Positively Carroll Commissioner Howard shared with the Board that there is going to be a Carroll County Small Business Awards Program this evening for the businesses that are growing and supporting Carroll County's economy. There is also going to be the Volunteer of the Year Recognition Program this evening sponsored by the Office of Recreation and Parks Program. There are hundreds of programs in the county with thousands of volunteers and saving the county and the programs thousands of dollars. These people are truly appreciated in their communities. Commissioner Rothschild shared with the Board that an event happen in Mt. Airy this past Saturday. It was called the Patapsco Cross named after the Cycle Cross started in Europe and Patapsco Bike and Cycle sponsored this event.over 200 racers from MD, DC, PA, and DE came to Watkins Park in Mt. Airy. They had mapped out a cycle cross course through Watkins Park. Food was provided by Johnny's Eatery in Mt. Airy, there was a very large crowd of bicycles and motor cross cycles. This was a really great event it brought businesses into the county. Would like to thank Patapsco Bike and Sport for sponsoring it, good for our citizens, fun for our children, and good for our economy. Commissioner Roush shared with the Board that there is a man in the community named David Shaw created the Carroll Biz Challenge, this is something like American Idol. All businesses have applied or been recommended to this program. The five most promising businesses are finalist on a night in November, 2013. They all get together and present their business plan These are mostly start up businesses and need to an office from their garage space. The judges and the audiences vote for the best presentation and the winner gets $5,000 prize money. This is very interesting to hear what their plans are and what they are doing to be successful. Commissioner Howard told Steve Powell, Chief of Staff that he was leaving one of the spots open for next week for good news regarding the Bond Sale. IV. Bid Approval ~ Toro Groundmaster 5910 Mower The Bureau of Facilities in cooperation with the Bureau of Purchasing requests your approval to purchase a new Toro Groundsmaster 5910 Mower from Turf Equipment and Supply Company (Frederick, MD) in the amount of $93,112.89. This purchase will be made off a contract established by the National IPA Purchasing Cooperative which was competitively bid. This is within the project budget and no additional funds will be needed. 1. Motion to approve the bid award for a Toro Groundwater 5910 mower to Turf Equipment and Supply Company in the amount of $93,112.89 V. Bid Approval ~ Tree Trimming and Removal Services The Carroll County Bureau of Purchasing in cooperation with the Bureau of Roads Operations solicited bids for qualified contractors to furnish all the necessary labor, supervision, tools, equipment, supplies and materials to accomplish the tree trimming and removal services required by the Bureau of Roads Operations. Of the sixteen (16) vendors that registered for this bid, seven (7) were from Maryland, six (6) were out of state and three (3) were from Carroll County. Two (2) vendors submitted bids. This contract requires a day to day crew of five (5) persons and all work is to be done during regular county work hours. Award of this bid will allow for the continuation of our road side tree trimming program. This program helps the Roads Operations maintain our shoulder areas for a safer travel on county roadways. This program significantly helps free up our in house crews allowing them to complete other types of maintenance projects that need equal amounts of attention. Mr. Jim Mirfin, Roads Administrative Supervisor, Bureau of Roads Operations recommends award for the above project to be awarded to Miller Tree Service the lowest overall bidder. There are available funds in the Roads Operations Fiscal Year 2013 Operating Budget to cover this project. 1. Motion to approve the bid award for Tree Trimming and Removal Services to Miller Tree Service the lowest overall bidder VI. Discussion/Decision ~ Septage/Leachate Facility The County was notified recently that the City of Westminster was moving toward a capital project to upgrade their Waste Water Treatment Plant for Enhanced Nutrient Removal. The County's expected share of that project would be $3.8M if we proposed to continue to bring our Septage and Leachate to that plant. The Department of Public Works presented the alternatives that the county is exploring. A discussion was held on proposed options that the county could take. The Board decided that they would like to hear from the septage haulers and get their input before a decision was made and asked Mr. Powell to schedule a meeting for next week to meet prior to making any decision on this matter. VII. Request to Accept Maryland Aviation Administration Grant Award to Update the Master Plan for Carroll County Regional Airport The Maryland Aviation Administration (MAA) is offering an award of $8,333.00 (5%) of the project cost of the Master Plan Update Project. This grant provides State matching funds to update the Master Plan at Carroll County Regional Airport. Budget: FAA Federal share: $150,000.00 MAA share: $ 8,333.00 County share: $ 8,333.00 Total cost: $166,667.00 1. Motion to approve the acceptance of the Maryland Aviation Administration Grant Award to Update the Master Plan for the Carroll County Regional Airport in the amount of $8,333.00 ADOPTED [3 TO 1] Doug Howard, David Roush, Haven Shoemaker NAYS: Richard Rothschild VIII. Request Acceptance of Awards for the Violence Against Women Act Grants FY2013 ~ Sheriff's Office Funding Agency: MD Governor's Office of Crime Control and Prevention (GOCCP)/Federal pass through funds from the U. S. Department of Justice. The Carroll County State's Attorney's Office has received an award for its 17th year of funding for the Domestic Violence (DV) Prosecutor. The Domestic Violence Prosecutor is a dedicated fulltime to domestic violence issues and has increased the percentage of successful prosecutions related to domestic violence. GOCCP caps the request at the level of the prior year's award. The State's Attorney's Office was awarded $56,000 last year and requested that amount this year; however, were awarded $55,453. The State's Attorney's Office is requesting that the County match the grant by funding the balance of the Prosecutor's salary and the benefits for this position. The salary and benefits of the DV Coordinator (a county position) is also a match for the federal grant. Because GOCCP has funded this year's grant in the amount of $55,453, rather than $56,000, we are requesting the difference of $547 as an additional cash match. Because the grant was reduced by $547 and the budget estimate was short by $1,454 we will need to transfer $2,001 general fund dollars into this grant. 1. IX. Request Acceptance of Award of Training and Equipment Grant for Carroll County Advocacy and Investigation Center The State's Attorney's Office is requesting permission to apply for an application from Governor's Office of Crime Control and Prevention (GOCCP) to fund training for the Multi- Disciplinary Team (MDT) of the Carroll County Advocacy and Investigation Center (CCAIC) and to purchase five (5) OCS Otter Carry Systems with Tags for Investigators, two (2) IPads and covers for prosecutors and two (2) complete (families) anatomical dolls for interviews. Three (3) trainings: Four (4) MDT members to attend the Crimes Against Children Conference in Dallas, Texas, as well as, two (2) MDT members to attend Infant Death training in Las Vegas, Nevada and one (1) new investigator to attend The John E. Reid Interview and Interrogation Technique training in Baltimore, Maryland. No matching funds are required. 1. Motion to accept the award of a Training and Equipment Grant for Carroll County Advocacy and Investigation Center X. Request Acceptance of Awards for the Violence Against Women Act Grants FY2013 ~ State's Attorney's Office 1. Request Approval of Operating Budget Resolutions to Transfer Funds to Supplement VAWA Grant Awards The Carroll County State's Attorney's Office and the Sheriff's Office have received awards for the Violence Against Women Grants. These resolutions will transfer funds to supplement the difference in the amount of the FY13 awards. 1. XII. Request Approval of the Town/County Agreement ~ City of Taneytown Annually, Carroll County Government and the Towns agree to the sharing of funds and participation in planning and other government functions. This agreement provides intergovernmental funding from the County to the City of Taneytown in the amount of $382,333. The FY14 budget appropriated funding for this action. 1. Administrative Session ~ Open The following issues were discussed: 1. The meeting between the Board of County Commissioners and the Town's is scheduled for Tuesday, November 26, 2013 to discuss the Stormwater Management Requests to be held in the Ronald Reagan of the County Office Building. 2. Bob Jones has invited the Board for a Tour of the Hoff Barn on Tuesday, November 19, 2013 at 3:30 PM 3. Next Joint Board of County Commissioners/Carroll County Delegations Meeting is scheduled on December 1, 2013. 4. closed session in accordance with the Annotated Code of Maryland, State Government Article 10-508, Section (a)(3), on Thursday, November 7, 2013 at 11:35 AM with Phil Hager, Director, Department of Land Use and Planning Department and Steve Powell, Chief of Staff to discuss a land acquisition matter. 1. Commissioner Howard voted no) voted to meet in closed session in accordance with the Annotated Code of Maryland, State Government Article 10-508, Section (7), on Thursday, October 31, 2013 at 3:00 PM with Tim Burke, County Attorney, and Steven D. Powell, Chief of Staff to discuss potential legal issues involving a former employee and legal issues raised by the state concerning the stormwater management fee.
