CITY OF EL CENTRO Request for Proposals Adams Avenue Indoor Sports Complex Construction Management and Inspection Services The City of El Centro is requesting Proposals from qualified consultants to provide Construction Management and Inspection services for the construction of the Adams Avenue Indoor Sports Complex located at 8 th Street and Adams Avenue. The minimum information required in the Proposal includes: General statement of the understanding of the scope. An approach to the work. The firm s experience in providing requested services for projects of similar size and scope. All parties submitting proposals shall include with their proposals at least three (3) current references, including name, address, and telephone number. The experience of the proposed project manager and key individuals who will be involved in the construction management and inspection. A proposed task list and level of effort for each task. Statement of current time commitment to other projects. Approach to managing and completing the project. Approach to communicating with the client, design consultant and contractor. Anticipated Scope of Work includes, but is not limited to: Assist City with and pre-construction meetings and activities. Coordinate construction progress meetings during construction as necessary. Coordinate construction activity between the various utility companies, municipal and State agencies and Contractor as necessary. Some of the entities involved may include: the City of El Centro, Imperial Irrigation District, and Caltrans. Verify contractor's work is being completed according to plans and specifications. Provide all inspections (including special inspection duties) as necessary according to the plans and specifications. Likewise all special inspection duties shall be performed in accordance with the California Building Code for essential buildings. The geotechnical inspections shall be overseen by Geotechnical Engineer licensed in the State of California and all other special inspections shall be performed by properly licensed individuals experienced in their particular construction craft. Process pay applications and any change orders for approval by the City. Provide trouble shooting with Contractor/ Project Architect and Owner and assist in finding solutions to any issues between the parties. Coordinate notices to the public and appropriate law enforcement and emergency medical service agencies for impacts due to construction related 2
activities (such as lane closures). Consultant is expected to notice public and meet with public safety agencies if required. Verify traffic control by Contractor is being performed according to approved plans and specifications. Help coordinate all road closures if necessary. Assist in processing Request for Information (RFI's) and coordinating activities with the Project's Architect. Prepare daily and weekly reports. Coordinate construction activity with the City of El Centro Department of Economic Development s labor compliance officer. The City will provide a separate contract for labor compliance work which is not a part of this scope. CALGreen Commissioning construction phase services. Please include verification that company, or individual assigned to project, is certified to provide these services. Submittals shall be 20 pages or less of 12 point font. Four (4) copies and one (1) CD of the submittal shall be delivered to the City of El Centro, 1249 Main St., El Centro, CA 92243, Attn: Stacy Cox. I. INTRODUCTION The purpose of this RFP is to obtain a qualified consultant team to provide construction management services including resident engineering services, construction inspection, and specialty construction inspection during the work for the Adams Avenue Indoor Sports Complex. The construction cost estimate is approximately $4,154,297. At present, the proposed schedule for construction is 310 calendar days starting from Notice to Proceed being issued and goes through the completion of the project. Award of the construction contract is anticipated to take place in June, 2012 and construction beginning in July, 2012. II. PROJECT BACKGROUND A. Project Background The City of El Centro has received funding from the Community Development Block Grant Program, the prior City of El Centro Redevelopment Agency, an allocation from developer impact fees, as well as a private donation for the completion of the project. The project consists of the construction of a 26,002 sq. ft. metal structure that will facilitate various indoor sports as well as community events. B. Reference Documents The plans and specifications are available for review upon request at the Department of Economic Development located at 1249 Main Street, El Centro, CA. A disk containing all project plans and specifications may be purchased for $5.00 from the Department of Public Works Engineering Division located at 1275 Main Street, El Centro, CA. PROPOSAL The proposal shall consist of the following parts: Proposal Requirements Proposal Format: Letter Proposal, limited to 20 pages. Proposal sections to include Cover Letter General statement of the understanding: This section should include, but not be limited to, what you consider to be the major challenges and opportunities 4
of the project and a description of methodology for satisfying the project requirements. The project team's experience in construction management, inspection, and performing constructability reviews of community recreational facilities. This shall include relevant experience by describing completed or on-going projects of similar size and type. Include a description for each cited project, challenges encountered including dealing with difficult site conditions/site constraints and how they were successfully addressed. Note the name and roles of people on your team (including subconsultants) who played key roles in these projects. For each example include a client contact person with phone number and date project work was completed or is scheduled for completion. Verification of certification of personnel to be providing CALGreen commissioning services. Construction Management: Describe your construction management philosophy and techniques you have used to manage projects of similar size and type. Explaining the approach to communicating with the client, design consultant and contractor. Explain how you organize and manage the work of subconsultants. Describe your quality control program and methods used to maintain schedule and budget. Project Schedule Statement of current time commitment to other projects: Describe current workload of the firm, including key staff and any subconsultants, and how this project would fit into this workload. Estimated Level of Effort per Scope Task, itemized by labor classification. Company standard schedule of charges. The billing rates contained in the fee schedule must be fixed for a period of 2 years from the execution of the consultant's contract. No increases will be allowed during that time period. Additional negotiations will determine any allowable increase in billing rates after the two year period. Statement on firms Women s Business Enterprise or Minority Business Enterprise (WBE/MBE) status. Fee estimate, including labor, subconsultants and projected reimbursable costs to be included within the proposal inside a separate sealed envelope. 5

SELECTION PROCESS Proposals will be evaluated according to the following: General firm and individual experience Specific experience as it pertains to Community Development Block Grant Experience Specific experience as it pertains to the Scope of Work above mentioned in Item 3.0 Capacity to perform the Scope of Work and ability to conclude the work in a timely manner Quality of staff and their availability Cost of Services Woman or minority owned business Overall quality of proposal, especially thoroughness Total Value: 10 points 20 points 5 points 5 points 100 points Understanding of the work to be preformed Strength of key personnel Experience and Technical Competence of firm and subcontractors Approach to the Project, including technical and management considerations Evaluation of the cost effectiveness in relation to team qualifications and proposed project methodology V.
