Overview County Board action is requested to approve the Economic Development Incentive (EDI) performance grant agreement and accept and allocate the $250k in EDI funds and appropriate and administer the EDI grant funds. Economic Development Incentive Grant Award Amount: $250k Overview Discretionary grant for priority economic development projects Competition with another state Award amount based on ROI for Arlington Structure Pay-for-performance SineWave receives grant disbursement based on performance of prior year s new job and leased square feet performance targets No grant payment if performance is below 90% of performance targets At end of performance period, repayment of prior funds received if below 90% of performance targets Annual reporting requirements Targets New jobs: 391 Leased square feet: 10,000 SF Attract five Capital Providers SineWave & Capital Providers will conduct at least 10 investment reviews annually with Arlington companies SineWave will conduct multiple annual educational events 7
Incentive Consideration SineWave took almost 2 years to develop appropriate terms and repayment clauses to effectively negate County risk SineWave was evaluated by an outside financial consultant to determine the credibility of SineWave leadership and viability of the Venture Hub facility Even though venture funds may have millions of dollars to invest in companies, by structure, they have only 2% operating funds of the total monies raised to effectively run the fund The Venture Hub is unique because it is leasing extra office space to allow for other capital providers, strategic partners, and companies they ve invested in to co-locate an expense that a venture firm typically does not incur 8
Benefits of Venture Hub Facility The Venture Hub facility will bring at least five other capital providers and much needed venture funding to Arlington and the region to fuel our tech ecosystem SineWave and the Capital Providers will meet with at least 10 Arlington tech companies each year to consider investing in their products; if investment is not considered, SineWave will refer the tech company to three other investors SineWave will conduct multiple educational events each year attracting entrepreneurs from around the region and reinforcing Arlington s significance in a tech economy Venture Hub facility builds on the unique innovation hub being created in Crystal City with notable companies such as 1776, Eastern Foundry and TechShop 9
County Manager Recommendations Authorize the County Manager to sign the attached agreement on behalf of the Arlington County Board among Arlington County, the Authority and SineWave to establish the disbursement, management and performance terms and conditions for the EDI grant funds. 10
