Request for Continuation of Waiver to Policy 2510, College Classes Board Memo #323-07-08 (Tab 7) All Harrison County high schools are requesting a waiver to West Virginia State Board of Education Policy 2510, the 8100 Minute Requirement for College Courses. The objective of the waiver is to allow students to earn college credit while in high school. This will also allow students who have demonstrated mastery of instructional grade level objectives to advance to higher level courses. G. Student Teacher Agreement with WVU Board Memo #324-07-08 (Tab 8) This letter of agreement between Harrison County Schools and West Virginia University School of Nursing is for placement of student nurses in our schools. 2

We solicited bids from four vendors. One bid was received and is acceptable for review and award. Bid results are provided below: * A. OTHER NEW BUSINESS (Action Needed) A. First Reading of Revision to Policy 4406, Wellness Board Memo #327-07-08 (Tab 10) We are required to amend the HCS Wellness Policy every two years. The changes made are to align the Harrison County Wellness Policy with the West Virginia Standards for School Nutrition, Policy 4321.1 effective July 1, 2008. B. Cost of Additional Paid Day for 200-Day Employees Board Memo #235-07-08 (Tab 11) The cost of extending the 200-day employee contracts by one day is approximately $285,159. This amount includes the daily rate, social security, retirement, and workers compensation for both professional and service employees. In addition, legal counsel has advised that this extension would become an obligation of the board in future years only if, in authorizing it for this year, the county board somehow makes the extra day a part of the employees contracts. This could happen implicitly, without actually mending the written contracts and for that very reason the board should be very cautious about approving and implementing the extra day of compensation. The extra day must also be optional and not required. I am providing this information for your consideration. IX. OLD BUSINESS CONSENT (None) X. BUILDING PROGRAM (Action Needed) A. Bid Results Demolition of Simpson Dwelling and Lost Creek Bus Garage Board Memo #328-07-08 (Tab 12) On June 9, 2008 bid were opened for and demolition of Lost Creek Bus Garage and Simpson Elementary School Dwelling. Application for Payment #4 (Final) from Thermal Balance for Mountaineer Middle School (SBA) Board Memo #330-07-08 (Tab 16) Application for Payment #4 (final) in the amount of $4,694.80 from Thermal Balance, Inc., is for the testing and balancing of HVAC equipment at Mountaineer Middle School. This project is being funded with local funds and SBA funds. This request has been approved by our staff. F. Application for Payment #26 (Final) from City Window Company for Mountaineer Middle School (SBA) Board Memo #332-07-08 (Tab 17) Application for Payment # 26 (Final) from City Window Company in the amount of $2,490.49 is for Mountaineer Middle School (SBA). This project is being funded by the SBA and has been approved by our staff. XI. INFORMATION (No Action Needed) A. Reports: 1. In-State Travel Study and Transportation Report - Board Memo #322-07-08 (Tab 18) A listing of in-state travel study and transportation requests has been submitted to and approved by the superintendent. This list is for information only. 2. Board Financial Report for May 2008 Board Memo #334-07-08 (Tab 19) The financial report is for the month of May 2008. This report includes all financial activity for the month, including income statement and balance sheet accounts for Harrison County Schools. It also contains balance sheet accounts for the agency funds of the United Technical Center and RESA VII. This is for your information. XII. PERSONNEL (Action Needed) A. Personnel and Personnel Matters Board Memo #321-07-08 (Tab 20) Personnel recommendations for professional and service positions will be considered and/or approved.
