Welcome and Introduction of Attendees Chairman Delp called the meeting to order and led the pledge. 2. Approval of April 20, 2016 Meeting Minutes A motion was made by Mr. Dilmore to approve the minutes and seconded by Mr. Coulter. Motion to: Approve the April 20, 2016 meeting minutes Vote: Approved Unanimously 3. Report of the Statewide Training Task Force (TTF), LEPC Chairperson s and Staff, and the State Emergency Response Commission (SERC) Meetings of July 14-15, 2016 Lt. Smith provided the TTF report. He stated that the standard field operations guide (FOG) is finalized and has been sent forward for final approval. A list of possible training props for the hazmat teams has been finalized. Operation Integration, an exercise based on offshore incidents, will take place on August 31 st and September 1 st in Palm Beach County. There will be land-based typical hazmat responses and search and rescue responses. September 1 st will be the search and rescue component with scenarios. Ten representatives from TTF will attend the exercise. Lt. Smith further discussed a need for more Liquefied Natural Gas (LNG) training. Locomotives are changing to hybrids and cruise ships are converting to LNG versus diesel fuel. Chairman Delp provided the LEPC Chairman s committee report. He stated that the Hazard analysis working group is making suggestions for upcoming changes in the Tier II forms. Chairman Delp discussed that the Hybrid 160 Hazmat Technician course is gaining momentum from the state. Scott Chapel and Matt Marshall started assessment teams to assess hazmat teams but they have become overburdened. The LEPC can help with the assessments. The state will send forms. Chairman Delp also stated that we can perhaps reach out to other Fire Departments in our region as well as our military partners. Site visits only take about half of a day. Chairman Delp stated that the next SERC meeting will possibly be October 6 th and 7 th or the 13 th and 14 th in Sandestin.

It included a graph of statewide incidences from January 1, 2002 through May 31, 2016. 4. LEPC Subcommittee Reports a. Nominations i. LEPC Chair and Vice Chair Mr. Bingle discussed that the Nominations Subcommittee elected to nominate status quo; Chairman Richard Delp to remain as the chairman and Lt. Anthony Smith to remain as Vice Chairman. A motion was made by the subcommittee to approve the nominations for chairman and vice chairman and seconded by Mr. Coulter. Motion to: Elect Chairman Delp to continue to serve as the LEPC chairman and Lt. Anthony Smith to continue to serve as the LEPC Vice Chairman. Vote: Approved Unanimously ii. SERC Thomas Yatabe Award Mr. Bingle discussed that the Nominations Subcommittee would like to nominate Capt. Steve Park for the Thomas Yatabe Award. A motion was made by the subcommittee to approve the nomination of Capt. Steve Park for the Thomas Yatabe Award and seconded by Mr. Dosh. Motion to: Nominate Capt. Steve Park for the Thomas Yatabe Award Vote: Approved Unanimously Mr. Bingle discussed that the Nominations Subcommittee would like to recommend Mr. Ken Coulter for the SERC Certificate of Appreciation. A motion was made by the subcommittee to approve the recommendation for Mr. Ken Coulter for the SERC Certificate of Appreciation and seconded by Mr. Dilmore. Motion to: Recommend Mr. Ken Coulter for the SERC Certificate of Appreciation Vote: Approved Unanimously b. Education and Public Awareness Ms. Ahlen spoke on behalf of Ms. Powell. The Education Subcommittee met on July 19, 2016, through telephone conference. The subcommittee recommends that the social media campaign to celebrate the 30 year anniversary of the Emergency Planning Community Right to Know Act (EPCRA). This campaign be pushed out during the district s Hazmat Awareness Week, recommended to be held during the week of September 19 th. Ms. Powell discussed going out to every county to ask for resolutions to recognize the 30 years of EPCRA. The subcommittee would like to invite hazmat teams to help receive the resolutions. For that week, a tentative daily schedule was put out for activities, education, and training. Day five includes highlighting the hazmat teams training and what they do.

Motion to: Approve schedule for Hazmat Awareness week to include the hazmat teams training and what they do. Vote: Approved Unanimously c. Exercise Design Chairman Delp was pleased to announce that Captain Howard is stepping up to help as the Exercise Design Subcommittee chairman and will chair the next LEPC exercise, tentatively scheduled in Bay County. d. Transportation and Planning Captain Parks discussed the current project: a Commodity Flow Study. The project is almost completed. A workshop has been scheduled for August 8 th to review the draft report. e. Training Mr. Coulter stated that the subcommittee discussed having a workshop for modifying and revising agendas for training. Mr. Coulter stated that the West Florida LEPC training trailer and props are outside for everyone to see. Mr. Coulter further discussed what can be brought to different sites for training using the trailer and that he can put out a list of trainings offered through the LEPC. There are three hazmat teams that have been cross training with each other and it has provided great opportunities and positive feedback. 5. West Florida LEPC Training Trailer Presentation Mr. Coulter and Capt. Chandler provided a tour of the West Florida LEPC hazmat training trailer and props. 6. Membership a. Applications received Chairman Delp asked for a motion for Ms. Connie Welch to become an alternate member for Ms. Lynne Abel. A motion was made by Mr. Dosh and seconded by Lt. Smith. Motion to: Approve Ms. Connie Welch to become an alternate member for Ms. Lynne Abel Vote: Approved Unanimously b. Subcommittee member assignments Chairman Delp discussed subcommittee member assignments and alternate members filling in for primary members. Chairman Delp further stated that a list will be sent out indicating the members and chairs for each subcommittee.
West Florida LEPC DRAFT Meeting Minutes 5 Page 7. New Business The Chemical Safety Board is looking at LEPCs becoming more involved in fixed facility training. Funding for safety plans may become available, but there is nothing in concrete as of yet. Mr. Dunn stated that there are Area Committee Meetings scheduled for October 18 th in Franklin County and October 19 th with the location to be determined.
