One of my final accomplishments was to assemble a team that facilitated the annexation and development of a 1,300-acre master planned community, Barefoot Lakes with Brookfield Residential. I have provided interim management, finance modeling, economic development review, organization assessment and complex negotiations on district formation, land use and water resource management. Professional Highlights Continued: Successfully coordinated the Town s disaster response to the 2013 five hundred year flood to provide emergency relief and coordinated core services to residents in the area. Thousands of residents were stranded and without basic services. This was one of the worst natural disaster in the area in decades. Successfully obtained voter approval for a perpetual multi-million dollar dedicated Streets and Parks Improvement sales tax increase and bond to construct, renovate and maintain public transportation infrastructure and community parks. (Firestone). Successfully obtained voter reauthorization for sales tax for parks. (Fort Lupton). Created a new organization structure to provide greater utilization of resources and provide leadership development opportunities. Instituted leadership development program. Facilitated the creation and implantation of an Urban Renewal Authority and three distinct plan areas to rehabilitate urban blight areas. Each of the plans requires over ten separate intergovernmental agreements and have the potential to generate millions of increment revenue for infrastructure rehabilitation. Successfully negotiated the Firestone City Centre retail agreements to facilitate the planned development for over a million square feet of commercial retail. Created and managed a business expansion and retention incentive program designed to attract and assist small business in the community.

Successfully implemented a comprehensive development fee analysis to equitably distribute costs for the provision of parks/trails, drainage, transportation, and public facilities. Successfully negotiated Intergovernmental Agreements with other municipalities and special districts to jointly plan for future development, recreation amenities, and transportation matters. Further strengthen the intergovernmental agreements and relationship with the local fire, water, school, and recreation district as well as the County to further integrate the services provided in the community. Instigated a broadband market review to assist the elected official's strategic review of the opportunities, obstacles, options that are inherited in pursuing an initiative. Successfully negotiated Intergovernmental Agreements with other municipalities to jointly plan for future development including the establishment of water and sewer services agreements.

TOWN OF FIRESTONE - PRESS RELEASE Release Date: May 25, 2016 Released By: Town of Firestone Board of Trustees Contact: Mayor Paul Sorensen Subject: Town Board Announces Resignation of Town Manager Wesley LaVanchy (Firestone, CO) The Firestone Town Board today announced that Firestone Town Manager Wesley LaVanchy is resigning effective June 17, 2016 after serving seven years as the Town's top administrator. "Wes has led by example during his tenure with Firestone. The Town's accomplishments and our great staff are a reflection of Wes's values and leadership. We have been blessed to have Wes as our Town Manager leading our team of dedicated and highly skilled public servants," said Firestone Mayor Paul Sorensen. "Wes always placed Firestone's interests first and constantly asked the question of what was best for Firestone. I will personally miss my frequent contact with Wes and his balanced and proactive approach to leading the Town," Mayor Sorensen added of Mr. LaVanchy's service to the Town. Mayor Sorensen stated the resignation was arrived at mutually and not the result of any specific disputes. Mr. LaVanchy's tenure as Town Manager spanned a period of rapid growth and expansion, during which the Town was consistently rated one of the best small towns in which to live, as well as one of the best communities for home values and one of the safest small towns in the state and nation. Board members acknowledged several noteworthy accomplishments under Wes's leadership, including the Town's Streets and Parks Sustainability Initiative; the successful annexation of the Barefoot Lakes Master Planned Community; the implementation of urban renewal efforts for three plans areas within the Town, and nine straight years of receipt of the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association (GFOA) of the United States. Board members also commended Wes' leadership in managing the Town's 2013 flood emergency response, overseeing the development of the Town's organizational structure and capacity, and furthering the Town's position as a recognized leader in local, regional and statewide engagement with its public entity partners. "Wes's service to the Town has from day one been exemplified by proactive engagement and problem-solving. His leadership, as well as his significant experience and familiarity with the Town, will be missed," Mayor Sorensen said. Previous to serving as Town Manager, Mr. LaVanchy served the Town as Director of Operations and Finance Director. During his tenure, he also represented the Town on a variety of board and committees, including the Colorado City & County Mangers Association Board of Directors, Metro North Chamber Board of Directors, National League of Cities - Community and Economic Development Committee, UpState Colorado Economic Development Board of Directors, and Colorado Municipal League - Policy Committee. Wesley plans to take some time away to spend with family and then move forward with other career opportunities and development.

Mayor Sorensen stated the Town Board would at future meetings discuss the process for recruitment of a successor to Mr. LaVanchy.
