p.m. to 8:00 p.m. On motion of Trustee Pulver and seconded by Trustee Keck and carried all voting Aye to approve the Park Use Application submitted by Urbana Lodge for Hammondsport Craft Show August 20 and 21. Parade Permits: On motion of Trustee Pulver and seconded by Trustee Luppino and carried all voting Aye to approve the Parade Permit submitted by Hammondsport Central School for September 30, 2016, 5:00 p.m. On motion of Trustee Keck and seconded by Trustee Pulver and carried, all voting Aye to approve the Parade Permit submitted by Citizen Hose Company for a parade on Saturday July 2, 2016, 5:00 p.m. Mayor Cumming noted that the Village has received letters of support for the Curtiss School rezoning from Karin Fice, Scott Sprague, Rochele Locey, and Carolyn Spiller. New York Planning Federation Membership: On motion of Trustee Keck and seconded by Trustee Luppino to approve Village of Hammondsport to become a member of the New York Planning Federation at annual dues of $250. Hammondsport Chamber: On motion of Trustee Green and seconded by Trustee Pulver to approve spending $150 to support the Hammondsport Chamber of Commerce Music in the Park for 2016 season. PUBLIC Cindy Tallo asked the board if the Village received the Full EAF for the Curtiss School Rezoning from her attorney. Mayor Cummings stated that nothing has been received. Trustee Green wanted it noted on record that the Village has not received any new information from the applicant since the April 12, 2016 board meeting. Trustee Luppino discussed the website proposal by Pat Cahill from Sharp notions from last month s meeting. The board agreed to stay with the current website provider and agreed that it was too much money to spend.
