Proposal to: to regulate the Regional Championships by assignment of dates. This would ensure the proper number of judges available to be assigned to all Regional Championships. Regions will conduct their events on the assigned dates with the following stipulations: Not more than two Level 7-10 Regional meets will be permitted on the same date In the case of a region needing to change their assigned date, they may only swap with another region

If all remaining regions have already committed to a facility, the last available weekend would be Memorial Day weekend. Second: Joyce Chaplin 3. Proposal to: require the RJC s (Regional Judging Coordinator s) to assemble via conference call, or live to set the judging assignments for all Level 7-10 Regional events with the following stipulations: a. Eligible judging officials will be given availability forms b. RJC will confer via, conference call, skype or other live service c. Assignments will take into consideration; i. Geography ii. Panel configuration iii. Rating of officials iv. Economic impact to the meet director Second: Mila Harty 4. Proposal to: use Level 4-6 judges when possible to fill the Level 4-6 Regional event panels and using a Meet Referee of Brevet or National rating. 5. Proposal to: grant any unfilled Junior Olympic Regional Team spots to other regions based on the registration numbers at the Regional Championships with a minimum of 4 spots per level guaranteed to each region. Motion: Masha Krakovskaya 6. Proposal to: reduce the number of JO Regional Team members to 6 in rank order, and all remaining sport to be distributed by percentage in rank order by region as All Stars. Motion: Masha Krakovskaya 7. Proposal to: provide an opportunity to fill all unused Junior Olympic Regional Team spots before the event registration deadline: a. The Regional Chairs will be responsible to report all open spots to the National Office by the set deadlines: i. Level 7/8-1 week after the Regional meet ii. Level 9 2 days following the National Qualifier. b. All unfilled spots will be distributed to the Regions in rank order based on the highest number of regional participants in that level. Second: Joyce 8. Proposal to: Set the entry fees for 2018-2019 @ a. Level 3 & 4 - $80 b. Level 5 & 6 - $105 c. Level 7-10 - $130 d. Group: $25/ athlete Motion: Mila Harty Vote: 4 Yes 1 No Passed Note: The committee will revisit the entry fee increase by request after reviewing and analyzing the financial reports from past meets in each region. 9. Proposal to: require an athlete to compete in both the State and Regional meet in order to advance her competitive level in the following season. Illness/Injury and Hardship petitions will be accepted by the Regional Chair prior to the start of the next competitive season. Second: Mila Harty 10. Proposal to: amend page 17, II. A. to the following: a. Remove the words D forms b. Score forms can be given at the end of the last session of a team participation at the discretion of the meet director. Second: Stefanie Korepin 11. Proposal to RPC: to remove the use of D forms for Level 9,10 & Elite, for all competitions with a minimum single panel of 4 (6 judges at a Regional meet) or more. Vote: 4 Yes, 1 No Passed 12. Proposal to: amend page 26 section B. to reflect more accurate information. i. #2-4 - If two panels of judges are used, events can be rotated and 1.85 minutes per routine should be calculated. ii. #5, a. -Individual competition: Levels 7-10 with an alternating panel, calculate 2.00 mins. per routine

iii. #5, b. -Individual competition: Levels 7-10 with a single panel, calculate 2.50 mins. per routine iv. #8, a - Level 3-6 competitive session may not exceed 2 hours. v. #8, b - Level 7-10 competitive session may not exceed 3 hours. vi. #9 - No gymnast may compete after 9:30pm. 13. Proposal to: form a task force for the purpose of gaining club input and analysis for the following informationa. Create a two season competitive system utilizing the Fall & Spring. b. Utilize the Fall (Sept- Jan) for individual competition for Levels 3-6 and the Spring (Feb-June) for JO Groups. c. Include the Xcel program in the Spring season. d. Task force: R3- Jaga A., R5- Anna L., R6- Mila H., R1- Masha K. Second: Ellen Nyemscik 14. Recommendation to Xcel committee: a. To allow the Xcel athletes to participate at the State level. b. To submit their score forms more than one day in advance or the time frame requested by the meet director. Motion: Suzi DiTullio Second: Mila Harty 15. Proposal to: add additional Group information on page 63 concerning clubs enter more than one group. a. An athlete may only compete in 2 different groups per competition. b. For each additional group, 50% must be comprised of different members c. Each group must declare a maximum of 5 athletes plus one alternate Motion: Suzi DiTullio 16. Proposal to: eliminate from the operating code Article 6, 6.01, E. a. Remove: E. Approve State actions addressing sanction violations b. Note to membership: Sanction violation notices should be cc d to the respective State and Regional Chairs. Second: Stefanie Korepin 17. Proposal to: amend Chapter 4 :Officials, # 2, f.

a. If a judge must stay overnight prior, during or following the meet, lodging must be provided and paid for by the meet director. 1. Accommodations must be within a reasonable distance to the meet site- 15-20 mins. 2. Minimum hotel rating should be 3 stars. 3. Double occupancy required with two queen/full size beds 4. A short term rental may be used when approved in advance by all judges assigned 5. Judges should never be assigned to private homes 18. Proposal to: expand the practical experience for new judges to ensure more competency in notation skills and overall confidence. a. Passing the written test should be the introduction to judging. b. Set the practical experience at a minimum of 3 with a qualified mentor. c. Making the 3 rd practical a pass or fail event with the option for the mentor to recommend i. Passing with no restrictions ii. iii. Second: Jaga Atanaskovic Passing with additional practical experience required Failing the candidate with suggestions for improving her skills and recommending she start the process over again. 19. Discussion: Recommend the NAC Technical Representatives and JOTC members collaborate to educate. a. Review the course format b. Review the course content c. Review the visual routines created for live practical testing d. Create a manageable system to help educate new judges e. Make online practice judging & review available with videos from Open, JO s and Nationals 20. Discussion: Recommendations and suggestions for expanding the point values for CPE credits: a. Webinars -5 points b. Line judging -5 points c. Clinics: half day -5 points, full day -10 points (based on clinic content) d. Camps- 10pts e. In gym observation for L3 Brevet 1 point per hour f. Video practice judging: National w/ Level 3-8 judge or Brevet w/ National judge or Brevet w/ Brevet TBD

21. Proposal to: expand clarification of a judge s affiliation to include a. When a judge performs any service for a club with pay, 3 or more times within the competitive year, they will be considered affiliated. Second: Ellen Nyemscik 22.
