October 17, 2011 Council Meeting Highlights OFFICE OF THE MAYOR For immediate release October 21, 2011 SPECIAL PRESENTATION Jr. Pan Am Water Polo U17 Championship Mayor Lois E. Jackson congratulated Gurpreet Sohi and Hayley McKelvey of Delta who participated on the Canadian Women s U17 Water Polo team that won gold at the Junior Pan Am Games held from August 4 to 14 in San Juan, Puerto Rico. Gurpreet is a grade 12 student and Hayley is a grade 10 student, both attending Seaquam Secondary. DELEGATIONS/PRESENTATIONS South of the Fraser Transit Services & Transportation Issues for Seniors A delegation from TransLink presented information on transit services South of the Fraser and addressed questions from Council. Mayor Jackson and Council requested reinstatement of the 601 bus service to Vancouver and consideration of additional bus services within the North Delta community to improve transit services. Federal Meetings in Ottawa Chief Administrative Officer, George V. Harvie, presented information regarding Delta s delegation to Ottawa to meet with Federal government officials to discuss issues of local and regional significance. View the presentation 2011 Local Government Elections Update The Municipal Clerk, Angila Bains, presented information on the upcoming elections including advance polling dates and locations and political sign regulations.
MAYOR S ANNOUNCEMENTS Funding for Cranberry Research Centre in Delta Mayor Jackson acknowledged the announcement made last week by Delta-Richmond East Member of Parliament Kerry-Lynne Findlay that the Federal government is contributing over $200,000 in funding towards building a cranberry research centre in Delta. Delview Secondary School Food Drive Mayor Jackson expressed her gratitude to the students, staff, and volunteers at Delview Secondary for their efforts in canvassing the North Delta area and to residents and businesses for their generous donations to help to feed the hungry and those in need during their annual non-perishable food drive. The school s Thanks 4 Giving campaign has been responsible for collecting more than 190,000 non-perishable food items over the past 18 years with all donations going to Deltassist and the local food banks. 14,630 canned and other non-perishable food items have been collected. In case you missed the opportunity to donate, Delview Secondary is still accepting items. Fire Chief for a Day Mayor Jackson acknowledged Nicolas Haydar of Sunshine Hills Elementary who was Fire Chief for a Day last Saturday. Nicolas enjoyed a day of touring some of Delta s firehalls and meeting a number of our crews. Richardson Elementary Rain Garden Mayor Jackson noted that she partook in the rain garden planting at Richardson Elementary earlier in the day. Rain gardens are designed to intercept storm water and allow it to infiltrate the soil for absorption by plants. This has been a great addition to the curriculum for Grade 4 and 5 students at a number of Delta s elementary schools. Mayor Jackson will also be visiting both Heath Traditional Elementary and Gibson Elementary in early November for their plantings. NAIOP Award Mayor Jackson advised she will be attending the NAIOP Vancouver October Breakfast Meeting to receive the Most Fiscally Responsible award on behalf of the Corporation of Delta. NAIOP represents the Commercial Real Estate Development Association of Vancouver and is one of 50 Chapters throughout North America. Delta is receiving the Most Fiscally Responsible award for keeping cost increases in line with overall inflation over the last 10 years.
Delta Athletes off to Pan Am Games Mayor Jackson acknowledged the nine Delta athletes and coaches participating in the 2011 Pan American Games that began on October 15 th in Guadalajara, Mexico. The Mayor wished the following athletes from Delta good luck in their respective sports: Gil Jagdish - Men's Field Hockey Sara McManus - Women's Field Hockey Robert Short - Men's Field Hockey Mark Pearson - Men's Field Hockey Jennifer Yee - Women's Softball Jocelyn Cater - Women's Softball Paul Hawksworth - coach for the Rowing Team Para Pan Ams Dalton Boom Swimming Danielle Kisser Swimming ShakeOut Drill Thursday October 20 th at 10:20 am Mayor Jackson advised this Thursday at 10:20 am is the Great BC ShakeOut a province-wide earthquake drill. The Mayor encouraged the public to join the Corporation of Delta and participate in the ShakeOut drill. Participants are advised to Drop, Cover and Hold On - a quake safe action designed to protect people from falling furniture and flying objects that can become projectiles during ground shaking. BYLAWS FOR FINAL ADOPTION Bylaw No. 7020 - Intersection Realignment Properties Parks, Recreation and Public Lands Acquisition Reserve Fund Expenditures Council adopted Bylaw No. 7020, which authorizes the use of monies from the Parks, Recreation and Public Land Acquisition Reserve Fund for two property acquisitions. Bylaw No. 7021 - Delta Permissive Taxation Exemptions Council adopted Bylaw No. 7021, which allows exemptions from municipal taxation for the year 2012 for the churches, private schools and community service organizations listed in the bylaw. Bylaw No. 6995 4931 Central Avenue Council adopted Bylaw No. 6995 to rezone the property at 4931 Central Avenue to Comprehensive Development Zone No. 407 to increase the maximum permitted size of an accessory structure from 110 m 2 (1,184 ft 2 ) to 123.6 m 2 (1,330 ft 2 ) in order to allow retention of a balcony enclosure on the coach house.
BYLAWS FOR FIRST, SECOND AND THIRD READINGS Bylaw No. 7009 Bylaw Notice Enforcement Bylaw Council gave three readings to Bylaw No. 7009 Delta to establish a Bylaw Dispute Adjudication System through the enactment of a Bylaw Notice Enforcement Bylaw. This bylaw would provide a more efficient and effective means of enforcing bylaw offences for most of Delta s bylaws. BYLAWS FOR FIRST AND SECOND READINGS AND REFERRAL TO PUBLIC HEARING Bylaw No. 6998 5514 & 5530 52 Avenue Council gave first and second readings to a rezoning application in order to permit subdivision of the two lots into five single family residential lots. A Development Variance Permit is also required to vary the front setback averaging regulations of the Delta Zoning Bylaw. The bylaw will now be scheduled for an upcoming Public Hearing. CONSENT REPORTS New Application Received 8264 112A Street Council received a new application to amend the Official Community Plan and undergo the consultation process for this application in accordance with Section 879 of the Local Government Act. Council Approves a Facility Fee Grant for the LBA Tree Lighting Events Council approved a Facility Rental Fee Grant of up to $900 for the Ladner Business Association s 2011 Tree Lighting and Carol Ships event. 2011 marks the 35 th anniversary of the Christmas Tree Lighting Ceremony in Ladner. DISCUSSION REPORTS Southlands Official Community Plan Amendment Application Council received a new application to amend the Official Community Plan for the Southlands properties and endorsed proceeding with the consultation process in accordance with Section 879 of the Local Government Act. Proposal to Fence Four of Delta s Off-Leash Dog Areas Council endorsed a recommendation to consider funding of four off-leash dog areas at Dennison Park, Ladner Harbour Park, Delview Park, and Scott 72 Park Reserve as part of 2012 budget planning. Providing a contained area for dogs to roam freely will alleviate many of the concerns expressed by area residents and current users of these spaces.
Parks, Recreation & Culture Establish a Refund Policy Council approved a Refund Policy that establishes criteria for providing refunds to individuals who register for Delta programs and classes. Refunds will be issued on a pro-rated basis unless the request for a refund has been made prior to the start of the program or Delta cancels the program. Seven day notice is required for a refund of aquatic programs and 24 hour notice is required for refund of one day programs and workshops. Provincial Agricultural Land Commission Referral 5400 72 Street (City of Vancouver) Council endorsed a recommendation for an application for a subdivision at 5400 72 Street within the Agricultural Land Reserve, including the conservation/ecological restrictive covenant, be referred to the Provincial Agricultural Land Commission, noting that the Corporation of Delta supports the application. The subdivision would permit transfer of a new lot to the Corporation of Delta, which will then be added to the Burns Bog Ecological Conservancy Area. SFPR Community Liaison Committee Update Council received an update on the fourth meeting of the South Fraser Perimeter Road Community Liaison Committee. Council also requested that Geoff Freer, Executive Director, Gateway Program be invited to attend an upcoming meeting of Council to address mitigation efforts for heritage properties and provide a construction update. Port Metro Vancouver Expansion: the Need to Address Highway Transportation Issues South of the Fraser River Council resolved that the Mayor write to the federal and provincial Ministers of Transportation to request that they bring forward as a joint priority the issue of traffic congestion along the Highway 99 transportation corridor, including the George Massey Tunnel, and undertake a planning process to identify options to resolve current traffic congestion as well as accommodate future traffic growth due to port expansion, population growth south of the Fraser River and development of Tsawwassen First Nation land. An update regarding Port Metro Vancouver's 'Container Capacity Improvement Program' was provided for Council's information, including the cumulative effects of incremental developments and regional growth on the local transportation network.
